As part of a broader marketing effort by the Omaha Public Schools (OPS), Omaha residents were surveyed by telephone during April 30-May 6, (parent) and May 19-27, 1987 (taxpayer). The survey was intended to identify respondents' perceptions about the Omaha public school system. This report presents the results of the survey. The information and analysis provided should prove useful to interested citizens, board members, and district personnel as they plan the future of Omaha's public schools.

During the 1986-87 school year, the University of Nebraska at Omaha/Omaha Public Schools (UNO/OPS) Liaison Committee requested a study to determine how high school graduates from the Omaha Public Schools were progressing in their college careers at UNO. The author was asked to work with Paul Malcom of the Research Department of Omaha Public Schools to determine how the study might be conducted. Possible research questions were shared with the committee. The author met with Malcom to obtain lists of names of high school graduates.

Homelessness is not a new phenomenon. The period between the Civil War and World War I, for example, witnessed a large increase in predominantly male transients who followed an active labor market and formed a highly visible subcommunity called skid row. Today's homeless population, however, includes more women, children, and minorities and fewer single men and drifters than previous populations. In addition to changes in the demographic composition of the homeless population, most experts agree that the problem of homelessness is increasing.

The purpose of these introductory comments is to set a framework for the examination of SID-related problems. In preparation for this task I examined the 1975 study conducted by CAUR.1 The first chapter contained an examination of alternatives to SID's. These alternatives were derived from a typology of development concepts based on: 1) who made the decisions about public improvements or development and 2) who financed them.

In the summer of 1984, representatives of the Council Bluffs Senior Citizens Center requested assistance from the Center for Applied Urban Research to analyze their program offerings and attendance. The request resulted in two types of assistance. First, working with volunteers and staff, two students from the University of Nebraska at Omaha compiled existing information on Senior Center usage. These efforts resulted in a computerized list of about 700 users by the types of activities in which they participated. This list is to be used when sending program information to participants. In the homeowners' insurance study, the researchers were interested in examining whether dwellers in different locations received the same treatment when shopping for insurance. Contact with the state insurance office and insurance industry groups yielded no information below the city level. Therefore, the information was of no use when trying to detect differences within the city.
