Automatic Deposits For All At Birth: Maine's Harold Alfond College Challenge, Margaret M. Clancy, Michael Sherraden

The first statewide Child Development Account (CDA) in the United States announced a major change in strategy to automatically enroll all newborns. Evidence from CDA research has contributed to the decision by the College Challenge to remove its original opt-in requirement—in which parents must enroll their newborns in the state’s 529 college savings plan to receive a $500 grant—in favor of universal enrollment—in which every child is enrolled automatically at birth with a $500 grant.

Although statutory rape laws were initially developed to protect youth from coercion by adults, youth are sometimes also prosecuted under these laws. This article investigates public attitudes regarding sanctions for youth engaging in sexual behaviors with peers. Hierarchical linear modeling was used to determine if age and gender of the offending youth, and sexual orientation of the relationship,has an impact on the public's level of agreement for sanctioning youth for three types of sexual behavior: intercourse, oral sex, or touching. Identity, understood from many vantage points, is continually evolving based on relationship experiences, including those relationships established in social and behavioral research. Whether rendered anonymous in large quantitatively-studied samples, or intimately known in qualitative studies, those contributing to science in a role termed “subject” receive, through the research, definitions of their identities. Because those identities are part of published social research, identities created in the research process become part of the public discourse about persons in the “subjects’” situations, and also influence policies that in turn influence persons’ lives. Gender Differences In Material, Psychological, And Social Domains Of The Income Gradient In Mortality: Implications For Policy, Peter Muennig, Meghan Kuebler, Jaeseung Kim, Dusan Todorovic, Zohn Rosen

We set out to examine the material, psychological, and sociological pathways mediating the income gradient in health and mortality. We used the 2008 General Social Survey-National Death Index dataset (N = 26,870), which contains three decades of social survey data in the US linked to thirty years of mortality follow-up. We grouped a large number of variables into 3 domains: material, psychological, and sociological using factor analysis. We then employed discrete-time hazard models to examine the extent to which these three domains mediated the income-mortality association among men and women. Overall, the gradient was weaker for females than for males. …

We examine here the essential elements and program design of all state 529 savings-match programs as well as the application process and other policy considerations. Like other state programs, 529 savings incentives inevitably reflect the unique demographics, economics, and political makeup of a particular state. This report provides details about inclusive savings-match program features and strategies that could make 529 plans more widely accessible to families of all incomes.

Presently alcohol policy in India takes a moral stand rather than a scientific approach towards understanding and dealing with the problem of alcoholism. To effectively address this social problem in India, public policy must take into account the nature, extent of the problem and the context in which it occurs. This literature review examines the nature, prevalence and impact of alcohol use and misuse in India, within its historical and cultural contexts, as a beginning step to inform policy. Recommendations for practice and future research directions are suggested.

An important frontier in savings policy and research is the effectiveness of accounts at birth. This paper presents ideas and initial findings from the experience of American Indian nations—America’s first asset-builders—with such policies. It describes the motivations for creating “minors’ accounts,” which are offered by approximately 70 tribes. These tribes are the only jurisdictions in the nation to offer universal, unrestricted accounts for children. Increasingly, they also are using conditions and incentives to promote their policy goals. Child Development Accounts (CDAs) as a matter of policy have existed for some time, though predominantly in developed countries. While there are at least a few government social programs with CDA components in the developing world, such policies have yet to gain significant traction. This paper finds that despite this lack of policy movement, CDAs do exist in developing countries in a variety of forms and delivered by a diverse group of institutions. Government-linked institutions (such as savings and post banks); non-governmental institutions (such as credit unions and NGOs); and commercial financial institutions are all innovating in CDA design and …

Individual Development Accounts (IDAs) are matched savings accounts that encourage asset development for individuals and families with low incomes. Unique program data from an IDA program serving 758 Native Hawaiians were used to model the probability of participating in and graduating from the IDA program. Multivariate logistic regression models show that children in the household, lack of vehicle ownership, and savings goal (education) were associated with a reduced likelihood of program participation. Participants who owned homes and had relatively high savings balances prior to starting the program were more likely to graduate. Additionally, Maui participants were more than three times …

Several countries, including Canada, Singapore and the United Kingdom, have enacted asset-based policies for children in recent years. The premise underlying these policies is that increases in assets lead to improvement in various child outcomes over time. But little existing research examines this premise from a dynamic perspective. Using data from the NLSY79 mother and child datasets, two parallel process latent growth curve models are estimated to examine the effects of parental asset accumulation on changes in children’s math and reading achievement over six years during middle childhood.
