Broadband access is an important part of enhancing rural community development, improving the general quality of life. Recent telecommunications stimulus projects in the U.S. and Canada were intended to increase availability of broadband through funding infrastructure investments, largely in rural and remote regions. However, there are various small, remote, and rural communities, who remain unconnected. Connectivity is especially important for indigenous and tribal communities to access opportunities for various public services as they are generally located in remote areas. “Beychella:” Beyoncé’S Homecoming To A Futuristic Queer Utopian, Jolie V. Brownell

Beyoncé’s 2018 Coachella performance and 2019 Homecoming film set the stage for a radical Black queer reimagining. Yet, how can Beyoncé—who is straight—be located within a queer critique? In this paper, I argue that through a radical and political expansion of queer, the creative deployment of dis/identification, and the unapologetic expression of the erotic, Beyoncé performs an embodiment of queer of color critique. These creative gestures within “Beychella” invite viewers into a queer futuristic utopian and provide new creative modes to politically inhabit, resist, and reimagine interlocking systems of oppression.

The Boy In The Mirror: A Tale Of Radical Queer Muslim Liberation, Shariq I. Farooqi, Khansa Noor

This photo-series & its connected narrative captures the ornate reality of identifying as a Queer Muslim of color. The photos were beautifully curated by a photographer and dear friend of mine, Khansa Noor. The images are meant to visually conceptualize how queerness can manifest outwardly in one's bodily expressions and demeanor. The guilt, shame, and relief that I described in the narrative translates intimately in my brown skin and my movements. Both pieces merge to illustrate the layers of queer Muslim survival in concealing one's queerness while simultaneously remaining unequivocally bold in queer spaces.

Back before the COVID-19 crisis hit and the economy was relatively strong in the aggregate, Massachusetts’ Latinx population—a diverse and growing community that makes valuable economic and cultural contributions—had the lowest incomes and lowest homeownership rate among racial/ethnic groups in Massachusetts. Latinx working-age adults tended to have lower levels of educational attainment and were more likely to have limited English language proficiency. These, in part, contributed to higher levels of unemployment and food insecurity before the pandemic. Rape: A Settler-Colonial And Anti-Black Project, Cristy A. Dougherty

White feminist theorizations of rape privilege patriarchy as the main source of gender violence, ultimately centering white cisgender women. In doing so, white women are treated as subject in anti-rape discourse while the violence inflicted on women of color is rendered as secondary and insignificant. Conversely, Indigenous and Black feminist analytics center Indigenous and Black women’s experiences with sexual violence, ultimately pointing to the ways in which rape has been used as a tool to perpetuate heteropatriarchy, settler-colonialism, and anti- Black racism. For instance, Deer (2015) explains that Indigenous women experience disproportionately high rates of sexual violence that spans generations. …

This paper aims to study a popular musical artist’s responsibility towards the empowerment of marginalized communities in the United States through an analysis of the songs “Freedom” by Beyoncé and “Americans” by Janelle Monáe. These songs will be analyzed in conjunction with the political climate during the time of their fabrication and release as well as the political climates discussed in the songs themselves. Periodically, newspaper or magazine articles appear proclaiming amazement at how white the population of Oregon and the City of Portland is compared to other parts of the country. It is not possible to argue with the figures—in 2017, there were an estimated 91,000 Blacks in Oregon, about 2 percent of the population—but it is a profound mistake to think that these stories and statistics tell the story of the state's racial past. Ethnicity And Education: College Attendance Patterns Among Early 20th-Century Maine's Immigrant Community, Jacob M. Nash

Honors Theses

I examine the college attendance patterns of second-generation Russian-Jewish immigrants in Maine in the early 20th century relative to other ethnic groups using individual-level Census records. I employ the Abramitzky, Boustan, and Eriksson (ABE) algorithm to track second-generation Jewish, Italian, French Canadian, English Canadian and European immigrants from the 1910 Census to the 1940 Census. My logistic regression analysis indicates that second-generation Jewish immigrants in Maine attended college at significantly higher rates than their peers of similar background in every other ethnic group. While I cannot evaluate them, I also discuss potential explanations for the disparity in college attendance …

LatCrit theory is a relatively recent genre of critical “outsider jurisprudence” – a category of contemporary scholarship including critical legal studies, feminist legal theory, critical race theory, critical race feminism, Asian American legal scholarship and queer theory. This paper overviews LatCrit’s foundational propositions, key contributions, and ongoing efforts to cultivate new generations of ethical advocates who can systemically analyze the sociolegal conditions that engender injustice and intervene strategically to help create enduring sociolegal, and cultural, change. The paper organizes this conversation highlighting Latcrit’s theory, community and praxis.

Human Capital Formation And Return Migration Within Mong Communities In Rural/Semi-Rural Northern California, Chong Yang

This research uses computational grounded theory to explore the human capital formation and stay/return migration experiences of well-educated Mong adults living in various rural/semi-rural Northern California localities within Butte, Yuba, and Sutter Counties. Rural vitality is dependent on the return of these well-educated rural-raised adults. Out-migration of rurality’s best and brightest contributes towards a brain drain and the hallowing out of rurality’s human capital. Findings of this research is conveyed using two research articles examining two different points on the continuum of rural vitality. According to current U.S. labor statistics, Black male executives are underrepresented in every major industry in the United States. Common impediments preventing Black males from occupying executive positions include workplace white supremacy, biculturalism, repressive structures, and disparate career development. Using critical race theory as a framework, this basic qualitative study investigated the experiences of eight male executives, five Black and three white, from various industries to understand their perceptions and perspectives on race and racism, and examined their workplace lived experiences to study why there are not more Black males in the e-suite. This article investigates an anomalous legal ethics rule, and in the process exposes how current equal protection doctrine distorts civil rights regulation. When in 2016 the ABA Model Rules of Professional Conduct finally adopted its first ever rule forbidding discrimination in the practice of law, the rule carried a strange exemption: it does not apply to lawyers’ acceptance or rejection of clients. The exemption for client selection seems wrong. It contradicts the common understanding that in the U.S. today businesses may not refuse service on discriminatory grounds.
