The development and pollution of two rivers, the Danube and Tisza, have been the site and subject of environmental protests and projects in Hungary since the late 1980s. Protests against the damming of the Danube rallied opposition to the state socialist government, drawing on discourses of national sovereignty and international environmentalism. The Tisza suffered a major environmental disaster in 2000, when a globally financed gold mine in Romania spilled thousands of tons of cyanide and other heavy metals into the river, sending a plume of pollution downriver into neighboring countries. Introduction In the late 1990s, Hungarian politicians, environmentalists, and agricultural lobbyists weighed the pros and cons of allowing genetically modified (GM) food and seeds to enter the Hungarian market. Starting around 1994, a small group of Hungarian environmentalists began researching GM issues. Initially, they feared that as a post-socialist country seeking foreign investment, Hungary would become prey to multinational corporations seeking an ‘emerging market’ with a lax regulatory environment. Im Oktober 2000 hat die Europäische Kommission eine Sondierung zur Patentier-barkeit software-bezogener Erfindungen eingeleitet. Gegenwärtig beraten die Mit-gliedstaaten des Europäischen Patentübereinkommens beim Europäischen Patent-amt darüber, ob die diesbezüglichen Einschränkung für die Patentierung aus dem Patentübereinkommen gestrichen werden soll. Hintergrund dieser Diskussionen ist die Befürchtung, dass das Fehlen EU-weit einheitlicher Rechtsvorschriften die Wettbewerbsfähigkeit und das Wirtschaftswachstum der Europäischen Union hemmen könnte [4, 5]. Auch der im Frühjahr 2002 vorgelegte Richtlinienvorschlag der Europäischen Kommission wird kontrovers debattiert; eine Lösung die den In-teressen aller betroffenen Akteure berücksichtigt scheint auch heute noch in weiter Ferne zu sein [8].

The importance of information and communication technologies in everyday life is increasing strongly. The growing penetration of PCs in households and offices and the almost ubiquitous use of mobile communication devices are vivid examples for this development.

The key drivers influencing the penetration, usage patterns and specific energy consumption of IC-equipment were examined and a bottom-up analysis of the direct energy consumption of ICT-equipment in households and offices was made for 2001 resulting an energy demand of 38 TWh. For many years I have taught at a small liberal arts college in Southern California. When first-year students arrived at the college in the early 1970s, they settled into the usual things that occupy freshmen. A few weeks would go by, and then they would make a remarkable discovery: tall mountains would appear to the north as autumn weather dissipated the heavy blanket of smog that had obscured them. The US manufacturing extension partnership (MEP) is examined as an example of the new partnership paradigm in US technology policy. The MEP provides technology assistance services, particularly for small and medium-sized enterprises. Influenced by aims to reinvent government and reorient technology policy, the MEP seeks to be comprehensive, collaborative, and demand-driven. However, the MEP’s partnered management style is constrained by political and industrial systems that continue to operate on traditional lines. After probing these tensions, the paper offers insights for the MEP’s future development and for other technology and innovation policies that seek to emulate the MEP’s partnership approach.
