Systems of different command centers that are brought together in a coalition operation must have some level of interoperability in order to work together. Bares [2000] has introduced a formalism of three interoperability domains that describe the ability of the systems to define their own level of interoperability within the coalition by assessing their own and the other systems’ ability to interact on actions of the coalition. The lowest domain, interconnectivity, reflects the ability to exchange messages; this level must already have been achieved in order for the systems to participate in the coalition. Past mining activities have left a legacy of water quality problems in the Tri-State Mining District. Contemporary environmental risks stem from the release of lead and zinc from mine tailings previously dispersed far downstream in alluvial deposits as well as abandoned tailings piles. This study examines mining-related heavy metal contamination in the Chat Creek Watershed. Chat Creek drains the area near Aurora, Missouri on the eastern edge of the Tri-State District where mining occurred from 1886 to about 1930. This study identifies the spatial distribution of metal contamination in fluvial sediments and quantifies the role of bank erosion as a …

This study was initiated as an implementation effort that would monitor, assist with and report on a new maintenance activity involving the trial use of hot pour crack sealant. Work associated with this new activity was qualitatively assessed over a period of several years. INDOT began by purchasing six oil-jacketed melters that were distributed to various sub-districts. Previous INDOT research indicated using hot pour sealant might save on labor expense because it lasted significantly longer than the current emulsion. Random observations were made of various sub-district crews using hot pour sealant and the results were reported to appropriate personnel. Inspections …

The overall objective of this study was to evaluate the potential impacts of bank stabilization on the morphologic processes in the Missouri River with a particular emphasis on the formation and persistence of habitat bars. This investigation addresses the following four open water reaches of the Missouri: (1) Fort Peck Dam to vicinity of Yellowstone River (304 kilometers); (2) Garrison Dam to Lake Oahe (127 kilometers); (3) Fort Randall Dam to the Niobrara River (58 kilometers); and (4) Gavins Point Dam to Ponca (93 kilometers). Modeling the scheduling of patient appointments is an important issue in simulating a health care delivery facility. A simulation model must include the control logic of appointment scheduling software and the explicit and implicit decision rules used by the human scheduler in selecting an appointment time. Expert systems provide one way of modeling such control logic and decision rules. We describe a structure for an expert system that models patient appointment scheduling and the integration of such an expert system within a simulation model. An example expert system for a small animal veterinary clinic is presented.

Semisupervised classification is one approach to converting multiband optical and infrared imagery into landcover maps. First, a sample of image pixels is extracted and clustered into several classes. The analyst next combines the clusters by hand to create a smaller set of groups that correspond to a useful landcover classification. The remaining image pixels are then assigned to one of the aggregated cluster groups by use of a per-pixel classifier. Since the cluster aggregation process frequently creates groups with multivariate shapes ill suited for parametric classifiers, there has been renewed interest in nonparametric methods for the task. This thesis investigates the suitability of a lead-contaminated Brownfield, the Volunteer Army Ammunition Plant (VAAP) site in Chattanooga, for recreational use such as children's softball. The assessment includes a review of soil sample data obtained at the VAAP by IT Corporation from 1994 to 1999, particulate monitoring of softball activities at Warner Park by the author in 1999-2000, and determination of the fate and transport of lead contamination in the soil. The fate and transport were evaluated using EPA's Integrated Exposure Uptake Biokinetic (IEUBK) model for children under 7 years of age. The adult effects were calculated using an EPA …

Recent developments in aviation have made micro air vehicles (MAVs) a reality. These featherweight palm-sized radio-controlled flying saucers embody the future of air-to-ground combat. No one has ever successfully implemented an autonomous control system for MAVs. Because MAVs are physically small with limited energy supplies, video signals offer superiority over radar for navigational applications. A validation assessment of the new STORM air-to-air prototype algorithm is accomplished using structural and output validation techniques. In the structural validation phase, the algorithms, code, and assumptions are evaluated to determine if the implementation of the model will match the intent of the designers. The components of the algorithm are compared to its predecessor, THUNDER, to evaluate if the prototype nnproves upon the weaknesses of THUNDER. Airpower's strength lies in being able to quickly strike the enemy directly where they are vulnerable while being unhampered by geography and surface forces. Airpower theory suggests the effects of these strikes propagate throughout an opponent1s military system yielding catastrophic output or strategic effects. Despite this theory being a cornerstone of US Air Force doctrine, current Air Force models do not seem to capture airpower's inherent strength. Since these models are used to support budgetary decision making, the United States may not be funding the airpower capability it needs.

In a joint effort between Air Mobility Command (AMC) and the Air Force Institute of Technology, we present a Tanker Assignment Problem (TAP) Tool capable of providing tanker mission plans for deployment scenarios. Due to the complex nature of extracting a mission plan from the Combined Mating and Ranging Planning System (CMARPS), AMC requires a tool to provide similar results in a simpler and less time consuming manner. Unmanned Aerial Vehicles (UAVs) help the military gather information in times of peace and war. During a mission, typically 100 sites or more, a UAV will frequently be re-tasked to visit a pop-up threat, leaving the operator to determine the best way to finish the day's list of sites after the re-tasking. I develop a prototype application to serve the needs of a specific customer, the 11th Reconnaissance Squadron, by helping them preplan missions and dynamically re-task UAVs. Use Of The Generalized Integral Transform Method For Solving Equations Of Solute Transport In Porous Media, Chongxuan Liu, Jim E. Szecsody, John M. Zachara, William P. Ball

The generalized integral transform technique (GITT) is applied to solve the one-dimensional advection-dispersion equation (ADE) in heterogeneous porous media coupled with either linear or nonlinear sorption and decay. When both sorption and decay are linear, analytical solutions are obtained using the GITT for one-dimensional ADEs with spatially and temporally variable flow and dispersion coefficient and arbitrary initial and boundary conditions. When either sorption or decay is nonlinear the solutions to ADEs with the GITT are hybrid analytical-numerical. In both linear and nonlinear cases, the forward and inverse integral transforms for the problems described in the paper are apparent and straightforward. …

Two- and three-dimensional coordinate systems are fundamental to most quantitative mapping applications. The Geodetic, Universal Transverse Mercator (UTM),and State Plane systems have traditional roles in various science, surveying, and government agency engineering applications. The coordinates of three-dimensional Geodetic system are latitude, longitude, and height above ellipsoid (HAE).Because of its ability to cope with the intrinsically three dimensional character of the earth's surface, the Geodetic system is capable of supporting precise relative positioning and very high accuracy computations of distance between any two positions on or near the earth's surface. The small-firm metalworking industry is routinely characterized by cutthroat competition and fierce privacy. Yet, since the late 1980s, the members of the western Massachusetts chapter of the National Tooling and Machining Association have participated in an education, training, and technology diffusion network characterized by a high degree of interfirm cooperation. Hundreds of workers and managers have take part in group training sessions and seminars. The reconstruction of the skill base is central to the MechTech apprenticeship program through which apprentices spend four years in participating firms, exiting the program as licensed machinists, tool and die makers, or moldmakers. The purpose of this study was to revise and update the existing Rainfall Intensity- Duration-Frequency (IDF) Curves for the Commonwealth of Kentucky. The nine curves that currently govern Kentucky are based on data from First-Order Weather Stations in and around Kentucky. However, the new curves only utilize data from within the State. The data was gathered from both First Order and Co-operative Weather Stations. In accordance with Bulletin 71, the new curves reflect the climatological zones located within the state, thus producing only four IDF curves.

The National Air Intelligence Center, WPAFB, OH, needs more accurate predictions of radar beam refraction. A new mode was developed for this thesis replacing the standard atmosphere approach with raytracing and climatology. Usually a microwave radio beam bends towards the earth with a radius of curvature greater than the earth's surface. However, seasonal and climatic variations influence the bending, and at times create temperature or moisture inversions that redirect the energy along the earth's surface leaving radio holes where there is no coverage. The understanding and acceptance of remotely sensed atmospheric data depends strongly on the steps taken to characterize experiment error and validate observations through comparisons to other independent measurements. A formal error analysis of the Stratospheric Aerosol and Gas Experiment II (SAGE II) water vapor operational inversion algorithm is performed and compared to previous results. Random measurement errors were characterized by segmented least-squares profile fitting of the slant path absorption which found the error to be uncorrelated in the stratosphere with estimated variances significantly smaller than expected from 18-30 km. Three spatial data sets consisting of high spatial resolution (1 m) remote sensing images acquired in 12 spectral bands, an on-the-go yield map, and a Digital Elevation Model were co-registered and evaluated for spatial variability studies in a Geographic Information Systems environment. Separate on-the-go yield maps were developed for 3, 5, and 12 statistically significant mean yield classes. For each yield class, the corresponding mean spectral and elevation data were extracted. The relationship between mean spectral and yield data was strongly linear (r = 0.99). Also, a strong linear relationship between mean yield and elevation data (r = 0.92) was …

The purpose of this paper is to describe the new subject classification system for the NCSTRL+ project. NCSTRL+ is a canonical digital library (DL) based on the Networked Computer Science Technical Report Library (NCSTRL). The current NCSTRL+ classification system uses the NASA Scientific and Technical (STI) subject classifications, which has a bias towards the aerospace, aeronautics, and engineering disciplines. Examination of other scientific and technical information classification systems showed similar discipline-centric weaknesses.
