The Higher Education Option For Poor Women With Children, Shanta Pandey, Min Zhan, Susan Neely-Barnes, Natasha Menon
The Journal of Sociology & Social Welfare
Postsecondary education is the key to exiting from poverty permanently. Yet, the PRWORA allows women only up to 12 months of vocational training while on welfare. This paper focuses on bringing back the importance of investing in the education of poor women, particularly the postsecondary education of poor women with children, to the forefront of the welfare debate. In this paper we review federal and state level welfare policies toward postsecondary education of poor women with children. Some states are interpreting federal welfare policy strictly and allowing only up to 12 months of vocational training while on welfare. Other states …

The Role Of Eeoc Factors In Determining Perceptions Of Hostile Work Environment Sexual Harassment, Libby Miller

The Equal Employment Opportunity Guidelines on Sexual Harassment identify six factors that are relevant in determinations of sexual harassment. This study attempted to determine if three of these factors (i.e., frequency of harassment, number of victims and number of perpetrators) drive perceptions of what constitutes sexual harassment. Participants role-playing jurors on an hostile environment sexual harassment case demonstrated no differences in perceptions as a function of number of victims or number of perpetrators. The significant effect for frequency of harassment was not in the hypothesized direction, with less frequent harassment being perceived as more likely to constitute sexual harassment. The …

Patriarchy And Pragmatism: Ideological Contradictions In State Policies, Lily Kong, Jasmine S. Chan

Theories concerning the state sometimes treat it as a rational system. This paper raises questions about this assumption by examining the coherence of the ideological frameworks underlying state policies in Singapore. The contradictions are shown most clearly when state policies deal with gender issues, especially where they concern women. Through an examination of such policies, we show that, under some conditions, state patriarchy may be subverted by the state's capitalistic developmental considerations. We are aware that patriarchy does not stand or fall by state policies alone, but the following article illustrates how such policies can limit the space for negotiation …

Few studies have examined gender-specific factors associated with the nonuse of condoms among homeless and runaway youths (HRYs)–a population at high risk for HIV infection. In this article, we evaluate these factors and explore gender differences in background experiences, psychosocial functioning, and risk behaviors among HRYs from four U.S. metropolitan areas. Of 879 sexually active HRYs sampled, approximately 70% reported unprotected sexual intercourse during a 6-month period, and nearly a quarter reported never using condoms in the same period. Among males and females, having only one sex partner in the previous 6 months had the strongest association with nonuse of …

In July 1997, the Massachusetts State Legislature, recognizing the challenge presented by the problem of substance abuse for women in the criminal justice system, authorized funds to the Department of Public Health’s Bureau of Substance Abuse Services for a study of substance using female offenders to be conducted by the John W. McCormack Institute at the University of Massachusetts Boston. Since March 1998, a group of researchers at the McCormack Institute and the Criminal Justice Center at UMass Boston has gathered and analyzed a wealth of quantitative and qualitative information on women offenders in Massachusetts.

This paper addresses a five year welfare reform pilot project conducted at the state level. The outcome of research findings for this project indicate that factors other than the obvious are barriers to women choosing work over welfare. Gender role socialization may play an active and very significant role in this process. The reality of which may inhibit welfare reform efforts at the state and national levels.

Comments on the article by A. H. Eagly and W. Wood which examined the origins of sex differences in human behavior. Eagly and Wood argued that social structural theory can explain the origin of psychological sex differences. The present authors suggest that evolutionary models of sex differences are based on a much broader foundation that Eagly and Wood imply. They note that Eagly and Wood misconstrued previous age preference findings as supporting the "common knowledge" that men prefer younger women. Eagly and Wood also showed that as societies approach gender equality in resource access, some sex differences in mate preferences …

Gender differences in political attitudes among whites arise from a variety of sources that may vary from issue to issue. Explanations based on gender-based social roles, basic value differences, socioeconomic status, and women's autonomy are tested in this study through an examination of both compositional and conditional effects. Compositional effects occur when men and women differ on an explanatory variable. Conditional effects occur when a variable has differential effects on the policy preferences of women and men. Using data from the 1996 National Election Study, OLS regression and logit results demonstrate the complex sources of gender gaps across issue areas. …

Dynamical Systems And Mating Decision Rules, Douglas T. Kenrick, Norman P. Li, Jonathan E. Butner
Research Collection School of Social Sciences
Dynamical simulations of male and female mating strategies illustrate how traits such as restrictedness constrain, and are constrained by, local ecology. Such traits cannot be defined solely by genotype or by phenotype, but are better considered as decision rules gauged to ecological inputs. Gangestad and Simpson's work draws attention to the need for additional bridges between evolutionary psychology and dynamical systems theory.
