A critical challenge facing public policy makers and human resource planners is how to utilize the full potential of the Milwaukee area workforce. This report provides a comprehensive description of the metropolitan labor force to assist employers in planning for their companies and establishes benchmarks to assess employment and hiring patterns in the Milwaukee metropolitan area. Detailed tables are provided on the labor pool of workers by occupational titles, the employment of workers by industry, and the current utilization of women and minorities in the Milwaukee labor force.

Residents of working age in 491 households in central city Milwaukee neighborhoods were interviewed in the Winter of 1994 to solicit information on their employment status, methods used to hunt for jobs, and perceived barriers to employment. The survey was conducted concurrently with a survey of Milwaukee area employers, collecting data on job openings, location of jobs, wages offered, and education and training requirements. One out of every three central city Milwaukee surveyed men and women in the labor force reported that they were looking for a job. From 1930 to the present Milwaukee city and county governments have created thousands of jobs for families who could not find unsubsidized employment and who sought county relief. Federal funds were used to create construction, education, health and office work for men and women heading families hardest hit by the Great Depression. In the 1930s in Milwaukee County federal “relief workers" helped build one of the finest park systems in the nation. Adults in 487 Milwaukee households were interviewed in late Fall of 1993 to solicit information on central city residents employed or seeking jobs, the education and training background of workers and job seekers, perceived barriers to employment, and the availability of health insurance for Milwaukee families. The survey was conducted in English and in Spanish. The labor force status of central city residents, rather than a fixed condition of permanent employment or unemployment, represents a highly fluid situation. In 1986 the Wisconsin Legislature authorized the Department of Health and Social Services to implement pilot programs to test the effectiveness of two approaches aimed at reducing AFDC (Aid to Families with Dependent Children) dependency and increasing the economic self-sufficiency of Wisconsin families. Two types of county level programs were established: a Work Experience and Job Training program (WEJT) to test the effectiveness of a “workfare” requirement combined with an extensive array of services, and a "workfare" program (called the Community Work Experience Program, CWEP) which would require county AFDC recipients to participate in unpaid community service jobs. In June 1988 the Wisconsin legislature authorized that an independent evaluation of the state’s “Learnfare” experiment be conducted, and in July 1989 the Employment and Training Institute secured the contract for this evaluation after a competitive bidding process. This report meets the requirement of the contract to provide a report on the state’s activities during the first two years of the “Learnfare” federal waiver. This research study provides empirical data on the employment experience of young African American men who entered the Wisconsin labor force in the late 1980s and early 1990s. Its goal was to examine the early labor force experience of 17,216 young men from poor families, matching state wage databases against individuals identified in the state income maintenance system (i.e., households applying for or receiving food stamps, AFDC or medical assistance, 1987-1989). The target population for this study is 5,800 young African American males living in households where one or more members applied for public assistance. Their employment records are tracked for 39 months. The critical question was to examine what happened to these youths upon reaching maturity. n 1990 Milwaukee County created a “Youth Initiative” to improve the delivery of services to youth. The Youth Initiative Committee made significant recommendations for altering the delivery of county social services and targeting "multiple-problem" families in Milwaukee zipcode areas 53204 and 53206. In April 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the district administrators of the 429 public school districts in Wisconsin to solicit information on the implementation of “Learnfare” in their districts. In all, 351 school districts responded to the survey (82% of the total), including all districts in the state with forty or more AFDC teens under the “Learnfare” requirement. In July, 1987 the State of Wisconsin enacted legislation implementing a "Learnfare" policy for families with teenagers receiving Aid to Families with Dependent Children (AFDC) and who have not completed high school or obtained a GED. Under the policy families are denied AFDC support for teens (or teen parents) not attending school regularly. In August, 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the directors of the 72 county departments of social services regarding the implementation of Learnfare in their area. In 1985 the Employment and Training Institute surveyed the sixteen Vocational, Technical & Adult Education (VTAE) districts in the state to determine admissions requirements for each associate degree, diploma program, and certificate program operated by the VTAE districts throughout Wisconsin. This technical assistance guide is designed as a convenient resource manual for Private Industry Councils and Service Delivery Area staff in implementing the youth employment competencies requirements of the federal Job Training Partnership Act (JTPA). The curriculum and set of competency tests developed by ETI originally for juvenile offenders in the Wisconsin correctional facilities (and adopted by the Wisconsin Job Training Coordinating Council for the state JTPA system) are available for use at low or no cost. This follow-up study examined the educational experiences of 759 youth released during 1979 from Ethan Allen and Lincoln Hills Schools, Wisconsin’s two state correctional institutions for juveniles. Ethan Allen and Lincoln Hills school records for each youth were reviewed as well as transcripts from schools attended before and after release. (105 public and 16 private schools provided student transcripts to the Department of Public Instruction.) In addition, forty-three parole officers were contacted for further information on youth whose school records were in question. The follow-up study identified only 24 youth (3.2% of the total population) who completed a traditional high …
