The people of the Wind River Reservation in Wyoming view entrepreneurship as the key to future survival. Entrepreneurship, they say, will encourage more people to shop locally, while attracting more outside dollars into the community. Locally owned businesses are important for a community that faces such challenges as a 54% unemployment rate, 28% living on per-capita payments to tribal members, and 62% living below the poverty level. While there are many opportunities for economic development, the twist is finding the right strategy and maintaining traditional cultural and tribal values that are important to the two tribes that share this reservation.

Cross-sector, place-based, school-community partnerships seeking to improve educational and other outcomes at scale have experienced a resurgence in the United States. Rather than isolated eff orts, this new generation relies on scaling up models in networks, such as Strive Together. However, many of these models evolved in urban contexts, creating challenges for scaling up in rural areas with fewer organizations, limited resources, and lower population density. This study used in-depth interviews of permanent residents on Grand Isle, Louisiana, a remote barrier island, to better understand their perceptions of structural flood measures, non-structural responses to flooding and hurricanes, and perceptions of vulnerability to flooding, hurricanes, and climate change on a remote barrier island-Grand Isle, Louisiana. Residents' perceptions regarding the various structural measures implemented by the federal, state, and local government appeared mixed. Non-structural responses to flooding risks implemented at the household, community, state, and federal level continue to strengthen resiliency on Grand Isle. Christopher LaFontaine is a senior studying psychology and sociology at Indiana Purdue Fort Wayne (IPFW). He has concentrated on community engagement and service learning as areas of focus for the past year. He plans to pursue a career in applied sociology and he has been involved with applied research among vulnerable populations. Christopher has worked with homeless veterans in Fort Wayne and has studied health conditions in a rural county that ranks low in health outcomes. In this article, he describes his experience with service-learning partnerships between community organizations and an institution of higher education.

The Anti-Fracking Movement And The Politics Of Rural Marginalization In Lithuania: Intersectionality In Environmental Justice, Diana Mincyte, Aiste Bartkiene

While the environmental justice perspective focuses on the unequal distribution of environmental risks and benefits across different groups based on race, class, or gender, intersectionality approaches avoid the use of a priori categories to examine marginalization. We argue that intersectionality can broaden the scope of environmental justice studies by examining interactive, historically grounded processes through which categories of difference are produced. To support this argument, we present an illustrative case of the movement in Lithuania that challenged Chevron’s plans to prospect shale resources for potential fracking. Programs to support development in rural areas often tend to assume homogeneity and as such, they are often created in a “one-size fits all” approach for application by communities. There has been less discussion about the role of social capital in fishing communities. This paper presents the causes and consequences of land insecurity in Gulu, Uganda. In order to address this important and often sensitive issue, the paper analyzes the role of the Lord’s Resistance Army (LRA) insurgency and the government’s policy of forced encampment during the insurgency in contributing to land insecurity, causing widespread displacement among former internally displaced persons (IDPs). Following a practice that originated online, university faculty and staff have increasingly used “trigger warnings” to alert students to the possibility that they might be affected or even harmed by potentially traumatic material. This practice has led to a passionate debate about whether such warnings stifle or encourage student expression and academic freedom, and whether they are beneficial or detrimental to learning. In this article, we illustrate the history and current state of this debate and examine the scientific support for the arguments for and against the use of such warnings. This thesis studies the discourse of food sovereignty in Maine, a coalition of small-scale farmers, consumers, and citizens building an alternative food system based on a distributed form of production, processing, selling, purchasing, and consumption. This distribution occurs at the municipal level through the enactment of ordinances. Using critical-rhetorical field methods, I argue that the discourse of food sovereignty in Maine develops a ‘constitutive’ rhetoric that composes rural society through affective relationships. Advocates engage the industrial food system to both expose its systemic bias against small-scale farming and construct their own discourse of belonging. Based upon agrarian values such as …

In this thesis, I focus on two tensions within the alternative agro-food movement. First is a question of who/what community is allowed to define food systems problems and then implement solutions. For example, food desert metaphors rely discursively on defining communities as being “without”, which perpetuates needs-based narratives, in which only professional “experts” know how to solve problems of food access. These representations ignore the creativity, agency, and resiliency of everyday food justice mobilizations happening at the grassroots level. In recent years, thousands of Vietnamese migrant farmers have crossed the border into Cambodia and leased land for export-oriented rice and shrimp production. Based on case studies in two Cambodian border provinces, we argue that these land transfers represent an intersection of broader processes of agrarian change that is re-shaping the Cambodian borderlands into a hybrid socio-ecological zone. Cambodian landlords and intermediaries use unequal access to politico-legal authority and the exclusionary power of the border to leverage control over their migrant tenants, thereby capturing a significant portion of the surplus from the migrants’ high-value commodity production systems and potentially creating …

In a possible sign of a new trend in Southeast Asia, economic pressures are driving smallholder shrimp farmers from Vietnam's Mekong Delta across the Cambodian border in search of new land. Building from ethnographic research with Vietnamese shrimp farmers in Kampot province, Cambodia, this paper explores the structures, mechanisms, and relations that facilitate and impede the ability of Vietnamese migrants to gain and maintain access to land in Cambodia. Most rural Nebraskans use their cell phone to access the Internet. Certain groups are more likely than others to use mobile/cellular Internet service: rural Nebraskans with the highest household incomes, who are younger, married, with higher education levels and with management or professional occupations.

Overall, most rural Nebraskans using mobile/cellular Internet service are satisfied with their service. Furthermore, most rural Nebraskans are satisfied with the reliability, speed, customer service, and coverage of their mobile Internet service. However, most rural Nebraskans using mobile Internet service are dissatisfied with the price of their service.
