This study performed an investigation on determining the appropriate number and locations of continental United States aerial ports. To accomplish this a linear programming formulation was adapted with the optimizing function based on trading off the cost of shipping cargo against port operating costs. Cargo would travel from CONUS origin, through aerial port of embarkation (APOE), to aerial port of debarkation (APOD) at minimum cost to the DoD. The need for the study was precipitated by continued reductions in the military budget, consolidation of defense depots, and the reduction in the number of personnel stationed overseas. A photon counting system was assembled and integrated into an existing ozone differential absorption lidar signal detection system to improve the range of ozone measurement. Results of data extraction from decaying ozone return signals are presented. Photomultiplier tube detector models EMI 9214Q and EMI 9B17Q are evaluated and characterized. Detector operating performance was based on tube quantum efficiency, gain, dark current, and linearity. The influence of photomultiplier tube characteristics on photon counting performance are discussed along with the recommended optimum photon counting operating conditions. This research develops a mathematical model based on linear programming techniques to evaluate the feasibility of developing an intermodal transportation facility in Chattanooga. Transportation resources in and around Chattanooga were studied, and the opportunities available for developing business by a transportation facility are analyzed. Large quantities of goods are shipped in and out of Chattanooga by trucks in either trailers or containers. In order to transfer goods in container or trailer from one mode of transportation to another, specific handling equipment is needed. Mobile cranes present in some transportation terminals in Chattanooga can transfer goods in small units only, but …

Response surface methodology (RSM) is used for optimality analysis of the cost parameters in mixed integer linear programming. This optimality analysis goes beyond traditional sensitivity and parametric analysis in allowing investigation of the optimal objective function value response over pre-specified ranges on multiple problem parameters. Design of experiments and least squares regression are used to indicate which cost parameters have the greatest impact on the optimal objective function value total cost-and to approximate the optimal total cost surface over the specified ranges on the parameters. Lyceum is a prototype scalable query gateway that provides a logically central interface to multi-protocol and physically distributed, digital libraries of scientific and technical information. Lyceum processes queries to multiple syntactically distinct search engines used by various distributed information servers from a single logically central interface without modification of the remote search engines. A working prototype (http://www.larc.nasa.gov/lyceum/) demonstrates the capabilities, potentials, and advantages of this type of meta-search engine by providing access to over 50 servers covering over 20 disciplines.

This thesis is aimed at developing and applying advanced modeling tools in the prediction of risk to the general public from transportation of chemical waste on public highways. The modeling tools developed can then be used to compare alternative waste management scenarios. The application considered is related to the transport of hazardous waste generated by the United States Department of Energy (DOE) to current treatment, storage, and disposal facilities. DOE is currently considering four different scenarios.

Linear prediction schemes, such as that of the Joint Photographic Experts Group (JPEG), are simple and normally produces a residual sequence with lower zero-order entropy. Occasionally the entropy of the prediction error becomes greater than that of the original image. Such situations frequently occur when the image data have discrete gray levels located within certain intervals. To alleviate this problem, various authors have suggested different preprocessing methods. However, the techniques reported require two passes. We extend the definition of Lehmer-type inversions (Lehmer 1960 and 1964) from permutations to multiset permutations and present a one-pass algorithm based on inversions of a …

Increased emphasis is being placed on improving the performance of space projects, within tighter budgets and shorter development times. This has led to a need for more efficient space system design methods. The research described here represents an effort to develop and evaluate such a method.

Systems engineering and concurrent engineering together provide the theoretical foundation for the method. The method, derived from both this theoretical foundation and ideas from experts in the space industry, emphasizes a total systems analysis approach, taking into account given mission requirements, and the mathematical modeling of interactions between system variables and between subsystems. An operational control program for brown tree snakes (Boiga irregularis) on Guam began in April 1993. The program focused on minimizing the dispersal of brown tree snakes to other Pacific islands and the U.S. mainland. During the first year of operation, more than 3,000 snakes were caught within a kilometer of high risk port facilities using traps, detector dogs, and spotlighting. Additionally, habitat modifications and prey-base removal were used to reduce the attractiveness of these facilities to brown tree snakes. Plague is an endemic disease among field rodents in the southwestern United States. Epizootic outbreaks of this disease increase the risk of human infection where man comes into contact with infected rodents or their fleas. The risk is further increased when colonial rodents are involved, since these animals are usually found in large numbers and are often found in locations where people live, work, or enjoy recreational activities. Elimination of large numbers of susceptible rodents from a particular location following a plague epizootic usually results in a quiescent period when plague is neither a threat to those rodents moving into …

Kentucky Transportation Center Research Report

The Extended-Weight Coal Haul Road System, created by the Kentucky Legislature in 1986, consists of all roads which carry over 50,000 tons of coal in a calendar year. Trucks hauling coal on this system are authorized to exceed normal weight limits through the payment of an annual decal fee. A research study was initiated in July of 1992 to analyze the impacts of the extended-weight system.

Analysis Of Soil Vapor Extraction Expenses To Estimate Bioventing Expenses, Steven M. Loken

An in-depth analysis of the expenses incurred with five soil venting petroleum remediation projects was accomplished. The data was obtained from receipts provided by a major United States petroleum refiner and distributor. Cost categories were designed that incorporated all costs and provided a method to analyze the data. The five cost categories used were: permits, equipment, management, utilities, and analysis. Further analysis showed trends and described the behavior of the costs related to remediation events. The relative percentile for each cost category was found to be consistent among the projects. Many costs were also found to be very linear throughout …

This research investigated the way four Air Force Materiel Command (AFMC) single manager organizations operationalized the Integrated Weapon System Management (IWSM) concept of "seamless processes." In this thesis, the IWSM concept of "seamless processes" refers to the degree of integration between acquisition and sustainment organizations. Four SPO organizations were involved in six case studies. This research focused on the way "seamless processes" affect the shifting of the organizational "center of gravity" within or between single manager organizations. Identifying potential bus and rail transit corridors for the North Jersey Transportation Planning Authority (NJTPA) region by examining current travel patterns of commuters was the purpose of this thesis. The current transit corridors within the NJTPA region was discussed first, followed by the methods for selecting specific municipalities for analysis. At this point, specific examinations of the selected municipalities' origin and destination travel patterns were mapped. The results were then summed up, along with a discussion of potential new bus and rail transit corridors based on trips originating along a corridor enroute to the same municipality. Every dam must be capable of safely passing a predetermined flood magnitude. For high-hazard dams, it is a common practice to require that this flood be the Probable Maximum Flood (PMF). The determination of the PMF starts with the determination of the Probable Maximum Precipitation (PMP). We used the generalized estimates of the PMP as outlined in Hydrometeorological Report (HMR) 49. In this study we used the storm event model approach to convert the PMP into PMF. Different synthetic unit hydrograph (SUH) techniques were then used in the conversion process. The Soil Conservation Service (SCS) curve number method was used …

This paper consists of two components. The First component addresses a key AHS infrastructure support issue—providing eight extra connector ramps, in addition to the eight existing highway-to-highway connector ramps for the conventional manual traffic, at a highway-to-highway interchange for accommodating continuous automated driving from one highway to the crossing highway. The proposed staggered-diamond design requires only four, instead of eight, separate structures and hence greatly increases the feasibility of AHS infrastructure support. However, the reduced infrastructure complexity at such interchanges could still constrain considerably the design, operation and evolution of AHS. This is the focus of the second component. The …

A building thermal model was used to compute hourly values of temperature humidity index (THI) for a broiler house with and without an evaporative misting system. Hourly summer time weather data for 238 U.S.A. locations covering 30 years were used to develop extreme occurrences of THI. Results were incorporated into a Geographical Information System (GIS) database to create isolines of THI and percentage of hours exceeding a heat stress threshold. Regional variations in misting as a suitable cooling technique are presented in terms of hours reduction in annual heat stress. The technique may be used for assisting in management decisions …

This document is a cultural anthropological overview and assessment of the Niobrara/Missouri National Scenic Riverways (NIMI). It represents the first formal planning step taken by the National Park service (NPS) to identify the different ethnic and religious groups of people that have historical and/or contemporary ties to the NIMI region. It primarily focuses on American Indian groups that used the NIMI region for various purposes in past historical times. The discussion of American Indian peoples emphasizes the three Federally-recognized tribes that reside in the NIMI region today, the Poncas, Santee Sioux, and Yankton sioux.
