Citizen Initiative To Improve Local Government Ethics: Northwest Indiana Experience, Calvin Bellamy

Midwest Social Sciences Journal

After more than 50 years of widespread public corruption in Northwest Indiana, a small group of citizens and public officials met over a period of several months and developed a largely voluntary response. The result was the Shared Ethics Advisory Commission, which trains public employees on ethical decision making, provides specialized training for department heads and board and commission members, and hosts an annual ethics summit for the general public. Periodic employee ethics surveys indicate a positive effect of the training. In addition, the commission has developed a Candidate Ethics Action Pledge administered in each local election cycle, and a …

Too often, social science majors become jaded with their field of study due to a misperception of the nature of many potential jobs which they are qualified for. Such discord is prevalent amongst undergraduates who strive for work in the criminal justice system. Hollywood misrepresentations become the archetypes of the aforementioned field, leaving out the necessity and ubiquity of accompanying desk work. Still other social science majors struggle to identify theoretical interpretations in praxis.

Historical and contemporary cases of collective violence show an incremental use of photography and film to capture and disseminate violent acts. Recording cruelty during conflict seems to be a highly ritualised practice that urges the question what communicative and psychological functions these acts have? Why and how does perpetrator photography shape a binding moral world that divides 'us' versus 'them'? Self-control theory and social bonding theory have frequently been employed to explain various types of crimes, but rarely to explore computer hacking. In order to test whether and how violence is exacerbated in online social networking sites, we utilized the BryantSmith Aggression Scale (Bryant & Smith, 2001), and included examples in the questionnaire offering solutions for 7 different hypothetical cases occurring online (Kiss, 2017). The questionnaire was sent to social work and law school students in Hungary. Prevalence and levels of aggression and its manifestation as violence online proved to be not more severe than in offline social relations. During the last 17 years, since the adoption of the Palermo Protocol, authorities at international and national levels have investigated and prosecuted trafficking cases, and aided victims. Nevertheless, every day thousands of people around the world are sold, lured with false promises and exploited. In Mexico, 10,000 young girls and women are said to be trafficked into cities for sexual exploitation every year. Trafficked victims suffer a wide range of sexual exploitation, physical and psychological violence, human rights violations including their right to dignity, and cruel and inhumane treatment, creating vulnerability and isolation. Commercial sexual exploitation of children (CSEC) is a form of violence in which children, mainly girls and female adolescents, are reduced to sexual objects for rent. In this study, we argue that the concept of who is an exploiter must be broadened to include everyone who directly or indirectly benefits from CSEC. This paper is based on life stories of 10 female residents from a shelter, which we call Casa Libertad (a fictitious name) in Mexico City, for female victims of violence. This report conceptualizes the effectiveness and benefits of utilizing the restorative justice model of Victim Offender Mediation (VOM) within the criminal and juvenile justice systems to serve the rights of victims, offenders, and society more justly. Victim Offender Mediation is discussed as a possible alternative justice model which reframes the victim-offender relationship to foster and respect the dignity and worth of each participant. This restorative justice model combats victims’ feelings of helplessness by giving them back their voice, while having the potential to specifically offer relief to those secondarily victimized by the legal system in cases of simple rape. This research explores the relationship between three different types of self-reported sexual victimization and subsequent mental health problems in a sample of incarcerated women. Previous literature establishes a link between victimization histories and poor mental health outcomes. This study focuses on sexual victimization experienced as a child, as an adolescent and as an adult, both individually and cumulatively, in relation to entering prison with a mental health diagnosis as well as reporting current depressive symptoms while incarcerated. Each type of victimization is significantly related to both prior mental health diagnosis and current depression in prison. Furthermore, there is an additive …

This paper compares two theoretical perspectives on deviance, the behavioral and interactionist. Although these two perspectives arise from separate disciplines and intellectual traditions, we will argue that their approaches to the study of deviance in general and to mental illness in particular share many basic similarities, as well as some important differences, and that an analysis of each helps us understand the limitations and strengths of the other.
