Afandamental economic and social principle embedded in the American psyche remains the value of shelter. However, housing policy is the result of a complex exchange among economic, political, and social agendas competing for attention within the multiple levels of local, state, and federal governments. This article intends to capture what we consider afea of the significant initiatives since 1980 that reflect these tensions and comprise our current housing policies and directions. Furthermore, we suggest additional housing issues that may need to be addressed by the next presidential administration.

In 2006, the Office of Elder Services requested the assistance of the Muskie School in developing an assessment of long term care service use in Maine. This report provides baseline information on the demographic characteristics, participant characteristics and service use trends for people accessing long term care services in this State.

For purposes of this report, we have excluded people with MR/DD. Long term care services do not include community support services for people with mental illness.

In response to the growing rural-urban inequality, China is undertaking a series of policy initiatives to promote rural development. In addition to redistributive policies aiming at social protection, asset-based policy, which integrates social protection and social investment, is another viable option for progressive rural development. In 1998, the Hutubi local government in the Xinjiang Uygur Autonomous Region of China implemented an innovative retirement program which allows account holders to use accounts as legal collateral to borrow small loans and invest in productive assets such as farming supplies and equipment, education, and small businesses. On an individual and family basis, the Earned Income Tax Credit (EITC) has important poverty alleviation characteristics. Few populations or places in the United States are as needful of the dollars provided by EITC receipt as Indian Country. The receipt of EITC will not alleviate poverty in Indian Country alone, but can be a viable start by providing thousands of dollars to families in Native communities. During the two years this project has been underway, more than 9,000 tax returns have been filed at 14 Voluntary Income Tax Assistance (VITA) sites serving Indian Country. The earned income tax credit (EITC) has become a central element in a suite of programs and polices that promote “asset building” for the poor. Increasingly, it has become a way not only for individuals but also communities to turn their economic circumstances around. The Center for Social Development in collaboration with Kathryn M. Buder Center for American Indian Studies engaged ten Native community organizations currently providing free tax preparation services in a study that examined uptake and potential uses of Earned Income Tax Credit (EITC) income by Native people. Notwithstanding the far reaching intellectual and practical contributions of Bandura’s theory of self-efficacy, researchers have suggested that it may not adequately address the role of institutions. This paper suggests that traditional measures of self-efficacy underemphasize institutional factors. This may have important implications, especially for considering the circumstances of disadvantaged groups. It may be productive to think of self-efficacy as a multidimensional construct that includes personal and institutional dimensions. Using an interdisciplinary approach, we examine how self-efficacy theory can be expanded to account for the social and economic realities of disadvantaged groups and lead to empirical work that can inform policy …

The Adoption and Safe Families Act (P.L. 105-89; ASFA) passed into federal law in 1997. ASFA emphasized child protection over family preservation, and introduced reforms intended to increase the likelihood and the speed with which children in the child welfare system attain a permanent home. This article details two provisions of the law, concurrent planning and reunification exception, and explores challenges in their implementation. These provisions have the potential to shift the nature of how child welfare services are delivered, and which families will receive them. An examination of implementation in the state of California suggests there is a need …

Diffusion of a policy innovation from one state to another is an important component of social change. Several theories and models have been developed to explain how and under what circumstances policy innovation and diffusion occurs. This paper examines the policy diffusion process through the case of Individual Development Accounts (IDAs), a policy innovation designed to provide matched saving opportunities for low-income people to accumulate assets. While our examination supports several of the prominent theories of policy diffusion, we suggest that a fusion of policy theories may better guide policy makers in more adequately predicting and executing the diffusion of …

This paper presents findings from the Illinois Hispanic Family Profile and from Latino Consortium Round Table discussions regarding the unique linguistic, cultural and transnational issues present in child welfare practice with Latino families. To provide a knowledge base for program planning and casework with Latino families, this paper describes the Latino population as a whole, the characteristics of Latino children and families involved with the child welfare system, and innovative Latino child welfare initiatives in Illinois. Policy, practice, and research implications and recommendations are presented.

Microenterprise Performance: A Comparison Of Experiences In The United States And Uganda, Margaret S. Sherraden, Fred M. Ssewamala, Cynthia K. Sanders

This article compares microenterprise performance in the United States and Uganda. In-depth interview data and published sources suggest that many of the same factors affect business performance in both countries although scale and details vary considerably. Micro, mezzo, and macro strategies are proposed to maximize entrepreneurial effort, reduce barriers, and strengthen institutional and policy support in both contexts.

Children’s allowances, a common feature of twentieth century welfare states, are cash grants to families with children. The concept of a government-provided monthly cash benefit to foster income security for all children has never had widespread political appeal. This report traces the history of children’s allowances in other nations to see what can be learned about child support policies.

Raising asset limits and creating individual development accounts have been proposed in welfare reform. In part the rationale for these proposals is that assets have positive effects on attitudes and behaviors, including long-term planning, greater work effort, and improved social connectedness. The Panel Study of Income Dynamics (PSID), between 1968 and 1972, included a wide range of attitude and behavioral measures.
