Transit Agency Characteristics: An Industry Profile, Charles R. White, Sheldon Edner, Kathi Arlene Ketcheson

This study reports on a survey sent to 493 transit agencies in 1983. The survey instrument requested information concerning agency institutional type, operating characteristics, service area population, employment, management pool, finances and recruitment problems for the period 1979-1983. Surveys were returned by 207 agencies, 171 of which were accompanied by organization charts. The purpose of the survey was to solicit institutional information concerning agency structure to serve as background information for a subsequent study of respondent agency managers.
The study results describe a managerial context that si extremely diverse across agency characteristics, change in attributes and organizational patterns. Only the …

The impact of interactive graphics and an improved multimodal transportation planning software package on the urban t ransportation planning process and organization responsible for the planning is assessed. The focus is on the results of applying the new technology, which allows the planning organization to increase capacity to conceptualize and evaluate alternative courses of action. This emphases on the results of planning raises the likelihood of changes in the way transportation decision making occurs.

Investment decisions for large transportation projects are complex, multifaceted phenomena. Generally requiring many years to bring to fruition, such decisions are often reduced at crucial junctures to raw political deals or technical data analysis on limited items. Throughout the range of alternatives considered, analyses completed and policy-making sessions which contribute to such investments, the imagery of a rational, sequential and wholistic decision making process and substance dominates. The workshop attracted transportation planners from transit and regional planning agencies, consulting firms, and local governments. It explored the use of interactive graphics coupled with multi-modal transportation planning.
Several key aspects of the use of interactive graphics were explored in panel discussions and demonstration workshop sessions. These aspects included the evolution of interactive graphics technology, the structured application of this technology in implementation, the operational environment, impacts on planning agencies and future applications of this technology.
The demonstration of applications was made possible by use of Metro's EMME/2 system. Metro is the Metropolitan Planning Organization (MPO) for the Portland area. …

Cost Effectiveness Of Articulated Buses When Passenger Time Is Treated As A Cost, Anthony M. Rufolo

As the difference between fares and costs has increased over time, transit agencies have searched for ways to cut the cost of service. One method that is now being tried by some transit properties these buses there is a is the use of articulated buses. The larger size of allows one driver to serve more passengers. Thus, trade-off between higher capital costs for the bus and lower labor costs per passenger mile in operation. Hence, the use of the articulated bus appears to be a move toward greater labor productivity by increasing the capital-intensiveness of transit.

Economic Effects Of Tri-Met's Operating And Capital Expenditures Fy 1983 On The Portland Metropolitan Economy, James G. Strathman, Rishinath L. Rao

A summary of the transit-related benefits and an assessment of the economic effects of Tri-Met's operating and capital expenditures was performed. The economic effects of the agency's expenditures were derived using a 24-sector input-output model of the four county Portland SMSA economy. Input output analysis is frequently used for the purpose of impact assessment because it provides exceptionally detailed estimates of interindustry activity, employment and income that result from agency/project related expenditures. The primary data and background information needed to perform this analysis were provided by the Tri-Met Transit Planning and Development Office.

Shifts In Urban Transportation Issues And Policy: Are Educational Materials Keeping Pace, Kenneth Dueker, Sebastian Degens, Michael Hayakawa

The changing problem perceptions in urban transportation have pushed a succession of issues to the forefront in the last twenty years. Urban transportation policy has adjusted to this changing environment with both incremental and radical policy innovations. Transportation education should maintain a high degree of correspondence with contemporary issues in the field. The authors fear that the shifting transportation agenda may outdate transportation literature swiftly.

Research in urban transportation has been of many facets. Some have emphasized modes and routes while others have attempted to isolate and look at small segments of the transportation market with specific demands. Such segments include workers, recreation riders, and to a less extent, students. In the "journey-to-work" studies, a major finding has been that as income of workers increases, the distance between residence and work-place also increases.
