Tiny Living Requires Big Solutions: How Florida's State And Local Laws Complicate Tiny House Living, Meghan Mcglone
Tiny Living Requires Big Solutions: How Florida's State And Local Laws Complicate Tiny House Living, Meghan Mcglone
University of Florida Journal of Law & Public Policy
Tiny houses entered the mainstream nearly a decade ago and are popular as an affordable, environmentally conscious, and traveler friendly housing option. However, local governments across the nation still have wildly different regulations governing tiny houses. Some jurisdictions have no rules at all, others define tiny houses by specific regulations, and others ban them outright. The differences between these rules across different jurisdictions are leaving tiny-home owners in the dark about their property rights.
This Note addresses the policy concerns and considerations surrounding tiny houses on foundations and tiny houses on wheels with local city and county laws. Through many …

A Guideline To Address Barriers To Mental Health Treatment Experienced By Law Enforcement Officers, Jacqueline Estrella
A Guideline To Address Barriers To Mental Health Treatment Experienced By Law Enforcement Officers, Jacqueline Estrella
Doctor of Nursing Practice (DNP) Scholarly Projects
Problem: Law enforcement officers are exposed to repeated trauma on the job that may negatively affect their mental health. Officers may avoid seeking mental health treatment due to police culture, stigma, and other barriers which may increase risks for suicide, absenteeism, and maladaptive coping.
Objectives: Develop an evidenced-based guideline to address barriers law enforcement officers face in seeking mental health treatment.
Methods: The National Quality Measures Clearinghouse (NQMC) Domain Framework was used to guide a literature review to identify best practices suitable for a guideline. Articles were graded for strength based on the John Hopkins Nursing Evidence Based Practice (JHNEBP) …
Erasing The Artist, Policing The City: Michael Stewart And New York’S War On Graffiti, Vladislav Kirilov
Erasing The Artist, Policing The City: Michael Stewart And New York’S War On Graffiti, Vladislav Kirilov
Anthós
The 1983 death of Michael Stewart, a young Black graffiti artist, exposes the violent logic at the center of New York City’s War on Graffiti. Under Mayor Ed Koch and the rise of broken windows policing, graffiti was framed as a racialized symbol of disorder used to justify intensified control of public space. Rather than becoming political in this moment, graffiti is understood here as an already politicized form of expression shaped by racial and spatial inequality. The article examines how Stewart’s killing made police violence visible, provoking responses from artists, activists, and graffiti writers while revealing the human costs …

Turning Local Strength Into Regional Change: An Operational Plan For Capacity Building In Virginia’S Tobacco Region, Ellie Plisko
Turning Local Strength Into Regional Change: An Operational Plan For Capacity Building In Virginia’S Tobacco Region, Ellie Plisko
Master of Urban and Regional Planning Capstone Projects
Virginia's Tobacco Region possesses meaningful community assets including committed local leadership, established social networks, and demonstrated resilience, yet many localities consistently struggle to translate those strengths into high-impact economic development projects. The gap is not one of vision or funding, but of organizational capacity: the ability to develop, manage, and implement complex projects over time.
This capstone plan was developed for the Virginia Tobacco Region Revitalization Commission (TRRC) to address that gap directly. Drawing on semi-structured stakeholder interviews, document and case analysis, and comparative institutional assessment, the research identifies the structural, relational, and process-based conditions that distinguish successful projects from …

Utilizing Youth Mental Health First Aid: A Community-Based Prevention Strategy To Increase Teh Confidence Levels Of Seventh-Day Adventist Adults In Assisting Youth With Mental Health Distress, Sarah Hillebert
DNP Research Projects
Abstract
Objective: Youth Mental Health First Aid (YMHFA) is an initiative from the National Council for Mental Wellness that trains adults in identifying and responding to adolescents exhibiting mental health distress. This DNP project evaluated the effectiveness of YMHFA in increasing the mental health literacy and confidence scores of Seventh-day Adventist (SDA) adults. Method: quality improvement, pretest-posttest quasi-experimental design was used. Participants were SDA adults aged 22 to 74 who work with youth in school, church, or camp settings (n=19; Mean age = 48.5 years, SD = 10.5). The quantitative MHFA 2.1 measured mental health literacy and confidence to intervene, …
Useful Noise: Understanding Dicta And Knowing What To Do With It, Len Niehoff, Tucker Gribble
Useful Noise: Understanding Dicta And Knowing What To Do With It, Len Niehoff, Tucker Gribble
Articles
Sometimes we approach the idea of obiter dictum as if it were Latin for “Here the court says something I wish it didn’t.” When a judicial opinion includes a statement that hurts our case, we labor to cast it as dicta and we give it the first name “mere.” If the opposing party quotes the statement, we huff about its irrelevance and dismissively proclaim that it can, indeed must, be ignored. We treat dicta as background noise, and we encourage the court to plug its ears and hum.
The Surveillance Of System-Adjacent Individuals, Mariam A. Hinds
The Surveillance Of System-Adjacent Individuals, Mariam A. Hinds

Although the Fourth Amendment protects against “unreasonable searches and seizures,” this right is not enjoyed by all people equally. Supreme Court jurisprudence has curtailed the Fourth Amendment privacy rights of individuals under probation or parole supervision. In this line of cases, the Court concluded that the government’s interest in monitoring supervisees, reducing recidivism, and promoting public safety outweighed their reasonable expectation of privacy.
However, surveillance mechanisms like probation and parole extend the criminal legal system’s carceral gaze beyond the supervisees and peer into the bedrooms and digital lives of their families, roommates, and communities, or who this Article calls system-adjacent …

The debate over AI openness—whether to make components of an artificial intelligence system available for public inspection and modification—forces policymakers to balance innovation, democratized access, safety and national security. By inviting startups and researchers into the fold, it enables independent oversight and inclusive collaboration. But technology giants can also use it to entrench their own power, while adversaries can use it to shortcut years and billions of dollars in building systems, like China’s Deepseek-R1, that rival our own. How we govern AI openness today will shape the future of AI and America’s role in it. Policymakers and scholars grasp the …

Matriculating into Predominately White Institutions (PWIs) can be challenging for Black students due to racism. However, Black faculty and staff play an important role in combating these challenges and creating supportive and joyful spaces for these students. Using Narrative Inquiry, this study examined the role that Black faculty and staff played in fostering Black Joy for Black students at Predominately White Institutions (PWIs). Participants were self-identified Black students, faculty, and staff who are 18 years or older and were affiliated with a mid-size four-year PWI in the northeastern region of the United States. The study utilized two data collecting instruments …
Wellness Participation Of Student-Serving Staff: The Impact On Well-Being And Student Support, Ashley L. Oostveen
Wellness Participation Of Student-Serving Staff: The Impact On Well-Being And Student Support, Ashley L. Oostveen
West Chester University Graduate Theses, Dissertations, and Final Projects
This study examines the relationship between student-serving staff’s wellness engagement and overall well-being, their job satisfaction, and their perceived support for students. A convergent mixed-methods approach was applied while maintaining a theoretical framework rooted in Self-Determination Theory (Deci & Ryan, 1985), integrating the concepts of Hettler’s Six Dimensions of Wellness (1976). Forty-one student-serving staff across universities in a public university system in Pennsylvania participated in this study. A quantitative survey was used to measure overall well-being, wellness engagement, and support to students, while concurrent focus groups were conducted to gather insight on work-life well-being and staff’s perceived support to their …

First Responders' Best Friends: A Mental Health And Trauma-Informed Care Program For First Responders, Jordan Postiglione
Entry Level Occupational Therapy Doctoral Capstone Projects Class of 2026
First responders experience consistent exposure to traumatic events in their day-to-day profession, placing them at increased risk for mental health challenges, including stress, burnout, anxiety, depression, and post-traumatic stress disorder. The First Responder’s Best Friends doctoral capstone quality improvement project aimed to increase mental health and well-being in first responders as well as to bring awareness to the importance of mental health and the impact of trauma. The capstone project consisted of three different areas of focus: program development and implementation, advocacy, and clinical practice skills. Program development and implementation was a 12-week mental health program at the Kingston Fire …

Management Faculty Research and Publications
Purpose
This study explores how burnout mediates the relationships between critical psychological resources, specifically resilience, flow and self-efficacy, and flourishing in contemporary work environments.
Design/methodology/approach
Data from 374 participants, including undergraduate students at a regional comprehensive university in the Midwest and full-time working adults in the USA, were analyzed using mediation analysis in MPlus 8.11 to assess the indirect and direct effects among burnout, psychological resources and flourishing in a work environment.
Findings
Results indicate that self-efficacy significantly predicts lower burnout levels and higher flourishing. Resilience and flow were negatively associated with burnout, reducing its impact; however, the direct effects …

Room To Breathe: The Surprising Capaciousness Of Osh Act Preemption, Michael C. Duff
All Faculty Scholarship
This essay is part of a Saint Louis University Law Journal seminar, conducted by the Wefel Center for Employment Law, titled "Shifting Workplace Law in an Era of Federal Vacuums: Business as Usual or Polycrisis?" The symposium presumed that the federal government would be scaling back workforce regulatory enforcement dramatically in the shadow of DOGE and several other developments. The essay focuses on OSHA and more narrowly questions the extent to which the OSH Act preempts state and local efforts to regulate workplace safety and health. The essay shows that unless OSHA promulgates a full-blown “standard” – a tedious form …

Disaster Risk Management During Climate Emergencies In The Dominican Republic And Puerto Rico, Rosleny Ubinas
Dissertations and Theses
This paper analyzes the DRM approach as an effective framework in addressing climate emergencies across the Dominican Republic and Puerto Rico. These two Caribbean regions, with high hurricane exposure and differing response structures, are deeply shaped by their governments and affiliated international organizations. Disaster Risk Management is the systematic process of using laws, plans, institutions, and community networks to reduce vulnerability to hazards and coordinate effective response when disasters occur. It covers the full cycle, from prevention to reconstruction and rebuilding more resiliently. The Dominican Republic’s law-based intervention led to greater local-level community participation during disasters with its embedded volunteer …

Risk And Releasability: Rethinking “Suitable” Support Networks For Former Foster Youth In Ontario Bail Courts, Marsha Rampersaud
Journal of Law and Social Policy
Contemporary societal trends indicate many young adults rely on their families for financial and other support for longer than in the past, often well into their 20s. Youth leaving the child welfare system, however, do not have similar supports to rely on when they reach the age of majority (eighteen in Ontario). In bail court, the experiences of those who have familial support differ markedly from those who do not. Qualitative interviews with youth, lawyers, and social workers illuminate the experiences of young adults (ages eighteen to twenty-four) who have exited the child welfare system and come into conflict with …
Escaping The Labyrinth: Cutting Through The Maze Of Federal Sector Employment Laws To Streamline Appeals, Allow Faster And More Consistent Decisions, And Level The Playing Field Between Agencies And Employees, Christopher Ligatti
Chapman Law Review
Federal employees and their job protections have gained increased media attention due to the current presidential administration. Criticism has long been aimed primarily at the property interest and accompanying due process protections that federal employees have in their employment. However, this Article argues that while the federal sector employment law system is badly in need of reform, the issue is not the constitutionally required due process protections afforded to employees, but rather the additional statutory and regulatory protections Congress has granted employees. Currently, federal employees have multiple overlapping forums in which they can bring employment actions, may cross-appeal negative decisions …
Death By Discretion: Executive Power And The Arbitrary Machinery Of Federal Capital Punishment, Reem Haikal
Death By Discretion: Executive Power And The Arbitrary Machinery Of Federal Capital Punishment, Reem Haikal
Chapman Law Review
This Article argues that the federal death penalty is not merely at risk of being cruel; it is increasingly at risk of becoming arbitrary and lawless. Despite the procedural safeguards embedded in the Federal Death Penalty Act (FDPA), executive practices have reintroduced many of the same constitutional flaws that the Supreme Court identified in Furman v. Georgia. Through detailed analysis of the FDPA’s structure, this Article shows that the statute fails to meaningfully constrain the Attorney General’s charging discretion, allowing life-and-death decisions to hinge on opaque and often politicized processes. The Trump administration’s revival of federal executions, culminating in sweeping …
Photovoice Exploration Of Afghan Refugee Background Women's Food-Related Well-Being, Eileen C. Lindemann
Photovoice Exploration Of Afghan Refugee Background Women's Food-Related Well-Being, Eileen C. Lindemann
Graduate Research Theses & Dissertations
More than 117,000 Afghans have been relocated to the United States following the U.S. military withdrawal in August 2021. Research indicates that Afghan refugees resettled in the U.S. are at increased risk of psychological distress, with Afghan women particularly susceptible compared with Afghan men, and diet-related chronic disease. However, research also shows that traditional food and eating customs foster cultural identity, social support, integration, and well-being. The purpose of this study was to collaboratively explore the food-related well-being and daily life contexts of resettled refugee participants through the photovoice method, a participatory research strategy in which participants photograph aspects of …
Compositional And Functional Shifts In Fish Community Structure In Response To Low-Head Dam Removals, Joshua D. Bruegge
Compositional And Functional Shifts In Fish Community Structure In Response To Low-Head Dam Removals, Joshua D. Bruegge
Masters Theses
Low-head dams serve as intermittent barriers to aquatic connectivity and directly alter both upstream and downstream habitats and biotic communities. In 2018 and 2019, two low-head dams in the Vermilion River watershed of eastern Illinois were removed, reconnecting over 1,700 kilometers of upstream habitat within the basin. To determine the impacts of these dam removals, fish community surveys were conducted at 12 fixed sites across three reaches in two rivers from 2012-2022. This study assessed reach-specific temporal responses of the fish community and habitat characteristics. I linked trait expressions within the fish community to abiotic variables using the co-inertia RLQ …

“A Civilised Order”: Political Economy Of Welfare State Development In United States And South Africa, Camden M. Webb
Masters Theses
The welfare state and its development across national contexts in the twentieth century signaled a marked change in the state’s relationship with its citizens. They developed in a structural crisis between two political economy organizations, moving from liberal structures to regulated ones. As the world continues the current ongoing structural crisis out of the neoliberal structure, the future of welfare policy is uncertain. My research presents a Qualitative Comparative Analysis (QCA) using the United States and South Africa as most-different cases to explore the similarities and differences in their national contexts that shaped their welfare state development in the early …
