The study is an exploration of services available for offenders with mental illness (OMI) and obstacles to providing treatment. It aims to identify services and obstacles to delivering treatment for offenders with mental health and substance use disorders in Augusta and Rockingham Counties. Semi-structured interviews were conducted with representatives of local agencies. Based on the agencies interviewed, services for OMI vary across the Sequential Intercept Model, with services like Crisis Intervention Teams, Medication-Assisted Treatment, and supervisory housing. Participants reported that despite the variation in services, barriers in infrastructure due to poor funding, low staffing, and lack of housing were present. …

The control, supervision, and rehabilitation of criminalized people often falls on the shoulders of non-state agents and organizations. Surety bail releases are a clear embodiment of this trend, as the courts call upon relatives, friends, and employers to supervise the pre-conviction activity of people accused of a crime. According to the law, sureties must report all bail violations to the police; the resulting diffusion of responsibility is said to increase the penal state’s power and control over criminal justice-involved individuals while minimizing reputational risks. This paper examines the role of life-course theory in order to explain the relationship between individuals developing violent behavior and committing murder. By incorporating evidence from case studies, documentaries, and various forms of criminological literature, I discuss how the development of violent behavior through exposure to risk factors increases the likelihood of developing homicidal behavior. In Chapter 1, I seek to establish this correlation by narrowing the risk factors down to three categories: antisocial behavior, low self-control, and normalization of violence. Examining Remorse In Attributions Of Focal Concerns During Sentencing: A Study Of Probation Officers, Colleen M. Berryessa

This research, using interviews with probation officers in the United States (n = 151) and a constant comparative method for analysis, draws from the focal concerns framework to qualitatively model a process by which probation officers use a defendant’s remorse to attribute focal concerns in order to guide their sentencing recommendations in pre-sentencing reports. The model suggests that officers use expressions of remorse to make attributions about mitigated criminal intention (blameworthiness and notions of responsibility), reduced dangerousness and a high potential for reform (community protection), and organization-level effects for increasing caseload efficiency and using correctional resources (practical effects of …

Although research has proven that jails and prisons are ineffective in preventing or reducing substance use among pregnant people, the USA continues to rely heavily on the criminal legal system as its intervention. Pregnant people with an opioid use disorder are more likely to experience incarceration than pregnant people without an opioid use disorder. In some states, pregnant people are transported from jail to prison through the process of safekeeping in order to receive physical or mental health care that the jail does not provide, despite conviction status. The purpose of this study was to investigate the effects of the anonymity of the internet and gender differences in online trolling and cybervictimization. A sample of 151 college students attending a southeastern university completed a survey to assess their internet activities and online trolling and cybervictimization. Multivariate analyses of logistic regression and ordinary least squares regression were used to analyze online trolling and cybervictimization. The results indicated that the anonymity measure was not a significant predictor of online trolling and cybervictimization. Female students were less likely than male students to engage in online trolling, but there was no gender …

Policing and moral panics exist in a mutually reinforcing, reciprocal relationship, the harmful outcomes of which are disproportionately directed towards poor communities of colour. This paper will draw on two examples of moral panics: those surrounding Islamic terrorism and Black crime, in order to illustrate the harm that this reinforcing relationship can cause. This harm manifests itself in increasingly restrictive antiterrorism laws, Prevent initiatives, racial profiling, and internal surveillance within the Muslim community; as well as the policies of Joint Enterprise, Knife Crime Prevention Orders (KCPOs), and the strengthening of the school-to-prison pipeline, which disproportionally target Black youth. This dissertation explores the longitudinal relationships between social mobilization, crime, and crime control. The dataset used to explore these relationships combine Uniform Crime Report (UCR) data on crimes known to the police and crime clearances by arrest with decennial census data and data on reported social mobilization events reported in the New York Times between 1964-1995. The data include information from all these sources for over 900 cities in the U.S. Analyses model violent and property crime counts, and well as clearance by arrest rates in the month after the social mobilization events. While the implementation of risk assessment has expanded, the extent to which there are different trajectories of risk/protective factors among adjudicated youth during supervision in the community remains unanswered. The goal of the current study is to identify the distinct trajectories in dynamic risk and protective factors among youth on probation and assess whether different patterns in risk over time are associated with continued offending.

Purpose: This study explored mental health workers perspectives on alternative approaches in responding to mental health crises.

The study was carried out in Southern California, in collaboration with mental health workers who currently work or previously have worked in mental health crisis. It adopted a post-positivists paradigm and data was gathered through individual interviews with mental health workers who have direct experience with mental health crisis response in the community and with the police. Specifically, we designed a study to determine the capacity of treatment options, identify barriers to seeking treatment, and illuminate what works particularly well. The gap analysis results can guide future decisions on allocating resources best to ensure that treatment is accessible to all in need.
