The paper chronicles the collaborations, challenges, and accomplishments of a professional organization, from the period of 2001 to 2010. Set in the context of concerns about school leadership preparation at the national level, the paper focuses principally on the work of the Illinois Council of Professors of Educational Administration (ICPEA) as it engaged with multiple stakeholders at university and state levels to strengthen school leadership preparation.

All of the states, within their state constitutions, include some type of provision related to education and define, in some manner, the state’s role in providing that education (McCarthy and Deignan, 1982).
