This paper explores the strategic enhancement of Brunei’s military capabilities under the guidelines of the Brunei Defense White Paper 2021, focusing on establishing a robust minimal level deterrence. It emphasizes transitioning from conventional defense paradigms to an integrated, technologically advanced military structure tailored to contemporary and future security challenges. The significance of minimal level deterrence is analyzed, illustrating how a proportionate and efficient military force not only deters potential aggressors but also supports counter-terrorism efforts. What configuration of strategies and discourses enable the white male and settler body politic to render itself as simultaneously wounded and invulnerable? I contextualize this question by reading the discursive continuities between Euro-America’s War on Terror post-9/11 and Algeria’s War for Independence. By interrogating political-philosophical responses to September 11, 2001 beside American rhetoric of a wounded nation, I argue that white nationalism, as a mode of settler colonialism, appropriates the discourses of political wounding to imagine and legitimize a narrative of white hurt and white victimhood; in effect, reproducing and hardening the borders of the nation-state. Disrupting, dismantling, and ultimately defeating al-Qaeda based and inspired terrorism is a declared policy of the U.S. Government. Three key strategic objectives have been identified for accomplishing this: attacking al-Qaeda’s terror network, undermining radicalization and recruitment, and hardening homeland defense. The present monograph proposes a distinct "jihad-realist" approach for undermining radicalization and recruitment to al-Qaeda. First, a brief discussion of six means for ending terrorist organizations is provided. Second, the premises of a jihad-realist approach are described. This Letort Paper proposes that actions, policies, and deeds—those of the U.S. Government and al-Qaeda—be leveraged as a means of delegitimizing al-Qaeda terrorist propaganda. Two chief fronts—changing deeds and challenging deeds—is proposed. Changing deeds requires that the United States carefully and systematically examine its own foreign and military policies and their specific consequences for the Arab and Muslim world. A specific branch of Islamic jurisprudence (fiqh al-jihad) regulates the waging of the jihad of the sword (jihad bis saif). In this article, a detailed exposition is presented of the Egyptian Islamic Group’s (IG; Al-Gama’a Al-Islamiyya) use of fiqh al jihad against Al-Qaeda. The present author’s ‘jihad-realist’ approach is first briefly described; the IG’s critique of AQ systematically outlined; and in conclusion, implications are derived for counter-radicalisation strategies.

Despite his importance as a senior Al-Qaeda spokesman, no detailed examination exists of Adam Yahiye Gadahn’s employment of fiqh al-jihad—that branch of Islamic jurisprudence regulating the lawful waging of jihad—to condemn or condone violence committed in the name of Al-Qaeda. This article first provides a detailed exposition of Gadahn’s sharia-based critique of affiliates’ conduct deemed by him in violation of Islamic law and involving the commission of major sins. When “one of our own” commits mass murder, mechanisms that sustain our social order are opened to question. Based on two samples of newspaper editorials written in 1995 ‐ either after the poison gas attack in the Tokyo subway or after the Oklahoma City bombing ‐ evidence is provided that Japanese editorialists advised strategies for retaining order, whereas Oklahoman authors endorsed ones for reestablishing it. In accordance with Simmel’s distinction between faithfulness and gratitude as social forms, Japanese advised faithful continuation of wholesome interactions with their terrorists, whereas Oklahomans expressed gratitude for rescue workers’ assistance. We apply modality analysis to …
