This research paper analyzes information flow through theater Air Mobility Command and Control (C2) organizations. The purpose is to uncover guidelines going forward to adapt organizational structure and processes to increase the speed and reach of information. These guidelines could assist with improving organizational agility and decision making while adapting to future trends in the broader C2 enterprise. To collect data, the researcher conducted interviews with seventeen C2 experts with experience at various levels of C2, from worldwide to theater Air Mobility C2 organizations, from Air Mobility C2 leadership, to experts in non-mobility C2 divisions. This honors project involved applying two disciplines to aid in advancing the efficiency of airport management at the Toledo Express Airport. I utilized my geography and aviation knowledge and geographic information system (GIS) skills to create a GIS, a webmap, and a 3-in-1 map-based program that had the capabilities of executing Part 139 Self Inspections, asset management, and work orders. The GIS system and webmap were successfully created to aid in management, cohesiveness, and efficiency within the Toledo-Lucas County Port Authority, the managing entity of the Toledo Express Airport. The primary objective of the study was to develop an empirical model that combines the contingent valuation method (CVM) with the isochrone analysis to predict the market shares of new airports in multi-airport cities and to apply the model to the case of Lekki International Airport (LIA), the proposed second airport in Lagos, Nigeria. In addition to predicting the market share that LIA could attain, the study also identified and analyzed the catchment areas as well as the willingness to pay (WTP) of would-be LIA passengers. This study provides background and analysis of the legislation enacted following the crash of Colgan Air 3407, and the impact that the more stringent qualifications have had on aspiring professional pilots. Participants in the study include professional pilots and aspiring professional pilots, governmental law-making agencies such as the United States (U.S.) Congress and the Federal Aviation Administration (FAA), major and regional airlines, and collegiate flight training programs. The study drew from the National Transportation Safety Board investigation (NTSB) of Colgan Air 3407, federal regulations regarding pilot training and certification standards, and current airline hiring and training programs.

This report is the first article in a series called Pilot Source Study 2015. Public Law (PL) 111-216, passed by the US Congress in 2010, and the subsequent FAA Regulation, Pilot Certification and Qualification Requirements for Air Carrier Operations Rule, abruptly changed the pilot hiring situation for US air carriers operating under 14 CFR Part 121. PL 111-216 became effective on August 1, 2013; thereafter, pilots were not eligible to be first officers in Part 121 air carriers unless they were certificated as Air Transport Pilots (ATP) with 1,500 hours of flight time, with some flight hour reductions for …

The airline industry has transformed over the years, and cost and amenities have been impacted in the airline evolution. There has been consideration of whether flight cost, or flight amenities and passenger experience should be analyzed to result in enhanced marketing in the airline industry. Various models have been suggested to assess the performance of airline pilots. However, the influence of a model on assessors’ scoring remains largely unexplored. The aim of the present study was to contrast the assessments of raters from two airlines, who assessed performance in pairs of the same airline and rank by using or not using an assessment model. The results showed differences between the assessors of the two airlines in terms of their scoring. Implications were drawn in regards to the usage of a model and its influence on pilot performance assessment.

For expedient airfield runway repair, the US Air Force has developed a folded fiberglass mat to cover craters repaired with a well-compacted granular base material. The objective of this study was to evaluate the adequacy of using polymer plugs to anchor the mat to a repaired asphalt pavement for heavy aircraft operations. The effort consisted of materials testing, field experiments and analytical modeling. An 89,800-kg (198,000-pound) load cart having the footprint of a single C-5 main gear was pulled on a mat with wheels locked to simulate full braking forces. The aviation industry is a complex system with many different segments and as such, makes hiring the right person a complicated endeavor. Previous research suggested that knowledge, skills, and abilities (KSAs) are composed of elements that include education, certification, and experience (ECE). The relative importance of ECE is dependent on the type of job within the aviation sector. Behavioral traps are accident-inducing operational pitfalls aviators may encounter as a result of poor decision making. In tactical aviation, decision superiority brought upon by high situation awareness remains the arbiter of combat effectiveness. The advancement of sophisticated avionics and highly automated cockpits has allowed for the reduction of aircrew size, and in certain platforms, removal of the crew from the aircraft entirely. However, these developments have not reduced the complex and dynamic interaction between situation awareness and crew workload.
