Maritime transportation functions as the backbone of world trade. The U.S. inland waterway transportation system is comprised of 12,000 miles of navigable waterways that connect and move freight between the global supply chain and thirty eight States. When investing in inland waterway infrastructure, we should aim to maximize all benefits associated with the investment including flood protection, water supply, hydropower generation, recreation, and environmental impact benefits. We formulate an initial qualitative value model for the inland waterway infrastructure investment decision based on a value-focused thinking approach which allows us to holistically evaluate project investment alternatives. This dissertation contributes a framework for analysts and engineering managers to investigate and choose alternative analysis and selection methods based upon their problem and its context. It began as an investigation into the alternative analysis and selection methods used in military planning. The existing military methods were inconsistent, violated the decision science body of knowledge, and provided no guidance to the practitioner on matching methods to problems. These challenges made it necessary to conduct this investigation.

Distributed constraint optimization (DCOP) is an important framework for coordinated multiagent decision making. We address a practically useful variant of DCOP, called resource-constrained DCOP (RC-DCOP), which takes into account agents’ consumption of shared limited resources. We present a promising new class of algorithm for RC-DCOPs by translating the underlying co- ordination problem to probabilistic inference. Using inference techniques such as expectation- maximization and convex optimization machinery, we develop a novel convergent message-passing algorithm for RC-DCOPs. Experiments on standard benchmarks show that our approach provides better quality than previous best DCOP algorithms and has much lower failure rate. Comparisons against an …

Academia recognizes that although supply chains have an inherent need to be validated for their performance, supply chain performance measurement systems are still inadequate and one of the major barriers to successful supply chain collaboration. In this research, theory of Systems Architecture is used to make the first step towards an innovative supply chain performance measure defined as supply chain interoperability. Air Force acquisition programs invest a large amount of resources to develop and field systems. Many of these resources go to risk management in order to help ensure those programs finish successfully with respect to cost, schedule, and technical performance goals. The question arises as to whether this is a sound investment. Although risk management has been shown to be effective in industry, scant empirical evidence exists for its effectiveness within the Air Force. Human factors are causal or contributory in 80% of Class A mishaps in the Air Force. Risk management tools are used throughout the service in every aircraft to help mitigate the risk of those human factors occurring. The F-15E Strike Eagle community was selected for analysis on the effectiveness of its risk management program but the data was comprised on Class A mishaps from Accident Investigation Boards since 2000 between the F-15 (all models), F-16 (all models), and F-22. The Air Force current operations continue to undergo significant changes compelled by decreasing fiscal appropriations, aging aircraft, and personnel drawdown. The Air Force must effectively improve current maintenance operations in part to deal with these challenges. This study will explore the area of the A-10 aircraft fleet's TF34-100 high-pass turbo-fan engine sensor data to seek its deterioration modelling and prognostics capability. Blended courses, also called hybrid, have a portion of the course taught face-to-face in a classroom, and at least one-third of the course work is online. Some instructors consider this format to be "the best of both worlds." Students receive the personal contact and interaction with the instructor during the classroom portion. To control the climate when temperature sensitive drugs are delivered is an essential consideration of shippers and freight forwarders. It is common practice to utilize insulated boxes. A survey was conducted to determine the properties of these daily deliveries and factors were observed that influence the climate environment of drugs during travel. These factors included opening intervals, number of openings, trip times and distances. In order to assist Silas Hopper, a child with spina bifida, with getting into his wheelchair independently when being on the ground, the senior project team set out to construct a device that would fulfill that purpose. They did this through coming up with a strict definition of the problem to be solved, designing a number of potential solutions for the problem, prototyping to determine the feasibility of the solutions, making design modifications after testing the prototype, and building the final device.
