The Journal of Sociology & Social Welfare

This article provides definitions for hate crimes, a summary of national data on hate crime incidents, and descriptions of federal and state hate crime laws. The author presents various arguments in support of and against hate crime laws, and the inclusion of sexual orientation in such laws. The author contends that it is illogical and a violation of the Fourteenth Amendment to exclude sexual orientationf rom hate crime laws. The perpetratorso f hate crime incidents, regardess of the target group, have similar motives and perpetrate similar types of assaults; the victims experience similar physical and psychological harm. The SOS Hotline for Women and Children Victims of Violence opened in Belgrade, Serbia, in 1990. For each call reporting an incident of violence, a data form was completed with the details of the call. Almost all callers were victims of violence from family member or intimate partners. The majority reported incidents of physical and verbal/emotional violence; a minority reported sexual and economic violence. The frequency and duration of violence were very high. Callers were often forced to live with perpetrators because of lack of available housing, which worsened due to privatization, economic sanction against Serbia, and the influx of …

In the last four years the Socialist Federal Republic of Yugoslavia has broken apart. Driven by nationalism, the wars in Slovenia, Croatia and Bosnia have killed an estimated 300,000 people, wounded another 1,500,00 and forced 4,500,000 people to become refugees. While the world see daily reports of Serbian aggression and nationalist extremism, feminists in Serbia have been protesting all acts of aggression, included that advocated by their own government and supporting the victims of violence.

IUSTITIA

A comparison of the purposes behind the existence of male and female institutions reveals that several common goals exist: custody, deterrence, and rehabilitation. An examination of these goals of women's prisons can be best understood in the context of whom they are aimed to serve. If the goals are to serve society alone, then the custody of female offenders is undoubtedly viewed as an accomplished goal, since society is protected and secure from the infliction of criminal acts by these female offenders. This article traces the legislative history of statutes prescribing the death penalty for sodomy in 17th-century New England and in the other American colonies. New England and some middle colonies broke with English legal tradition by adopting explicitly biblical language. After the Revolution, Pennsylvania took the lead, in 1786, in dropping the death penalty.

The field for research on women offenders provides an extensive opportunity for scientific investigation. Many writers (Gibbons, 1971; Cunningham, 1964; Sutherland, 1968) have discussed the causes of crime and their resulting social implications. Organized mass presentations of the movement of crime among women is negligible. Today female incarcerates make up approximately 11 per cent (Lerner, 1972) of the total number in state and federal penitentiaries. Previous research (Cunningham, 1964) on female felons found poor self-concept, excessive dependency and pathological emotionality to be a consistent pattern in women criminals.
