In April 2002, NOAA Research’s Office of International Activities (IA) submitted a proposal to the U.S. Department of State’s (DOS) Oceans and International Environmental and Scientific Affairs Initiative (OESI) to assess the feasibility of adapting the Sea Grant model of linked applied research, extension and education to Latin America and the Wider Caribbean region. The overall goal was to determine whether or not university-based programs with these three features could serve as an appropriate institutional mechanism to address critical marine and coastal resource issues in a developing country context. Imagining Alternativas To Global, Corporate, New Economy Academic Capitalism, Gary Rhoades, Alma Maldonado-Maldonado, Imanol Ordorika, Martín Velásquez

In this article, the authors detail the conditions and patterns of academic capitalism and the new economy in US higher education. Subsequently, a conceptual model is offered for considering the international reach and national and local patterns of academic capitalism. Further, a distinctive Mexican case of entrepreneurialism is offered. The article concludes with a discussion of alternatives for a model of a universidad latinoamericana that is grounded in the historical role of Latin American universities.

The Narratives Of Cyberspace Law (Or, Learning From Casablanca), Michael J. Madison

Cyberspace scholars have wrestled extensively with the question of the "right" metaphorical approach to the Internet, in order to guide legal and policy decisions. Literary theorists have wrestled with the perception that cyberspace undermines conventional ideas about narrative. This Essay suggests that each group could learn from the other. Cyberspace tells a better story than literary scholars believe, and the lawyers should pay more attention to the narrative attributes of cyberspace. To illustrate the argument, the Essay proposes a specific story framework for cyberspace: the film Casablanca.

Where Does Creativity Come From? And Other Stories Of Copyright, Michael J. Madison

This Commentary on Lydia Pallas Loren, Untangling the Web of Music Copyrights, 53 Case W. Res. L. Rev. 673 (2003), observes that debates over a variety of copyright law issues can be - and in fact, often are - structured in narrative terms, rather than in terms of doctrine, policy, or empirical inquiry. I suggest a series of such narratives, each framed by a theme drawn from a feature film. The Commentary suggests that we should recognize more clearly the role of narrative in intellectual property discourse, and that intellectual property narratives should be examined critically.

Treating nationhood as a political claim rather than an ethnocultural fact, this paper asks how “nation” works as a category of practice, a political idiom, a claim. What does it mean to speak “in the name of the nation”? And how should one assess the practice of doing so? This report presents the results from the third in a series of studies examining public perception of genetically modified (GM) food in the United States. All three studies were based on survey results of separate, nationally representative samples of approximately 1,200 Americans taken in 2001, 2003, and 2004. While the survey instrument on which the current report is based maintained many of the same measures of awareness and attitude as its two predecessors, it also included several new queries that assess the ability of respondents to recall specific news stories related to GM food, their interest in the topic, and …

This article identi¢es an incipient and largely implicit cognitive turn in the study of ethnicity, and argues that it can be consolidated and extended by drawing on cognitive research in social psychology and anthropology. Cognitive perspectives provide resources for conceptualizing ethnicity, race, and nation as perspectives on the world rather than entities in the world, for treating ethnicity, race, and nationalism together rather than as separate subfields, and for re-specifying the old debate between primordialist and circumstantialist approaches.
