Equity In Accessibility, A Case Study Of City Of Sacramento, Meredith C. Milam

This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. The results of the analysis suggest that there is no “one-size-fits-all” approach when it comes to measuring accessibility and equity. …

This thesis is a critical analysis of the normative planning practice in relation to the aspirational principles of the American Institute of Certified Planners (AICP) (especially Section A, Part 1: Overall Responsibility to the Public). By exploring several dimensions of typical, or Business As Usual, planning practices in a local planning department in Springfield, Massachusetts and contextualized within larger planning concerns in the United States, I illustrate that socio-spatial, racialized oppression is deeply embedded in these common practices. This dissertation explores the value of the car-share program and a new light rail system with respect to their impact on mobility and accessibility improvements in economically and transportation access-wise marginalized neighborhoods in NYC and its adjacent communities. It consists of three main essays that took deep dives into how each new service or system altered mobility or accessibility for those in need. The first essay (Chapter 2) investigates car-share vehicle utilization rates of the Zipcar across NYC. It assesses the utilization rates by vehicle type, service location, time period, and weekday usage compared to weekend activity. With a multivariate …
