African-American students experience human capital opportunity and achievement gaps. Researchers have called for culturally relevant strategies to help close the gaps. The historic Black Church, a part of many African-American students’ culture and community, is a historic and current source of social capital for positive human capital development outcomes. Critical consciousness develops positive human capital outcomes, such as academic achievement, in African-American and other minority students. This study investigates the conflict that often develops between historians who aim to reveal difficult history or correct a biased view of history and influential stakeholders who possess the agency to maintain historic silences or a skewed version of history. Groundwater use is high in developing countries, especially in places where municipal water authorities struggle to meet the water demand of their residents. To analyze the interactions between groundwater and piped water in the Global South context, Faisalabad, Pakistan was taken as the case study area. Using the Institutional Analysis and Development framework and Elinor Ostrom’s design principles as analysis tools, formal and informal institutions governing the piped water and groundwater, including their congruence with the social and ecological factors, were explored. This thesis charts the course of the JeffVanderLou (JVL) organization between the pivotal years of 1966 to 1976, using the life of a man named Macler Shepard as the primary lens of exploration. Born in Marvell Arkansas, Macler Shepard followed in the footsteps of tens of thousands of other Southern migrants to cities like St. Louis, hoping to find a new life in the industrial North. However, no sooner had he settled in, he was displaced by the construction of Pruitt-Igoe, one of St. Louis’ first large-scale urban renewal programs. A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. Recently manufactured commercial vehicles are increasingly equipped with automated driving features. The adaptive cruise control (ACC) system, arguably the most common automated vehicle (AV) driving feature, is available on many new models of commercial vehicles in recent years. The ACC system is composed of a series of onboard sensors (e.g., millimeter-wave radars), computing and control units, which enables the commercial AVs to automatically maintain a safe headway between the subject AV and the lead vehicle by dynamically control the AV speed with real-time sensor information. This paper argues that there is an economic case for implementing “Quiet Zones”—public, at-grade, road-rail crossings where the usual federal requirement that locomotives sound their horns is suspended—in Richland County, South Carolina in particular, and in the Midlands region of that state in general. Quiet Zones cost money: in some instances, a few thousand dollars; in cases where federal rules require substantial upgrades to infrastructure, many millions. It may nonetheless cost more to not implement them: existing research has found that properties exposed to chronic noise pollution are worth less. This thesis assesses how Tulsa, Oklahoma grew to utilize tax increment financing (TIF) to produce economic activity in Tulsa’s historic downtown area. Specifically, how the creation, history, and maintenance of ONEOK Field, a $60 million, 6,000-seat sports venue in Tulsa’s historically African American neighborhood became the catalyst for Tulsa’s current TIF policy. Individuals who come into contact with the criminal justice system are more likely to experience housing instability and homelessness, which, in turn, increases the likelihood of subsequent criminal justice involvement. Due to a lack of federal funding, as well as disjointed and inconsistent policies regarding eligibility criteria, people with criminal records are unlikely to receive federal rental assistance. While the exclusion of people with criminal histories is presented as necessary to protect communities and residents from crime, improving access to stable housing may reduce recidivism, incarceration rates, and correctional costs and increase public safety. This study examines how the black male actor’s creative process can be affected by historical and cultural constructions of masculinity connected to race, sexuality, and physical movement. My research on black men’s experience with gender identity finds that social and cultural forces lead black men to reproduce behaviors that mirror a prescribed masculine ideal through physical movement. This prescribed masculine behavior is typically coded in terms of stiffness or lack of expression. This study explores how self-imposed restrictions reiterated by social standards of masculine behavior limit the creative freedom in the black male actor’s creative process. This dissertation investigates three applications of emerging technologies for urban trans- portation. In the first chapter, we design a new market for fractional ownership of au- tonomous vehicles (AVs), in which an AV is co-leased by a group of individuals. We present a practical iterative auction based on the combinatorial clock auction to match the interested customers together and determine their payments. In designing such an auction, we con- sider continuous-time items (time slots) which are defined by bidders, and naturally exploit driverless mobility of AVs to form co-leasing groups. This paper examines and synthesizes existing critiques of contemporary community work in the United States. These critiques are substantiated and developed by a discussion of nonprofit history and formal structure, establishing the premise that contemporary community work is constrained both by its powerlessness and its collaboration with government. It is constrained to an extent that it cannot meaningfully address or remedy community problems. Theorists often see the root of this problem in the birth of neoliberalism in the 1970s, but this paper argues that it arises instead from liberal philosophy, and is rooted much more deeply in Western history and …

This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data.
