Employment and Training Institute surveys of central city Milwaukee workers consistently identified two areas as barriers to employment: child care and transportation to jobs. The Institute studied child care issues in-depth over 20 years to assist Milwaukee County in effectively addressing employment needs of unemployed and underutilized workers.

Beginning in 1996 Wisconsin initiated a strict work test program in Milwaukee County for public assistance, which was designed to engage the AFDC population, including mothers with very young children, in employment or work-related activities. The initiative required substantial day care capacity building in the City of Milwaukee and made use of record levels of federal and state appropriations for child care subsidies. Wisconsin has now had over five years of experience requiring work activities for mothers of preschoolers and utilizing federal Temporary Assistance for Needy Families (TANF) and Child Care and Development Fund (CCDF) monies for child care support …

In Wisconsin the state government administers the child care subsidy program and allocates federal funds earmarked to improve the quality and availability of child care services. The county government is charged with determining eligibility of families for the subsidy program, conducting local private market child care rate surveys, and administering payments to providers. Portions of this research study were conducted to assist Milwaukee County in administering the subsidy program and to provide data on rate increases and vendor charges. The Wisconsin Shares program provides financial payments to child care vendors serving lower-income families in the state. The subsidy program was created in 1995 to aid eligible families needing child care help in order to work. This technical assistance paper was requested by Milwaukee County to examine the increases in child care rates and costs of the subsidy program. To help identify the economic assets of central city neighborhoods and to further employment opportunities for city residents the University of Wisconsin-Milwaukee Employment and Training Institute prepared state-of-the-art purchasing power estimates of consumer expenditures and retail sales leakage/surplus by neighborhood. The ETI drill downs were designed to help determine the diversity of the workforce and to further economic development for underserved communities and for neighborhoods with concentrations of residents of color. This presentation describes the purchasing power assets within three miles of S. Cesar E. Chavez Drive and W. National Avenue on Milwaukee’s near south side.

The Employment and Training Institute prepared graphs of AFDC (Aid to Families with Dependent Children) and “W-2” (“Wisconsin Works,” the replacement family income support program using federal Temporary Assistance for Needy Families funds) caseloads along with unemployment rates by county for the period from July 1986 through December 1998 when Wisconsin implemented its welfare reform initiatives. The graphs show the monthly unemployment rates and AFDC (and "W-2" TANF support) caseloads for each of Wisconsin's 72 counties. The Employment and Training Institute examined data files of welfare records of single parents receiving AFDC as matched against quarterly wage reports submitted by Wisconsin employers to the state (from January 1996 through March 1997). Quarterly wage reports are required from most private employers, nonprofits, and government agencies. All 42, 120 jobs held by single parent case heads in the study population were tracked over five quarters to identify job retention and employment patterns over time. At the request of the Private Industry Council of Milwaukee County, the Employment and Training Institute examined computerized caseload data of Milwaukee County Aid to Families with Dependent Children, Food Stamps and Medical Assistance cases in December 1995 and September 1996. All analyses in this report are limited to families with dependent children and expected to work under “W-2,” the state's new welfare requirement. This project conducted by Milwaukee Area Technical College provides an in-depth analysis of the new populations of mothers (with children ages three to twelve months of age) that Wisconsin is now requiring to secure and hold employment as a condition of their receipt of public assistance under Wisconsin welfare policies eliminating AFDC. In all, 1,551 mothers participated in the assessment program. This report tracks the earnings and employment experience for the 25,125 single parents receiving AFDC in Milwaukee County in December 1995 who are expected to work under the "W-2" new state welfare regulations. The Wisconsin Department of Workforce Development matched the quarterly wage files from Wisconsin employers (January 1996 through March 1997) with the AFDC population in Milwaukee County. Many of Wisconsin’s current and proposed welfare policy changes impacting AFDC are based on a simple caseload reduction model which combined a very strict work requirement with AFDC benefit reductions with the goals of reducing AFDC costs, caseloads, and new applications for assistance and slowing in-migration to Wisconsin. Comparisons of institutional data and the U.S. census estimates for the same or similar time periods revealed a large undercount of AFDC recipients. For both the CPS and decennial census surveys, respondents are asked to recall earnings and other sources of income for the previous calendar year. As a result, income reporting to the Census Bureau is subject to memory error and under-reporting. Errors due to under-reporting are most pronounced for income not derived from earnings (i.e., public assistance, interest, dividends). Discrepancies between U. S. The Employment and Training Institute was asked to provide a detailed demographic analysis of Milwaukee County cases on public assistance and the working poor to assist policy makers in discussions of current welfare reform proposals (referred to as “W-2”). An estimated 30,448 out of 37,415 AFDC cases in Milwaukee County would be expected to work under the state's proposed welfare policy changes while 6,967 cases would be exempt because the casehead is on SSI or caring for another relative's children. This report examines the availability of jobs for mothers receiving AFDC and expected to find family-sustaining employment in the private sector under “W-2,” Wisconsin’s new welfare program. Despite the fact that many full and part-time jobs exist in Waukesha, Ozaukee and Washington counties, few women in the “W-2” population are likely to secure employment outside Milwaukee County. Census data for· the Milwaukee County population of women ages 18-39 indicated that only 5 percent of African American and Hispanic women (and 11 percent of white women) found work outside the county. In 1986 the Wisconsin Legislature authorized the Department of Health and Social Services to implement pilot programs to test the effectiveness of two approaches aimed at reducing AFDC (Aid to Families with Dependent Children) dependency and increasing the economic self-sufficiency of Wisconsin families. Two types of county level programs were established: a Work Experience and Job Training program (WEJT) to test the effectiveness of a “workfare” requirement combined with an extensive array of services, and a "workfare" program (called the Community Work Experience Program, CWEP) which would require county AFDC recipients to participate in unpaid community service jobs. In June 1988 the Wisconsin legislature authorized that an independent evaluation of the state’s “Learnfare” experiment be conducted, and in July 1989 the Employment and Training Institute secured the contract for this evaluation after a competitive bidding process. This report meets the requirement of the contract to provide a report on the state’s activities during the first two years of the “Learnfare” federal waiver. In April 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the district administrators of the 429 public school districts in Wisconsin to solicit information on the implementation of “Learnfare” in their districts. In all, 351 school districts responded to the survey (82% of the total), including all districts in the state with forty or more AFDC teens under the “Learnfare” requirement. In July, 1987 the State of Wisconsin enacted legislation implementing a "Learnfare" policy for families with teenagers receiving Aid to Families with Dependent Children (AFDC) and who have not completed high school or obtained a GED. In August, 1990 as part of its evaluation of the Wisconsin “Learnfare” experiment for the Wisconsin Department of Health and Social Services and the U.S. Department of Health and Human Services, the Employment and Training Institute surveyed the directors of the 72 county departments of social services regarding the implementation of Learnfare in their area. In July, 1987 the State of Wisconsin enacted legislation implementing a “Learnfare” policy for families receiving AFDC (Aid to Families with Dependent Children).
