Containerization Of Seafarers In The International Shipping Industry: Contemporary Seamanship, Maritime Social Infrastructures, And Mobility Politics Of Global Logistics, Liang Wu

This dissertation discusses the mobility politics of container shipping and argues that technological development, political-economic order, and social infrastructure co-produce one another. Containerization, the use of standardized containers to carry cargo across modes of transportation that is said to have revolutionized and globalized international trade since the late 1950s, has served to expand and extend the power of international coalitions of states and corporations to control the movements of commodities (shipments) and labor (seafarers). The advent and development of containerization was driven by a sociotechnical imaginary and international social contract of seamless shipping and cargo flows. In practice, this liberal, …

Do Americans Support More Housing?, Michael Lewyn

An analysis of opinion poll data on housing issues. The article finds that Americans generally believe that their community needs more housing of all types, but are more closely divided about whether such housing should be in their own neighborhoods. The article further finds that members of minority groups, lower-income Americans, and younger Americans are more pro-housing than older, affluent whites.

This study on student housing insecurity and homelessness was funded as part of a HUD FY2023 Community Project Funding Opportunity awarded to Portland State University. Phase 1 of the study, which led to this report by PSU’s Homelessness Research & Action Collaborative (HRAC), includes a literature review; a summary of PSU student survey results; a description of PSU programs based on interviews with staff and administrators; an analysis of programs at other institutions; and a set of recommendations for better addressing student housing needs. Pursuing Antiracist Public Policy Education: An Example Connecting The Racist History Of Housing Policy To Contemporary Inequity, Craig W. Carpenter, Tyler Augst, Harmony Fierke-Gmazel, Bradley Neumann, Richard Wooten

We review the antiracism concept and contextualize it in Extension public policy education and the Extension system itself. Despite public policy education having a long history in Extension on a wide variety of issues, missing from this programming is the pursuit of antiracism. As a programmatic example, we review some historical causes of present-day housing inequities and an associated example approach for pursuing antiracism in housing policy education. Finally, we conclude by noting additional opportunities to pursue antiracism in Extension public policy education. In doing so, we emphasize that public policy education cannot be “nonracist” if it is not antiracist.

This Tool Kit provides state and local policymakers with a range of resources and analyses for use during broadband planning. The Tool Kit focuses on the array of grant and other funding opportunities available to states and localities as a result of the Infrastructure Investment & Jobs Act, as well as other pandemic-era stimulus programs. However, the Tool Kit is also useful for broadband planning outside of these specific funding programs. Indeed, the Tool Kit offers foundational planning resources that can be used now and in the future by officials, ISPs, and other stakeholders in the broadband space.

Disparate Sense Of Exclusion Between Young People Of Color Living Within Variable Social Infrastructures., James M. Joyce

I analyzed transcripts of listening sessions with youth/young adults of color in 2021-2022 for the purpose of addressing local racial inequity during COVID-19. I used inductive coding methods and found three themes on sense of exclusion to be most salient. These themes related to racial exclusion, exclusion of social infrastructures in the community, exclusion of young people of color by people working in schools and other public settings, and exclusion or disconnection of young people of color from opportunities for building community. I show how these themes vary across some dimensions of the local social infrastructure, and I discuss implications …

The Latino Action Network Foundation [LANF], its sister organization the Latino Action Network [LAN] and longtime ally, the Fair Share Housing Center [FSHC], have collaboratively monitored affordable housing issues in New Jersey for more than a decade. As part of its ongoing work, LANF sponsored a housing roundtable on September 10, 2021, to assess the affordable housing situation in the state and offer policy recommendations. This report describes results from a study of Oregon adult foster homes (AFH), including home and owner characteristics; monthly charges and payment sources; resident characteristics, personal and health-related needs; and owners’ experiences with supports and challenges due to the COVID-19 pandemic. Over the last two decades San Francisco has been suffering from a worsening housing shortage and affordability crisis, as housing production has lagged far behind job growth in the city and the region. As San Francisco’s housing market is especially supply constrained due to its unique geography, long-standing zoning laws, and convoluted permitting process, it is especially difficult to add the needed housing at an acceptable rate. Overall, this housing crisis has affected middle and lower income households the most as many have been forced to relocate due to rapidly increasing rents.

While the past 40 years has ushered in a period of improved urban real estate development and values, it has also been a time of decreased housing affordability and increased homelessness. The Agenda for Building a Changing World Responsibly needs to include improved housing assistance and affordability policies. This article outlines an agenda for housing assistance and affordability policies at both the federal and local urban jurisdiction levels. Their implementation will collectively help build a changing world responsibly.

The article traces an EnviroLab Asia research trip designed to learn how “traditional” music and “folk” dance had been used to transform a loose configuration of farms into an integrated organic agricultural cooperative. This trip was second part of a multi-pronged case-study project looking at music, agriculture and sustainability in Indonesia and China. The importance of this research trip was to build collaborative relationships with our colleagues in Shanxi so that we will be able to produce interdisciplinary research with multinational partners in the future.

Through The Ivory Curtain: African Americans In Cleveland Heights, Ohio, Before The Fair Housing Movement, J. Mark Souther

This article examines the largely neglected history of African American struggles to obtain housing in Cleveland Heights, a first-ring suburb of Cleveland, Ohio, between 1900 and 1960, prior to the fair housing and managed integration campaigns that emerged thereafter. The article explores the experiences of black live-in servants, resident apartment building janitors, independent renters, and homeowners. It offers a rare look at the ways that domestic and custodial arrangements opened opportunities in housing and education, as well as the methods, calculations, risks, and rewards of working through white intermediaries to secure homeownership. In The Midst Of An Epidemic: How Print Media Shapes Policy Feedback To The Opioid Crisis, Peter S. Federman

As opioid addiction has spread across the country, media discourse around opioid abuse has consistently increased. A content analysis of local newspaper articles from the state of Massachusetts reveals that political and administrative officials conceive of Narcan in distinct ways. Administrators, including police and fire officials, see Narcan as a means to accomplish their organizational mission. Conversely, elected officials are primarily concerned with cost, legal ramifications and the broad impact of the opioid crisis, remaining disconnected from street-level concerns. Since the mid-twentieth century, public and private actors across the country have been identifying sources of potential capital accumulation in the United States. Shortly after the passing of the Civil Rights Act by President Lyndon Johnson in the mid 1960s, many White families across the country fled the urban core for the suburbs leaving neighborhoods in the city center abandoned and without capital. In response to the murder of George Floyd in May 2020, the Black Lives Matter movement issued a statement calling on cities to Defund the Police. The event sparked a nationwide reckoning that has reshaped the narratives and strategies for remedying the racial bias and police brutality apparent in the criminal justice system. The shift in police reform efforts embraces notions guiding police budgeting decisions. The Middle East and North African region continues to face significant water security challenges. The purpose of this dissertation is to gain a deeper understanding of water elites’ perceptions of water security in the MENA region. It is not meant to generalize the findings. Instead, the intention for the research is to identify, explain, and analyze by national elites' contrasting perceptions in Jordan, Iraq, Egypt, and Tunisia.

This paper examines refugee resettlement practices at the neighborhood level, asking what neighborhood characteristics are conducive to achieving positive integration and housing stability outcomes. Using data from a quantitative study of refugee resettlement case files from Ascentria Care Alliance as a foundation, this research takes the form of an analysis of the Bell Hill neighborhood in Worcester, MA, a major resettlement destination. Since Pakistan’s inception, Gilgit-Baltistan, a sprawling region in Northern Pakistan, has not been granted provincial status due to its colonial association with the disputed region of Kashmir. Gilgit-Baltistan refutes its forceful integration with Kashmir, an unfortunate remnant of British divide-and-rule strategy, and demands provincial recognition and constitutional rights. Pakistan unfairly claims that it awaits the UN-sanctioned plebiscite in Kashmir to determine the region’s status. However, the likelihood of a plebiscite is little to none, since the Indian government officially annexed Indian-held Kashmir in August 2019, breaching the UN resolution on the plebiscite. Cultural Encounters, Conflicts, and Resolutions
Federal government policies, while benefitting some urban areas, have historically been detrimental to African-American people. Years of welfare and housing policies have placed central city residents, especially African-Americans, at a disadvantage which they have not overcome. Policies that once denied benefits to Black people, such as public welfare and federally-insured mortgages, morphed into stigmatized policies which, when available to Blacks, became obstacles to their advancement. These same policies enabled the majority White population to do what they were initially designed to do – provide a toehold during a period of temporary economic decline after which personal advancement was possible.

In its 2015 landmark civil rights decision in Obergefell v. Hodges, the Supreme Court finally held that the Equal Protection and Due Process Clauses of the United States Constitution guarantee same-sex couples’ marital equality. The Court’s unprecedented declaration that the right to marry is a fundamental right under the Due Process Clause strengthened married couples’ right to privacy because it subjects government actions infringing on marital unions to heightened scrutiny. The Supreme Court has the option to minimize the impact of Obergefell by interpreting the right to marriage very narrowly—as only encompassing the right to enter into a state-recognized union …

Environmental injustices in Denver follow the same patterns that are seen throughout the country, which is that low-income People of Color are, relative to White people, disproportionately impacted by poor air and water quality, food deserts, displacement, and a phenomenon known as urban heat islands. The literature review conducted for this proposal revealed that despite the 2019 U.S Census Bureau indicating that Denver is 80.9 percent White, 29 percent Latino, and 10 percent Black, neighborhoods with predominantly Black and Latino residents are the neighborhoods experiencing environmental injustices in Denver.

This dissertation presents the racial-gendered lived experiences of Black women living in Toronto Community Housing (TCH; subsidized housing). This research found that Black women and their families are disproportionately faced with challenges due to barriers caused by housing policy and procedures that also affect the overall development and wellbeing of their children. It also highlights the ways in which Black women continue to thrive and survive in the face of detrimental and derelict living conditions; accomplished through community development and support initiatives, and fostering strong communities.
