The mission of the Court Appointed Special Advocates of Santa Cruz (CASA) program is to provide children in the foster care system a volunteer advocate who spends time with the child to ensure they are receiving the services they need (CASA of Santa Cruz County, 2019). The problem addressed is the high volume of foster children in Santa Cruz county and the three causes of the problem are substance abuse, poverty, and abuse and neglect. Infusing Culture Into Practice: Developing And Implementing Evidence-Based Mental Health Services For African American Foster Youth, Harold E. Briggs, Bowen Mcbeath

The lack of culturally appropriate health and mental health care has contributed to the large number of African American youth and families involved in the child welfare system. This article reviews the consequences of the insufficient access to culturally sensitive, evidence-supported interventions for African American foster youth. The authors describe a framework for the development of culturally appropriate mental health interventions responsive to the needs of African Americans.

The focus of the study was the disproportionate number of African American children in the foster care system. The hypothesis stated that drug and alcohol use, and differential sentencing of incarcerated parents have lead to African American children being removed from their families more often than others. These factors also reduced the likelihood of these children returning to their families, thus keeping them in the foster care system longer than any other group of children.

This study explored social workers' views (attitudes and perceptions) on reasons and causes for disproportionality among African American children in the child welfare system. This study contributed to social work practice, policy, and research because it is the first study of its kind for Riverside County where information is readily available to understand the reasons and causes for disproportionality among these children according to social workers.
