The Action Research project studies the role of information management and knowledge generation in establishing overseas political and trade activity to assist regional development in Australia. It is the work of a researcher whose background in information management ranges across more than 30 years working in the newspaper and regional economic development industries. In this thesis I develop an approach to analyse and interpret internet documents belonging to a particular organisation in a State of Australia. My intention in the research is to find ways to protect a local government organisation from litigation and other threats due to weaknesses in information management on the internet. Based on Gadamer's (1985) approach to the interpretation of text discourse, this thesis is a critical hermeneutic ethnographic case study of one local government organisation investigating internet docunents from information warfare and legal perspective(s).

Non-experts easily observe that the competitive Northern Europe electricity market2 reflects far less market manipulation (gaming) than in the Western U.S.3 Joseph Stiglitz presents a stark view of U.S. competition, particularly of deregulation gone amok: Basic laws of economics say that competition is supposed to result in zero profits; if the lobbyists really believed their proposals would result in intense competition, why were they investing so much in trying to convince the government to adopt these proposals that would, presumably, wipe away their profits? The working-class in the United States has been, and continues to be, systematically excluded from normative political representation and is allowed little opportunity to contribute to the terms and conditions of its social existence (Henwood, 1987; Moberg, 1992). While few workers today resist such marginalization, this has not been always the case. This research explores forecasting techniques to estimate the Cost per Flying Hour (CPFH) for Navy rotary aircraft. Three separate forecasting techniques were evaluated to better predict the CPFH for better estimating and budgeting by the U.S. Navy. The process begins by empirically analyzing Operating & Support cost categories for each helicopter. Trends were examined in CPFH. For forecasting purposes, actual CPFH figures were compiled from 1997 to 2003 for the CH-46D, the CH-53D, the MH-53E, the SH-60F, the UH-1N, and the UH-3H helicopters. The Observe-Orient-Decide-Act (OODA) Loop ideas of Air Force Colonel John Boyd have impacted the Department of Defense (DoD), influenced military thought, paved the way for operational change, and helped to shape fighting doctrines. A wide variety of OODA Loop ideas and interpretations exist in the literature, but are unorganized and have not undergone holistic study to determine how Boyd's ideas have spread or changed over time. One way to achieve this transformation is by promoting a more entrepreneurial approach. The purpose of this study was to determine to what extent an entrepreneurial mindset exists in DoD organizations and to identify key antecedents and outcomes associated with this mindset. The Department of Defense (DoD) has budgeted over $134.5 billion for Fiscal Year 2004 for Acquisition, yet little is written about the personnel responsible for managing and evaluating Major Defense Acquisition Programs (MDAPs) -- those who perform Acquisition Oversight (AO). The AO process has not been studied in a disciplined manner during its 40-year history. Congress, past Administrations, and the DoD Inspector General have commissioned several studies on the AO Process. In recent years, the use of statistical regression has proven to be successful in predicting the relationships associated with cost growth. Past research has shown that theft is a prevalent crime against tourists. This study's purpose was to determine the effects of past incidents of personal theft on tourists' future decisions to travel by analyzing and comparing those who have experienced personal theft to those who heard of such incidents through personal accounts of friends or family. The findings, which were taken from a survey of 215 respondents, revealed that that experiencing personal theft, or knowing of someone who has, is not a deterrent for visiting a destination where the theft occurred. The last big change in doctrine occurred in the post-Vietnam era. It involved not simply the change to the all-volunteer force, but an abandonment of escalation brinkmanship and open-ended missions. In the 1890s, British cattle companies drove large herds into the sparsely settled grasslands of Nebraska like an invading army. Immediately, the drovers started killing homesteaders, who were always shot on the homesteader’s land at the plow or mower to clarify that it was the homesteading that was the capital offense. The cattle companies fenced public lands and paid others to file claims on their behalf, all in clear violation of the law but protected because they controlled the courts, bought political influence, and continued to intimidate.
