The Massachusetts Municipal Vulnerability Preparedness Program (MVP Program) has funded Community Resilience Building workshops in hundreds of communities over the past 6 years. The Planning Reports produced by these workshops offer valuable insight into the climate adaptation and climate justice priorities of Massachusetts municipalities. Climate justice literature holds that the impacts of climate change will be disproportionately felt by marginalized communities, and those addressing climate change should address the risks faced by those communities, referred to as Environmental Justice (EJ) Communities in Massachusetts. A Gis Analysis To Identify Historical, Contemporary, And Spatial Housing Discrimination In Denver, Colorado, Ian Sharkey

This study analyzes the relationship between housing discrimination and equity within the City of Denver. This study creates a discrimination index by combining (1) historical Discrimination, (2) contemporary segregation, and (3) housing inequity data into an index to compare the Denver Department of Health and the Environment (DDPHE) 2020 equity index using a local bivariate analysis. This study found a negative linear relationship between the created and Denver equity indexes. The variables used for the discrimination index can explain some of the relationships, but future studies should use more variables for a discrimination index.

This research addresses how student participation in Science, Technology, Engineering, and Mathematics (STEM) project-based learning (PBL) education activities encourages underrepresented minority student achievement in STEM career field trajectories. Seven New Mexico high school counselors and 12 STEM organization personnel were interviewed during this study. Their responses represent the nuanced professional voices where New Mexico public education intersects with STEM student interest and cultural influence.

For students, STEM PBL can foster deep integration across educational disciplines and enhance STEM career trajectory interest and readiness. STEM education converged with PBL methodologies has the ability to leverage community support while broadening student networks. …

Despite the strides made towards addressing climate change through greenhouse gas (GHG) emissions reduction strategies, it has become increasingly apparent that attempting to mitigate the crisis in such a manner alone is insufficient. This paper is a Geographic Information Systems (GIS) spatial analysis of the transportation accessibility and equity in Sacramento, California. A literature review examines discriminatory regulatory policies in the 1900s that wrote racial segregation into law. The effects of these policies have lasting effects on spatial dispersal of people and create barriers to accessibility and therefore result in inequitable transportation systems. The accessibility and equity analysis in Sacramento explores demographic data, job concentration and available modes of transportation, and commuter data. This thesis is a critical analysis of the normative planning practice in relation to the aspirational principles of the American Institute of Certified Planners (AICP) (especially Section A, Part 1: Overall Responsibility to the Public). By exploring several dimensions of typical, or Business As Usual, planning practices in a local planning department in Springfield, Massachusetts and contextualized within larger planning concerns in the United States, I illustrate that socio-spatial, racialized oppression is deeply embedded in these common practices. This dissertation explores the value of the car-share program and a new light rail system with respect to their impact on mobility and accessibility improvements in economically and transportation access-wise marginalized neighborhoods in NYC and its adjacent communities. Studies have shown that communities of color and low-income populations are likely to live in neighborhoods that lack access to quality green spaces, unable to directly benefit from the environmental, recreational, and cultural services they provide. The goal of this research was to determine if the green space inequality patterns seen globally and nationally exist in the Denver Metropolitan Area. Using an existing green space dataset, ecosystem services fieldwork, GIS digitizing, and bivariate correlation analysis I uncovered numerous green space inequalities based on proximity, acreage, and quality. The idea that planners should work toward an equitable society has been part of the profession since the 1960s, largely based on the work of planning theorists like Paul Davidoff, Sherry Arnstein and Norman Krumholz. Many cities across the US have reintroduced the streetcar as an economic development tool, or as an image-branding and tourism-promoting amenity, while public transportation benefits are largely afterthoughts. The purpose of this research is to investigate the Milwaukee Streetcar as a transit-oriented development strategy, the distribution of benefits and burdens, and its implications for equitable development. Guided by semi-structured interviews and content/discourse analysis of planning/policy documents through an equity lens, this study analyzed Milwaukee’s initial downtown streetcar routes against the potential extension lines into the more transit-dependent communities of Bronzeville and Walker’s Point. Despite becoming increasingly more popular in cities across North America, many bikeshare systems have received criticism for not reaching minority and low-income populations. Several bikeshare operators have implemented measures to reach these populations including removing financial barriers, placing stations in underserved neighborhoods, and partnering with various community organizations. However, until recently, few have explored how people in these underserved areas perceive bike sharing.

Residential Property Tax Abatement;Testing A Model Of Neighborhood Impact, Doreen Swetkis

Using a quasi-experimental research design, this study examines the relationship between residential property tax abatement for new construction, and urban neighborhoods in four Ohio cities. Neighborhoods were defined as census tract. The purpose of this research is to determine if there is a statistically significant relationship at p < .05 between residential property tax abatement programs for new construction and several different measures of neighborhood outcomes. The neighborhood outcome measures can be grouped under the broad concepts of increased private investment, blight removal, decreased criminal activity, and property tax equity. Subsequent questions investigated are the direction of these relationships and the existence of a threshold level at which point relationships become significant. The utilization of a comparable comparison group addresses the counterfactual scenario. Independence of samples tests and multivariate cubic regression are employed to answer the research questions. Results indicate that there are no discernable effects between residential property tax abatement and the indicators of neighborhood change as defined in the study. Second, there appears to be no threshold at which the number of tax abated residential units becomes significantly associated with the indicators of neighborhood change. Third, there were no significant differences on the indicators of neighborhood change between subject and comparison groups. In essence, there are no effects from residential tax abatement policy seen at the neighborhood level
