Airlift capacity is a definitive factor in the success of large-scale military operations. History proves that the demand for airlift soon exceeds its capacity during simultaneous deployment of forces. Therefore good solutions to the airlift capacity problem are important. This thesis contributes to the resolution of this problem by seeking ways to reduce readiness spare parts packages (RSPs) deployed for Air Force squadrons through addition of airlift criteria into the RSP selection process. We find that item cost, weight, and volume are three important criteria for RSP computations. We then offer a method for implementing these three criteria in the …

The primary contingency engineering capability within the United States Air Force is provided by Rapid Engineer Deployable, Heavy Operations Readiness Squadron, Engineer (RED HORSE). This thesis examines the macroscopic organizational structure of RED HORSE; that is, the manner in which RED HORSE resources (personnel and equipment) are organized collectively, above the unit (squadron or flight) level. A principal operational concept of Joint Vision 2020 is that of Focused Logistics, which promotes a merger of information and logistics technologies. The Defense Advanced Research Projects Agency's Advanced Logistics Project (ALP) supports this concept of Focused Logistics and seeks to leverage information technologies to obtain control over the logistics pipeline. The current campaign planning process is limited by the information made available to the decision-makers. Each year the Department of Defense (DoD) spends billions of dollars on information technology (IT) outsourcing. However, little formal or academic guidance has appeared that explains how, why, or even when this occurs. This study presents and evaluates several determinants that may impact a decision to outsource information technology systems in the Department of Defense. It begins with the development of a conceptual model, which was created using semi-structured interviews and an extensive literature search. According to many, the readiness of America's forces deteriorated in the 1990s. In the Air Force, the combat readiness of its fighter aircraft has declined. One of its indicators of combat readiness, the mission capable rate, is used to identify the percentage of aircraft unable to perform their missions. From FY94-FY98, the aggregate total not mission capable rate for maintenance steadily increased from 14% to 18.2% while total not mission capable rate for supply increased from 5.5% to 17.5% between FY86 and FY00. The USAF uses the funding/Availability Multi-Method Allocator for Spares model to forecast these rates for its aircraft. …

The transformation of the American health care environment from retrospective fee-for-service to managed care has been both rapid and chaotic. This period of change has been infected by value conflict, evoking unconscious processes in system participants as they have attempted to cope with personally threatening situations. A problem exists in the defitiition of information, particularly in its application in management. The problem emerges from the inability of academics and practitioners alike to differentiate adequately between data and information. Our failure to comprehend the concept of information casts doubt on the efficacy of analyses and development of information systems. As evidenced in the literature and surveys, this paper presents a collection of differing emphases in definitions of information. It then sifts for the basics and proposes a definition of managerial information.

Passwords have been used for many years in the security of computer systems. The password mechanism has not changed in recent years and has several inherent security problems. This paper examines several password problems including sniffers, dictionary and brute force attacks. A specific Department of Defense incident is cited to illustrate a method to thwart sniffers followed by several suggestions intended to increase the security of the password process.

Internet proxy systems such as Squid exchange intelligence relevant to their function as caching proxy servers via a distributed and trusted hierarchy of machines. The required intelligence is broadcast based along the network based upon established trust relationships throughout the connected network via specific port and protocols of exchange. An intrusion detection system that incorporates this functionality for gathering attack intelligence could be a formidable foe even for the wiliest attacker. This paper will outline a possible model for the deployment of a network/distributed network intrusion detection system utilising technologies and techniques already in existence to provide the supporting infrastructure.

From Ambivalence To Activism: Australia And The Negotiation Of The 1968 Nuclear Non-Proliferation Treaty, Christopher Hubbard

This Dissertation presents a study of Australia's involvement in the negotiation and early interpretation of the 1968 Nuclear Non-Proliferation Treaty (NPT), an instrument which remains the most important global nuclear arms control measure in international law. Using data from recently released Australian government documents, the study analyses the process by which Australia was transformed from an ambivalent nuclear sceptic within the Western alliance, into a steadfast global campaigner against the spread of nuclear weapons. It concludes that Australia's urgent search during 1967 and 1968 for coherence in its policy on nuclear weapons acquisition, largely played out within sections of the …

This work develops the approach and presents the results of a new model for applying intelligent agents to complex distributed interactive simulation for command and control. In the framework of tactical command, control communications, computers and intelligence (C4I), software agents provide a novel approach for efficient decision support and distributed interactive mission training. An agent-based architecture for decision support is designed, implemented and is applied in a distributed interactive simulation to significantly enhance the command and control training during simulated exercises. Emerging equity markets are plagued by poor information, which is a barrier to outside shareholder participation. This paper examines the determinants of share prices of two United States companies over a 14-year period during the late 19th century, when America had an emerging equity market. These two companies withheld all information on profits and assets until the end of the period, yet traded regularly. Overall, the evidence suggests that outside investors received sufficient compensation for their ignorance, and that these outsiders set the market price. This historical study details the U.S. Air Service's logistics operations at home and abroad in an attempt to determine the relationship between the process and more recently established logistic principles. The information in the study was collected through an extensive review of both first hand accounts and historical compilations of the nature of World War I aviation logistics.
