Several alternate systems for use in implementing the 911 emergency system in Orange County, Florida were investigated. The proposed systems were compared with the already existing systems on the basis of reliability, response time, and cost. System reliability was the prime consideration of the study. Flow charts of each system were formulated in order to determine the functions required of equipment and humans. The reliability was then determined by examining the difficulty of the tasks that each was required to perform. Reliability models of the present and proposed systems were constructed. Adequate regulation of construction (and operation) of nuclear power plants has become a matter of growing national concern. Published statements by individuals speaking from two viewpoints, those of the regulatory agencies and the nuclear power industry, suggest divergent attitudes. Nineteen statements from these two points of view were evaluated for agreement or disagreement by 38 knowledgeable persons from both industry and government (of 50 solicited in a mail survey). Survey results showed a general appreciation of the need for some level of regulation and also for the possibility of over-regulation. Important public facilities located in Cache Valley, Utah, were studied to assess their exposure to geologic hazards. Also, the level of geotechnical and geologic expertise involved in the siting, design, and construction of critical public facilities was studied. A discussion of several individual facilities, that were exposed to some degree of hazard, was presented to illustrate the nature of the problem.

Earthquake hazards probably constitute the greatest threat to facilities and to the general welfare of the public. Many earthquake hazard mitigation measures were discussed and recommendations were made, based on aseismic design criteria which has been developed for seismically …

The State of Florida has mandated that a statewide 911 system be implemented, and the Department of General Services, Division of Communications, has performed a study of possible 911 system configurations for Orange County based on the findings of a study performed by the Stanford Research Institute for the whole of the State of Florida. The Orange County study determined operator manning levels of the primary law enforcement agencies involved in the system and response times to citizen calls for each of the configurations proposed. For over two decades the United States has been conducting research and development on the breeder reactor concept - - - an advanced reactor that breeds or produces more nuclear fuel than it consumes. The Clinch River Breeder Reactor Plant (CRBRP) is the nation's first large scale breeder designed to demonstrate the feasibility of producing electricity for commercial consumption. This paper reports on the current status of the CRBRP and its important role in meeting the nation's energy requirements.

The Army is investigating the use of solidified fission product wastes as a heat source for thermal utility systems on military installations. A boiler system has been conceptually designed, thermal and radiological requirements are still being investigated. The application of nuclear waste as a heat source affects the entire scope of nuclear waste management offering both benefits and problems which must be examined thoroughly before final conclusions can be drawn.

An assessment was carried out of the impacts of the various alternative strategies designed to reduce the rate of electrical energy use in the Nashville-Davidson County area, in the light of a potential crisis in supply. Seven strategies were identified among the major categories of voluntary reduction, price regulation, and mandatory reduction. Thirty-three sub-sectors were identified among residential, commercial and industrial users, and the consequences of imposing the strategies were assessed using a cross-impact matrix. The value of the methodology as an aid to public policy formulation lies in its possible extension to allow direct participation of various affected publics.

Friction measurements were made with a skid trailer at 70 mph (31 m/s) on 770 miles (1240 km) of rural, four-lane, controlled-access routes on the interstate and parkway systems in Kentucky. Each construction project was treated as a test section. Accident experience, friction measurements, and traffic volumes were obtained for each. Various relationships between wet-weather accidents and skid resistance were analyzed. Averaging methods were used as a means of developing trends and minimizing scatter. A moving average for progressively-ordered sets of five test sections yielded more definite results. The expression of accident occurrence which correlated best with skid and slip …

An effective procedure was determined for identifying hazardous rural highway locations based on accident statistics. Multiple indicators of accident experience that are necessary include the number of fatal accidents, the total number of accidents, the number of effective-property-damage-only accidents, and the accident rate. Critical levels of these four indicators should vary from state to state depending on the nature of the local safety improvement program as well as local traffic and roadway conditions and prevailing attitudes toward highway safety. Specific recommendations are given for use in Kentucky. Critical accident rates are established using quality control procedures.

This study reviews the organizational structure and processing procedures used in accident surveillance. Consideration was given to the techniques that various state governmental agencies use in their analysis of accident reports and statistics. It was concluded that Kentucky should enact uniform accident reporting legislation. A standard form should be prescribed for use by law enforcement agencies in complying with the reporting requirement. The creation of an Accident Records Unit to receive, process, and statistically analyze the reports is recommended.

The purpose of this study was to determine the overall effectiveness of the spot-improvement program in Kentucky. Safety improvements have been made at 349 locations (through June 30, 1971) since the program started in 1968. Before-and-after accident summaries were made at these locations as well as locations where the investigation resulted in no recommendations for improvements. It was found that the second-year before accident data was more representative of long-term accident experience than the first-year before data. From the analyses, it was found that the spot-improvement program has resulted in a significant reduction in accidents at high-accident location sites. The …

Friction measurements were made with a skid trailer at 70 mph on 820 miles of rural, four-lane, controlled-access routes on the interstate and parkway systems in Kentucky. These facilities were subdivided into test sections and half-mile sites. Accident experience, friction measurements and traffic volumes were obtained for each subdivision.

The expression of accident occurrence which correlated best with skid resistance was wet-surface accidents per 100 million vehicle miles.
