Framed by cultural criminology, this project examines the discursive construction of the U.S. state and the Global War on Terror (GWOT) in 190 public speeches and statements made by U.S. Presidents George W. Bush and Barack Obama. Whereas cultural criminology's focus on the politics of meaning and transgression in deviant subcultures is often criticized for glorifying deviance and ignoring real harm (O'Brien 2005; Hall and Winlow 2007), this project instead uses the framework to analyze the cultural practices of the state in regard to the waging of war. Over the last few years the Department of Veterans Affairs has faced an increase of public scrutiny for its handling of veteran health care claims. Allegations that mismanagement created extensive waiting times and appointment scheduling manipulations resulted in veterans dying were made against the VA. This research examined data from the VA Monday Morning Workload Reports, the National Survey of Veterans, the VA Office of Inspector General, and media reports of whistleblowers accusing the VA of mismanagement to determine whether the VA was guilty of a state crime of omission and commission resulting in a social harm to its veterans. …

This article investigates an interesting conundrum of addressing crime when the state commits a crime itself, and most often is the primary apparatus of crime control. Even more difficult in pursuing state crime control, the state typically plays a major role in defining crime. Criminologists commonly suggest state sanctions to address crime, and states to sanctions other states for their crimes. However, such an approach struggles when faced with the punishment of a powerful state’s criminal actions such as the United States. The punishment of criminal acts is usually justified utilizing retribution, deterrence, rehabilitation and incapacitation (societal protection). These justifications are often utilized for traditional street crimes such as burglary, assault, and theft. However, state crimes require that punishment be looked at through a different lens, and it is advocated the restorative justice apparatuses potentially offer the best solutions at administering punishment for those who commit state crime.

A successful and non nation destabilizing eradication of opium cultivation in Afghanistan, is contingent upon the mandatory countering of interconnected (a) economic obstacles, (b) sociocultural obstacles, and (c) political obstacles that are fueling and maintaining the illegal production and trade of heroin. This paper will explore and analyze the above mentioned interconnected obstacles, in order to present the complex issues that need to be addressed when it comes to dismantling the illegal opium bastion in Afghanistan.
