Children in care face a breakdown of the family unit, which often puts them at risk of becoming victims to complex developmental trauma, insecure or disorganized attachments, and even the delinquency system. There are 424,000 children in the United States foster care system that face these dangers (Children’s Rights, 2021). This study articulates the iterative development of an intervention called Strengthening Youth Networks and Coping (SYNC), which is designed to target coping self-efficacy and help-seeking intentions and behaviors among youth in foster care. The overarching goal is to design an intervention that will be a feasible and acceptable enhancement to existing child welfare services, and that will address modifiable determinants among adolescents involved in child welfare system that are related to elevated risk for mental health challenges, limited support network capacity, and service disengagement after exiting foster care. Foster parents need to be trained in trauma-informed approaches and how to identify previous traumas in order to understand how their foster children’s past experiences of abuse or neglect manifest as mental disorders, social challenges, or behavioral concerns. Warning signs for depression or post-traumatic stress disorder should be noted, and youth should be taught how to foster healthy relationships in order to prevent substance abuse, irresponsible sexual activity, or academic failing. Foster parents can provide additional support by creating reasonable expectations for their foster children, teaching effective coping skills, and connecting with available resources.

Youth elopement from out-of-home placement settings, an act colloquially referred to as AWOL, is a frequent and extremely risky outcome for youth and a key concern for child welfare entities. AWOL is hypothesized here as a maladaptive coping response to the experience of out-of-home placement as a crisis-inducing event. Conceiving of AWOL as a response to a crisis state redefines apparent risk factors as crisis origins and enables an understanding of which youth may experience a removal and out-of-home placement event as crisis inducing. The study of attachment in middle childhood, especially among foster and adoptive children, is a critical and timely one. An assessment that helps us understand the behavioral manifestations of attachment for these children, while considering the link with caregiving behavior and parental reflective functioning (PRF) can help to provide effective and efficient intervention leading to security and relational healing. In 2015, over 427,000 children were in foster care and the largest population were in California's system. Of those children, more than 9,400 were prescribed psychotropic medications. Increases of psychotropic medication use have led to investigations and findings of medication oversights in foster care. Medication oversights included medication nonadherence, which was linked to an increase of problematic behaviors in foster children. In this study, the researchers explored child welfare workers’ perceptions on placement changes for youth in foster care and the impact these changes had on youths’ overall outcomes. Using a Post Positivist paradigm, qualitative research was completed using snowball-sampling procedures. The researchers conducted in-depth interviews with sixteen members from their personal networks of child welfare social workers that have direct contact with foster youth. The research participants included current child welfare social workers from two counties in Southern California. The study’s findings suggest that children’s behaviors and foster parents’ reactions to those behaviors impacted placement changes. Further, participants felt that …

Annually, in Minnesota, thousands of children enter the foster care system. The objective of this study was to use a trauma-informed lens to explore supports that are available to children, biological family members, and foster providers. Questions regarding the strengths and limitations of particular supports were also explored. This study used a qualitative design with five semi-structured interviews of mental health professionals. The purpose of this study is to investigate the impact of an Independent Living Program in upstate New York on foster and homeless youths’ ability to successfully transition to independence. The quantitative portion of this mixed methodology study examines whether or not the program as a whole had any effect on the progress of youth in the domains of employment, housing and education. The results indicate that greater number of days in the program and a thorough discharge plan were associated with positive outcomes for youth. This study presents findings on elementary teacher’s relationship with foster youth, whether teachers are able to use an empowerment approach to build trust and improve outcomes. This study was quantitative and measured the key variables through a descriptive design. Specifically using Qualtrics which tested the key variables of empowerment, trust, and improved outcomes. Also, Qualtrics described the findings through bar graphs and the researcher interpreted this through univariate statistics specifically. Significant findings were found towards teachers making a positive impact on foster youth.

Youth participants reported satisfaction with services and positive feelings about the smartphone.

The youth participants felt that the smartphone gave them a “voice” and control over the people with whom they wanted to talk.

Certain phone restrictions developed by project leadership were unenforceable.

Youth had certain expectations about the phone and its use but when the phone did not work or was “locked” (e.g., for data overuse) it created friction between the youth and their service provider.

Multi-dimensional social support is an important factor in any positive transition into young adulthood, and youth who are exiting foster care ideally receive comprehensive social support from a range of informal and formal sources. Yet the social networks of transition-age foster youth are likely influenced over time by child welfare involvement, which can weaken or disrupt natural support relationships, while introducing service-oriented relationships that are not intended to last into adulthood. This article discusses judges’ perceptions of Court Appointed Special Advocates (CASA) programs in the rural state of Nebraska, as reported in two online surveys. The goal of CASA is “to train and support volunteers in advocating for safe and permanent homes for abused and neglected children” (CASA for Children, 2013). One survey investigated the opinions of judges presiding in Nebraska counties that did not yet have a local CASA program; another was administered to judges in counties that did have a CASA program. The purpose of this qualitative study was to determine the factors which helped these foster care alumni to persevere and to succeed. The intent was to provide a framework for equipping youth in foster care more effectively by building on their strengths and the resources available in foster care. Surrogate parents are appointed to represent children with disabilities whenever the birth parents or guardian of a child with a disability cannot be identified, located, or when the child is in the custody of the state. They have all the rights of birth parents for educational matters, e.g. permission for evaluation and placement, release information and request for educational hearing. The primary responsibility of surrogate parents is to ensure that children with disabilities are provided with a free, appropriate public education. The lack of culturally appropriate health and mental health care has contributed to the large number of African American youth and families involved in the child welfare system. This article reviews the consequences of the insufficient access to culturally sensitive, evidence-supported interventions for African American foster youth. The authors describe a framework for the development of culturally appropriate mental health interventions responsive to the needs of African Americans.

The focus of the study was the disproportionate number of African American children in the foster care system. The hypothesis stated that drug and alcohol use, and differential sentencing of incarcerated parents have lead to African American children being removed from their families more often than others.
