Earlier this year, PSU’s Homelessness Research & Action Collaborative used a calculator developed by the University of Arizona and estimates of how many renter households are at risk of eviction to evaluate the downstream community costs of evictions in Oregon during the pandemic. In light of the state eviction moratorium that is set to expire this month and the CDC moratorium that expires at the end of July, the center is once again looking at the number of households at risk of eviction and the downstream costs.

This report presents the results of a demographic study conducted by the Portland State University Population Research Center (PRC) for Portland Public Schools (PPS). The study includes analysis of population, housing, and enrollment trends affecting the District in recent years, and annual enrollment forecasts for the District overall, for students residing in each of its high school clusters (HSCLs), for students residing in each school attendance area, and for students enrolled at each school. Our role was to identify the agricultural interests, needs and opportunities in the Mid-Columbia region (defined as Wasco, Sherman, and Hood River Counties) and identify gaps in current agricultural protection measures along with recommendations to address those gaps. In partnership with The Emanuel Displaced Persons Association 2 (EDPA2), the FutureLab team has sought to document the wide ranging impacts that racist planning and urban renewal practices have had on Portland’s Black community, with a focus on those forced out of Central Albina as a result of the Emanuel Hospital Urban Renewal Project. Using historical property identification files from the project area, archival photographs, stories from EDPA2 members, and other sources, we have developed an interactive StoryMap illustrating the neighborhood that was demolished for the ill-fated renewal project. Tigard would be the first city to implement a zoning reform with these values integrated into the process. The carbon intensity of well-being (CIWB) (a ratio measuring the amount of CO₂ emitted per unit of life expectancy at birth) is an increasingly popular way to measure the ecological efficiency of nations. Although research demonstrates that economic development typically reduces this efficiency, little research has explored the extent to which social equality improves it. This study uses panel data for 70 nations between 1995 and 2013 to assess how various aspects of gender equality affect the ecological efficiency of nations. Dataset collected through multiple sources and organized into different formats including CSV format, JSON format, shapefile and code repository.

Context: The research project develops a bi-objective model that aims to help transit agencies to optimally deploy BEB while considering both capital investment and environmental equity. The unique spatio-temporal characteristic of BEB system, charging limitations (on-route and in-depot charging), and operational constraints are also considered and incorporated into the model.

Even with extensive earlier research examining the distribution of tree canopy in cities, we know little about human perceptions of urban forestry and related ecosystem services. This report describes results from an annual study of Oregon adult foster homes (AFH). Data contained in this report include home and owner characteristics; monthly charges and payment sources; and resident characteristics, personal and health-related needs. The study’s purpose was to collect and report data that can inform and advise policymakers, state and county agency staff, aging advocates and AFH owners about the status of AFHs in Oregon. These data were collected between December 2020 and February 2021. This report constitutes the first year during the COVID-19 pandemic that these annual data were collected.

This paper examines the recent history of urban planning policy in and around Portland, Oregon with respect to efforts to enhance local agriculture. Despite recent and ongoing efforts to promote distribution and direct sale of local food products in the city, I argue that the dominant effect of the Urban Growth Boundary (UGB) in place since the 1970s has been to push agricultural production further from the most populous areas of the city. Whereas the UGB at present cannot include areas zoned specifically for agricultural use, I argue that it must reformed to allow for "agricultural reserves" within the boundary. …

North/Northeast Portland has long been the heart of Portland's Black community. By 2010, the area had lost two-thirds of its Black residents to displacement. In response, the City adopted a Preference Policy that prioritizes displaced affordable rental and homeownership applicants. This report describes findings from the first phase of a study to understand what difference this policy is making in the lives of residents.
