The Federal Transit Administration's (FTA) discretionary New Starts program is the federal government's largest discretionary funding program. From heavy to light rail, from commuter rail to bus rapid transit systems, the FTA's New Starts program has helped to make possible hundreds of new or extended transit fixed guideway systems across the country, including most of TriMet’s light rail extensions and WES commuter rail. Beginning in 2001, FTA has required project sponsors to prepare a Before and After Study report on the effectiveness of planning and implementation of New Starts and Small Starts projects. Summary: The most recent edition of the Highway Capacity Manual (HCM) contains analysis procedures for measuring the level-of-service (LOS), also referred to as quality of service, provided by an urban roadway to bicyclists. The method uses different design and operating features of the roadway segment (e.g. width, motor vehicle volumes and speeds) to assess an LOS grade of A (best) to F (worst). These procedures are used by planners and engineers to recommend how existing streets could be retrofitted or new streets designed to better serve people on bicycles (and other modes). As part of the initial phase of development for the Idaho Statewide Travel Demand Model, Parsons Brinckerhoff developed a base year auto and truck trip matrix using AirSage cell phone OD data, a statewide network in Cube, traffic counts, and origin-destination matrix estimation (ODME) procedures. To begin, the 4000+ statewide zone system was aggregated into a 700 super zone system for collecting the cell phone OD data. Scholars and practitioners continuously seek best practices to increase transit ridership, efficiency, and modal share. The ongoing suburbanization and decentralization of U.S. metropolitan regions brings new challenges for accomplishing these goals. Investigating possible strategies for improving transit outcomes in the existing socioeconomic setting, scholars from the Florida State University have pointed to the role of internal performance factors. In a series of research studies, they have found that improving transit service characteristics, such as frequency, connectivity, regional coverage, intermodal integration, as well as decentralization of network structures, could result in increased transit ridership and productivity. Access to a comprehensive historical archive of real-time, multi-modal multi-agency transportation system data has provided a unique opportunity to demonstrate how “big data” can be used for policy analysis, and to offer new insights for planning scholarship and practice. We illustrate with a case study of a new rail transit line. We use transit, freeway, and arterial data of high spatial and temporal resolution to examine transportation system performance impacts of the Exposition (Expo) light rail line (Phase 1) in Los Angeles. The emphasis on sustainable solutions in Portland, Oregon includes developing multi-modal transportation methods. Using public transit means giving up a certain amount of control over one’s schedule and taking on a great deal of uncertainty when it comes to personal hygiene. Buses, the MAX, and the Streetcar – the cornerstones of public transit in Portland – are not equipped with toilets and rarely are their stations, while most shops and restaurants reserve toilets for patrons only. For 15 years, scholars have claimed that accessibility-based transportation planning was at the brink of becoming a new paradigm, and yet this hope remains unrealized. Its implementation may lag due to vague definitions when compared to mobility, or because those who would benefit from accessibility-based planning lack political power to rally its support. The goal of this study is to develop and apply a new method for assessing social equity impacts of distance-based public transit fares. Shifting to a distance-based fare structure can disproportionately favor or penalize different subgroups of a population based on variations in settlement patterns, travel needs, and most importantly, transit use. According to federal law, such disparities must be evaluated by the transit agency, but the area-based techniques identified by the Federal Transit Authority for assessing discrimination fail to account for disparities in distances travelled by transit users. This study seeks to quantify the effect of the University TRAX light-rail line on traffic near the University of Utah, providing quantitative data that can be used to shape future transportation policies aimed at reducing traffic congestion, energy consumption, air pollution, greenhouse gas emissions, and parking costs. Travel demand models have long been used to estimate and evaluate the effects of transportation improvements, like LRT investments, on network travel flows and times as part of long-range planning studies, using four-step models or more sophisticated urban simulation studies. The objective of this research project is to develop a user interface “test bed” to measure the role of touchscreen kiosks with community connectivity. This interface test bed will apply the knowledge of interface design to the domain of public transit kiosks, with a particular focus on bike share stations. The value of this research is the ability to generate user feedback between community members using urban experiences. Safety, effectiveness and community connectivity of public transit is enhanced with this information interface.

This report presents finding from research evaluating U.S. protected bicycle lanes (cycle tracks) in terms of their use, perception, benefits, and impacts. This research examines protected bicycle lanes in five cities: Austin, TX; Chicago, IL; Portland, OR; San Francisco, CA; and Washington, D.C., using video, surveys of intercepted bicyclists and nearby residents, and count data. A total of 168 hours were analyzed in this report where 16,393 bicyclists and 19,724 turning and merging vehicles were observed. These data were analyzed to assess actual behavior of bicyclists and motor vehicle drivers to determine how well each user type understands the design …

This presentation is a showcase of various GIS tools developed for bicycle network analysis and planning. The showcase includes a tool for assessing community-wide bikeability, a tool for forecasting bicycle volumes based on street topology, and a tool for evaluating different bicycle improvement plans in terms of exposure to danger situations for bicyclists. The tools will be demonstrated with case study data. The presentation will include a review of the Highway Capacity Manual Bicycle Level of Service and a discussion about using bicycle and pedestrian data collected through citizen-volunteer count programs.

Current fixed-route transit service provided by Salem-Keizer Transit is inefficient in the low-density neighborhoods of West Salem, South Salem, and Keizer. The lack of sidewalks, non-gridded circuitous streets, and large single-family residential lots all contribute to a lack of ridership. As a result, traditional fixed-route transit service is not cost-effective in these areas. Through a five month planning process, a group of Portland State University graduate students, better known as Paradigm Planning, tackled the task of addressing this problem in each of the three study areas. Transit serves as backbone infrastructure for many regional and local visions for sustainable urban development. Also, many modern policies predicate transit funding on the potential for transit-oriented development (TOD) near proposed infrastructure investments. However, little research has examined how TOD considerations have informed transit planning. This presentation discusses the results of recent dissertation research that fills this gap. Through multiple transit project case studies and interviews with nearly 100 transit planning professionals, this research categorized how transit projects across 19 U.S. regions were designed to foster TOD and how transit planning professionals identified TOD opportunities as projects were planned.
