Perceptions Vs Reality: A Longitudinal Experiment In Influence Judgment Performance, Monti L. Knode

Government reliance on computer-mediated information has transformed it from "enabler" to "target" which now demands the detection of manipulated and deceptive measures a primary security objective. As people are not inherently good performers at detecting deceptive communications, this study draws on interpersonal deception theory (Burgoon, 1986) and social cognitive theory (Bandura, 1986) to measure personal perceptions that influence decisions operationalized as the successful detection of a deceptive measure. Department of Defense personnel (N--119) participated in a longitudinal experiment that measured detection performance before and after training and feedback treatments. Deception aims to affect a decision-making process in a way that somehow benefits the deceiver. More knowledge is desired in the area of purely text-based scenarios. Thirty-seven graduate students at the Air Force Institute of Technology participated in an experiment in order to gain an initial understanding of how people determine whether text has been manipulated, and to identify specific areas that may be more closely investigated in future research. Since the Air Force began its evolution into an Expeditionary Air Force, much effort has been expended in attempt to optimize the compositions of each Air Expeditionary Force (AEF) and the manner in which an AEF deploys. Air Force plans were previously based upon deploying 24-ship Unit Type Codes (UTC), although a 12-ship deployment is more prevalent in today's environment. As a result of global security environmental changes, the U.S. Army's posture has changed from forward deployment to power projection and resulted in the reduction of the Army force structure. These changes also reduce the possibility of the United States' involvement in a large-scale war, but require rapid and reliable deployment to stabilize a hostile area. Deception Detection In A Computer-Mediated Environment: Gender, Trust, And Training Issues, Monica A. Dziubinski

The Department of Defense is increasingly relying on computer-mediated communications to conduct business. This reliance introduces an amplified vulnerability to strategic information manipulation, or deception. This research draws on communication and deception literature to develop a conceptual model proposing relationships between deception detection abilities in a computer-mediated environment, gender, trust, and training. An experiment was conducted with 119 communications personnel to test the proposed hypotheses. No relationship between gender or trust and deception detection accuracy was found. Partial support was found showing that training improves deception detection accuracy. The most significant finding was that individual’s deception detection abilities deteriorate in …

Although some argue that everyone in the debate shares a passionate concern for the welfare of animals, a rift over this issue divides the shelter community. Ultimately, the best interests of animals may not be best addressed in a climate of controversy and criticism. To understand and perhaps reduce this controversy, the tensions fueling the no-kill conflict need to be identified and the breadth of the gulf separating its two camps assessed.

The Impact Of Government Policy On Technology Transfer: An Aircraft Industry Case Study, David King, Mark L. Nowack

This case study explores the interaction between domestic and foreign governmental policy on technology transfer with the goal of exploring the long-term impacts of technology transfer. Specifically, the impact of successive licensing of fighter aircraft manufacturing and design to Japan in the development of Japan’s aircraft industry is reviewed. Results indicate Japan has built a domestic aircraft industry through sequential learning with foreign technology transfers from the United States, and design and production on domestic fighter aircraft. This process was facilitated by governmental policies in both Japan and the United States.

Data mining offers a potentially powerful method for analyzing the large data sets that are typically found in forensic computing (FC) investigations to discover useful and previously unknown patterns within the data. The contribution of this paper is an innovative and rigorous data mining methodology that enables effective search of large volumes of complex data to discover offender profiles. These profiles are based on association rules, which are computationally sound, flexible, easily interpreted, and provide a ready set of data for refinement via predictive models. Methodology incorporates link analysis and creation of predictive models based on association rule input.

The application of Group Theory to Tabu Search is a new and exciting field of research. This dissertation applies and extends some of Colletti's (1999) seminal work in group theory and metaheuristics in order to solve the theater distribution vehicle routing and scheduling problem (TDVRSP). Selecting and managing development project portfolios is a critical function within the Air Force’s weapon systems development process. Decision makers must weigh benefits, costs, and mission needs for a variety of proposed new initiatives and current weapon systems programs in order to develop an effective portfolio that provides the best value to the User. Recently, organizations have been modifying performance appraisal systems to collect data from multiple sources to guide the development of supervisors. Upward feedback programs focus on development rather than appraisal by supplementing traditional downward feedback with subordinate feedback. The upward feedback instrument developed in this study was designed to measure effective leadership behaviors utilizing an existing five-dimension leadership taxonomy and a new dimension that represents creating a fun workplace. This study attempts to examine why western accounting was adopted in one Asian country, Japan, and not in another, China, when modern accounting methods were brought to the East during the mid-19th century. The explanation offered is socio-cultural. China was characterized by centralized political power, a society resistant to change, an anti-merchant policy and narrow-based learning. In contrast, Japan had dispersed structures of political power, a society receptive to change, a pro-merchant policy and broad-based learning. Air Force supply doctrine requires the management of large numbers of spare parts in Mobility Readiness Spares Packages (MRSPs). The MRSPs are designed to support deployed aircraft for the first 30 days of a conflict, and can be quite large. When units from several bases deploy to the same operating location, they each bring their full MRSP. This results in a large logistics footprint that may be reduced by taking a system-level approach. This thesis examined the impact of centralized MRSP management on kit size and cost.
