The activity-based approach to learning aims to keep students engaged in and responsible for their own learning processes. Traffic incidents on urban freeways are a major source of congestion and travel time uncertainty. In particular, large-scale incidents have longer durations and need more incident response resources. As such, large-scale incidents deserve more attention by practitioners and researchers. The objective of this study is to analyze large-scale incidents and explore their correlates and implications for traffic operations. An innovative analysis method, based on a 2008 incident data set from the Hampton Roads Traffic Operation Center (HRTOC) in Hampton Roads, Virginia was developed (N=59176). Damage in pile supported structures due to liquefaction and liquefaction induced deformation were reported in past earthquakes around the world (e.g., Ansal et al. 1999; Seed et al. 1990; EERI 2010, EERI 2011; GEER 2010a, GEER 2010b, GEER 2011). For example, a reconnaissance report from a recent subduction zone event, the 2010 Chile earthquake (Mw=8.8), showed the pervasive nature of liquefaction and liquefaction-induced lateral spreading damage to bridge foundations (GEER 2010a, Yen et al. 2011). The purpose of this dissertation is to discover the VMT impact of each level of proximity in order to help government identify key locations for housing development, and thereby lower VMT and reduce dependence on foreign oil. By discovering the VMT impact of each level of proximity, this dissertation provides a) the first known means of calculating the proximity-based VMT benefit of subject locations by individual proximity level, and b) the new finding that it is likely that high VMT benefit can be achieved at moderate proximity levels acceptable to many households, enabling representative governments to be politically successful while …

While seismic rehabilitation process for road infrastructures has been traditionally based on seismic factors, consideration of non-seismic factors is necessary for reliable project ranking. Non-seismic factors include socioeconomic criteria, determining the value of a project to its users’ community. Based on the information obtained from a questionnaire survey and literature review, this paper identifies a set of effective rehabilitation criteria (ERC) for seismic rehabilitation decision-making to develop a priority index that is applied to determine the rehabilitation priority. Earthquake damage to bridges can have serious effects on a transportation network. When a bridge is out, the damage can go well beyond what is immediately visible: in addition to the cost of repairing it, the state must deal with short-term and long-term interruptions to traffic. These interruptions can delay repair and construction, as well as impacting post earthquake emergency response and causing the loss of valuable time for commuters and freight. This research effort develops a reliability-based approach for prescribing inspection intervals for mast-arm sign support structures corresponding to user-specified levels of fatigue-induced fracture risk. The resulting level of risk for a particular structure is dependent upon its geographical location, the type of connection it contains, the orientation of its mast-arm relative to north and the number of years it has been in service. The results of this research effort indicate that implementation of state-of-the-art reliability-based assessment procedures can contribute very valuable procedures for assigning inspection protocols (i.e. inspection intervals) that are based upon probabilities of finding fatigue-induced cracking in these …

This study analyzed the tax and fee structure for Kentucky motor carriers and details a possible policy scenario for eliminating the weight-distance tax. The report starts out analyzing detailed revenue and rate information for the motor fuel tax, motor fuel surtax, weight distance tax, IRP registration fees, and intrastate registration fees. Consolidation policies in Idaho and Ohio were reviewed, as well as a previous consolidation proposal in Kentucky. A new consolidation framework was developed, where IRP and intrastate plate fees were increased by 129 percent and the weight-distance tax was eliminated. The study described in this paper evaluated and tested a new strategy to enable emergency response vehicles (EVs) to navigate through congestion at signalized intersections more efficiently. The proposed strategy involves the use of vehicle-to-vehicle communication to send messages to alert vehicles to the approach of the EV and to provide specific instructions on maneuvering to allow the EV to proceed through congested signalized intersections as quickly as possible. Inductance loop detection systems serve as a primary data source to contemporary traffic information systems. Measures like 20-second or 30-second average velocity, flow, and lane occupancy can be aggregated from individual loop detector actuation sampled at 60 Hz typically. Practically, these measures would sometimes be further aggregated into a much lower, e.g. 15-minute, resolution and then the raw data were lost. Valuable traffic information like flow variation may be distorted when the lower resolution aggregation is practiced. While much research has been performed on lightweight concrete and self-consolidating concrete (SCC), the knowledge of prestress losses in lightweight self-consolidating concrete (LWSCC) is still limited. LWSCC has the benefits of increased flowability, reduced placement labor, and decreased shipping cost compared to conventional concrete. This research program included the study of 14 SCC beams cast with expanded clay, expanded shale, and limestone aggregates. Strains in the beams were measured with vibrating-wire strain gages, and the measured prestress losses were compared with current AASHTO methods for calculating prestress losses. Snow and ice accumulation on airport runways force airports to cancel or significantly delay flights. Winter weather can also drastically affect airport safety during times of aircraft takeoff and landing. During these times, countless dollars are used to remove snow and return airports to their functional conditions. In this thesis, a conductive concrete solar energy system will be examined in order to prevent snow and ice accumulation. The objective of this research is to implement a conductive concrete overlay system on airport runways in conjunction with photovoltaic energy so that no frost precipitation accumulates on the runway surface.

The goal of this research was to identify and correlate easily observable characteristics of drivers to different levels of fatigue, thus enabling state patrol officers to make more judicious decisions related to driver fatigue. A literature review was conducted pertaining to the characteristics of fatigued drivers. Next, a nationwide survey was administered to state patrol agencies to assess their practices regarding fatigue-involved driving. To explore relationships between state patrol agency practices and vehicular safety, data collected from the telephone survey were merged with data from different states on fatigue-involved vehicle fatalities and vehicle miles traveled.
