The Glass Ceiling commonly refers to impediments to career growth and upward mobility in organizations owing to racial and gender biases. The study undertaken on this phenomenon has reflected different behavior patterns for different factors leading to the glass ceiling effect. This paper focuses specifically on gender and analyzes the behavior pattern of women in Pakistani society. We have also analyzed the impediments and pressures that have resulted in creating a Glass Ceiling for women in higher management.

This paper makes a theoretical assertion that strategic decisions are deterministic and apriori cognitive programs, internalized by human actors through an epistemic context, generated by culturally contingent conditions. It is argued that, a pervasive worldview reverberates underneath the seemingly calm strategic attitude of the managerial leadership and, consequently shapes the grammar of managerial praxis. The leaders during their strategic engagements choose to decide on the basis of this deeply ingrained language of their respective worldviews, which have grown out of the collective symbolic knowledge of their respective societies. Community ecologists, who consider the interdependence among organizations of different forms (Hannan and Freeman, 1986), have argued that that legitimacy can flow between organizational forms if they are sufficiently related or proximate in cognitive space (Ruef, 2000). De alio legitimation, the process by which an established population can facilitate the institutionalization of an emergent population, greatly minimizes the time period needed for the new form to achieve a taken-for-granted status (Dobrev, 2001). But his current initiative presents the most daunting challenges he has yet faced. One of the most promising innovations in poverty alleviation was the concept of microfinance, the provision of small-scale loans and other financial services to poor entrepreneurs. Much of the research in IT innovation diffusion has been in the study of the diffusion of common technological innovations that intersect human activity in business processes (e.g. web-based e-commerce). There has been less research into the diffusion of specialized technologies in high risk environments where the potentially highly negative but low probability consequences of adopting the technology can affect the adoption decision. Few libraries are strangers to the concept of library consortia – institutional groups that collaborate to purchase software, systems, electronic resources, or other information‐sharing products and services. Most academic libraries are members of at least one consortium, and many belong to multiple consortia. However, consortia vary widely in the services they offer and in how they are structured.
