Social Background And Bureaucratic Behavior In Egypt, Earl L. Sullivan, El Sayed Yassin, Ali Leila, Monte Palmer

This study of the role of gender and religion in the Egyptian bureaucracy provides general background information pertaining to the three major topics of this book: bureaucratic behaviour, the role of women in Egyptian society and relations between Egypt's religious groups, the Muslims and the Copts. The author hypothesizes that the attitudes and behaviour of Egyptian bureaucrats will differ markedly on the basis of sex, but that the attitudes and behaviour of Coptic bureaucrats will not differ significantly from those of their Muslim counterparts. In recent history most citizens have traditionally considered care of the mentally ill a public service, a government responsibility, and a financial expense best acquitted through taxation. A current topic of debate is whether or not mental health care should continue to be provided primarily in the public realm or instead be provided as a business. A question which must be answered as a part of this debate is: Does type of ownership affect service provision, and if so how? Capitalism, Corporate Liberalism And Social Policy: The Origins Of The Social Security Act Of 1935, Barbara G. Brents

This paper looks at the involvement and influence of capitalists on the Social Security Act of 1935. Instead of positing direct corporate control, the research shows how social security was formulated within a corporate liberal ideological framework which defined problems and their solutions in terms of putting the maintenance of capitalism above the needs of individual workers. This framework set the limits of the, social insurance debates long before the act itself was written. The thesis is that the Social Security Act came about as a result of an interplay between the environment and an ideology advanced by corporate leaders …

An important perspective emerging in the areas of community and organizational analysis is the political economy approach to interorganizational relations. This approach treats organizations as seekers of basic political and economic resources which are found in their environments. This approach has special implications for persons interested in the study and/or .implementation of programs of change, because it sensitizes the observer to the problems of political and economic conflict in interorganizational relations. The perspective also offers useful insights into the development of. intervention strategies that minimize the conflicts often associated with social change. "The Providence Charter Commission is now moving into the homestretch. After a full nine-month period in which more than 60 meetings were held, culminating in three public hearings in late June, the nine-member commission has gone back to the drawing board to review ideas, revise where deemed appropriate, and have a completed document ready in September. Voter acceptance in November, with General Assembly validation of certain provisions in 1981, will allow home rule for the state's capital city to become fully operational in January of 1983.

Pushcart vendors, whom the Alderman of the 13th Ward sought to drive off Balbo Avenue, were ordered to leave by October 1, by the Bureau of Police and Fire, by a ruling which was made by them. But, in the meantime, they ruled the vendors had to seek permits for specific locations in streets, from the Commissioner of Public Works, Charles E. Maguire. Issuance of permits by Mr. Maguire, under a never used statute, were subject, however, to approval by the Bureau of Police and Fire.

There is an assumption of an inherent rationality in linking information on program effectiveness to program change. This article briefly discusses three typical evaluation studies and demonstration projects that fail to link information generated on the effectiveness of what people do, to program changes. Perceived inaccuracy of the information and the perceived threat of the information are emphasized as two reasons for this failure of program information to affect change in social organizations. A pre-planning functional information base is proposed as an important prerequisite in the sequence of creating a more receptive environment for organizational change.

The purpose of this paper is to describe the initial efforts of one local chapter, The Puget Sound Chapter; to engage in partisan politics by the conduct of a poll of candidates for election to the Washington State Legislature in 1974. Properly speaking, the Chapter endorsed no candidates, merely rated them from "weak" to "outstanding" on their agreement with NASW policies on relevant programs and their social welfare attitudes. Thus, it is a mild form of partisan politics that will be considered.

Stockton is a city suffering from the sudden realization that it is no longer a small farm town, end that in the process of becoming a moderate-sized city, a community faces inevitable growing pains.
The municipal recreation phase of city government well illustrates this fact. Because of the great need for expansion in this field, and because the city is now just beginning to rise to meet the occasion, a study of the Recreational Department and the program of the Metropolitan Recreation Commission in Stockton City Government and San Joaquin County, is a particularly interesting activity.
