The Cambodia Mine/UXO Victim Information System (CMVIS) is an organisation of the Cambodian Red Cross (CRC) and Handicap International (HI) established to provide the continuous and systematic collection, analysis, interpretation and dissemination of information about mine and UXO casualties in Cambodia.

This evaluation of the CMVIS was conducted by an external consultant, Steven Mellor, during September 2002 under the supervision and at the request of Handicap International Belgium. The demining pair were clearing a lane as a team with one doing the detection and the other clearing the vegetation. The pair had just changed around after detection. The victim moved to the top of the clearance lane to re-position the red string lines and begin clearing vegetation and spoil from the next part of the lane prior to detection. This dissertation sets out to assess how the global community has dealt with landmines and the damage they are having on the population. The study analyses the development of two programmes in particular in Cambodia and Mozambique - and then considers the influences that culture and organisational structure have on those organisations. Taking these lessons, the study analyses the best methods of implementation and recommends a number of areas worthy of consideration in the development of future mine action organisations.
