The Center for Social Policy (CSP) serves as a strategic learning and evaluation partner to The Boston Foundation (TBF). TBF’s investment and people and place-based initiatives seek to make sustainable, positive change through community and economic development in neighborhoods along the Fairmount-Indigo transit line in Boston. As part of the Resilient Communities/Resilient Families (RC/RF), CSP with Mattapan United and Millennium 10 (in Codman Square/Four Corners) to identify community priorities for neighborhood change. From 2013-2015, the Center team is evaluating these neighborhood change efforts, as well as other initiatives aimed at increasing economic well-being for neighborhood residents.

The Boston Foundation (TBF) seeks to improve the life trajectories for children and families living in Fairmount Corridor neighborhoods. The emerging Fairmount Strategy can be strengthened and achieve greater impact with rigorous information about how foundation activities and investments contribute to community change. To further this internal strategic learning, the Center for Social Policy (CSP) is conducting retrospective and prospective case studies of the Fairmount Strategy (2009-2015) focusing on one of the foundation’s central tenets: alignment.

Word On The Street: Instilling A Relationship Between Art And Community, Joyce Peseroff

The project “Word on the Street” will be integrated into ENGL 210: Introduction to Creative Writing. Beginning as a pilot in one course section in Spring 2014, the course will partner with the Black Seed Writers’ Workshop, a group of homeless writers supported by the Cathedral Church of St. Paul’s Wednesday Lunch Program. Professor Joyce Peseroff and Master of Fine Arts graduate student Teaching Assistants (TA) will participate in the Civic Engagement Scholars Initiative (CESI) to build capacity for course redesign, implementation, assessment, and scholarship.

Moving Home: An Evaluation, Center For Social Policy, University Of Massachusetts Boston

The Center for Social Policy (CSP) is carrying out an analysis of data on the housing situations of participants in the Moving Home program, which is run by the Bowery Residents’ Committee (BRC) in New York City (NYC). BRC is one of the largest, most comprehensive social service agencies in NYC, offering a client-focused continuum of 27 programs that serve 2,600 individuals daily. Launched in 2007, BRC’s Moving Home initiative applies an individualized, low-threshold model to transitioning chronically homeless men and women from the streets to permanent housing.

New Lease For Families: An Evaluation, Center For Social Policy, University Of Massachusetts Boston

The Center for Social Policy (CSP) was hired by the New Lease for Homeless Families to conduct an evaluation measuring specific outcomes of the unique housing interventions in their pilot program. New Lease for Homeless Families will connect 400 or more homeless families to affordable housing units provided by private and non-profit property owners over a two-year period. The infrastructure will then be in place to continue matching homeless families coming out of shelter to affordable housing units, which may change the larger systems of reducing family homelessness in Massachusetts.

The Campus Kitchen at the University of Massachusetts Boston (CKUMB) is a part of The Campus Kitchens Project. (CKP), a national network of student volunteers, works to rescue excess food to create meals for those in need. CKUMB opened in 2010 to provide meals for the Dorchester community. By taking the initiative to run a community kitchen, students develop entrepreneurial and leadership skills, along with a commitment to serve their community, that they will carry with them into future careers.

Theorizing More Inclusive Cities: A Relational Model Of Boundary Transformation And Urban Research Agenda, Leigh Graham

To generate more inclusive environments for marginalized urban communities of color demands a strategy that privileges symbolic boundary change and uses it as the inroad towards spatial changes. This paper theorizes a three step relational process of a) communicative democratic activism, b) "multicultural" capital brokers providing access to the policy making process, and c) practices of community building that reflect the role of cities as key sites for sociospatial boundary transformation. An emphasis on discursive and ideational change, relying on communicative democratic processes steeped in historical, comparative analysis opens up our minds towards different classification schemes for stigmatized groups. The 32 fellows in the 2013 Emerging Leaders Program (ELP) worked with community partners to investigate the theme, “Engaging and Expanding Communities".

They worked with six community partners, and identified ways to help them expand beyond their core stakeholders to a wider circle of stakeholders and broader potential impact. The fellows gave their time and professional skills to understand how to reach new business partners, new participants, new advisors, and new donors. This March, fourteen UMass Boston students traveled to the Pine Ridge Indian Reservation in South Dakota to address the pressing issues of poverty faced by the Oglala Lakota people by assisting in construction efforts such as repairing stairwells, building children’s bunk beds, and installing protective skirting around mobile homes to help increase the overall quality of life on the reservation. Researchers hypothesize that social capital in the United States is not just declining, but that it is declining across generations or birth cohorts. Testing this proposition, we examine changes in social capital using age-period-cohort intrinsic estimator models. Results from analyses of 1972–2010 General Social Survey data show 1) that informal association with neighbors declined across periods while informal association with friends outside of the neighborhood increased across birth cohorts; 2) that formal association was comparatively stable with the exception of relatively high levels of formal association among the early 1920s and early 1930s birth cohorts; and 3) that trust declined …

It provides low-income women with children with access to education, jobs, housing, and emergency services; fosters their personal transformation; and works for broader systems change. A large population of underserved students and residents in the City of Boston suffer from behavioral and/or discipline problems, as well as substance and/or alcohol abuse. A side effect of this behavior is the increasing instance of trash such as cigarette butts, condoms, syringes and packaging being discarded in public areas. The South Boston Youth Action Center (SBYAC) is tackling this problem by making the community aware of the locations and probable sources of this problem. The Elder Economic Security Standard Index measures the income that Massachusetts’ seniors need to maintain independence and meet basic living expenses. The sizable gap between Social Security benefits and living expenses occurs throughout Massachusetts, but is more substantial for singles than for couples. Those who are older, single, female or a member of a racial or ethnic minority group are exposed to especially high risk of falling short of Index values. The forty Fellows in the 2011 Emerging Leaders Program worked in collaboration with the Center for Social Policy at UMass Boston on their “reshaping poverty policy” initiative. The Fellows used their professional skills to analyze data and create awareness campaigns, in turn getting a deeper view of how their civic engagement can make a difference in addressing social issues that affect both businesses and communities. The Fellows examined factors that affect housing and family homelessness, working closely with three organizations: Boston Tenant Coalition, The Fair Housing Center of Greater Boston, and GoKids Boston.

Fortaleza, Brazil, is a city known for its extreme levels of social inequality in between the center of the city and the periphery. Over time, these have led to high rates of social problems among youth living on the outer reaches of the city, including truancy and lack of employability. This policy brief documents the participation of youth in India in civil society, the extent to which they uphold secular attitudes, and their perceptions about and participation in political processes. Findings from six states call for actions to promote youth participation, particularly the participation of young women, in civil society and political life. Programs are needed at the school, college, and community levels—through national service programs, sports, and other nonformal mechanisms—that encourage civic participation, incorporate value-building components, and reinforce secular attitudes and values that espouse responsible citizenship. This photo essay is the product of a partnership between Prof. Krista Harper, the Sajó River Association for Environment and Community Development, and community organizer Judit Bari. The project took place in a small city in northeastern Hungary hit hard by factory closings since the collapse of state socialism in 1989. The Roma community, about 20% of the town’s population, has been especially vulnerable. A team of six young people participated as photographers and discussion participants, working closely with Harper and Bari. Other community members joined discussions of the images.
