A day-long conference, Dateline: The West, was held December 6, 2002 at Boise State University and was presented by the Andrus Center for Public Policy, the Idaho Statesman, and the Gannett Co. Pacific Group. The purpose of the gathering was to explore how news organizations make decisions about what to report and why, and how those decisions, in turn, affect public opinion and public policy decisions, which are often made far from the west.

Over the past decade there has been an increasing national emphasis on the participation of individuals with disabilities in the labor force. This concern was recognized through Executive Order No. 13078 signed by President Bill Clinton in March 1998, establishing the Presidential Task Force on Employment of Adults with Disabilities. The Task Force was charged with a mission "to create a coordinated and aggressive policy to bring adults with disabilities into gainful employment at a rate that is as close as possible to that of the general adult population" (Section 1 (c)). Many state Medicaid agencies are playing a greater role in multi-agency efforts to promote employment for people with disabilities. This brief uses data from the National Survey of State Systems and Employment for People with Disabilities to explore the varieties of collaboration Medicaid agencies are using and the agencies they are collaborating with.

At some time between 05:50 and 05:55 whilst travelling south, the rear right wheel of the 110 detonated an AT mine. The vehicle was thrown forward and through an arc of 180° coming to rest facing approximately north 5 metres from the point of impact. The driver [Victim no.1] exited the vehicle by the drivers side door. [Victim no.2] exited through the windscreen area (the entire window and rubber surround having been blown out).

The incident occurred after the rear right wheel of the [Demining group] Land Rover 110 travelled over the top of an anti-tank mine, possibly a Belgian PRB-M3 minimum metal anti-tank mine buried at depth of less than 10cm, causing it to detonate. The mine had been missed by two mine detection dogs who had previously searched the lane in both directions.

At 12:25 the whistle for changeover was blown and the teams started the change over. This was also the change over for the last shift for the day as the demining operation stops at 13:00. The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. The Rhino is a tracked tilling vehicle custom designed and built from the ground up. The working tiller consists of two horizontal drums, stacked one overtop of the other. The drums are studded with commercially available, asphalt shredding chisels. The lower drum counter rotates against the direction of vehicle travel, excavating soil and objects from burial depths of 25 – 35 centimeters. The excavated soil and constituent objects are carried up the face of the lower, digging drum and into the 1 to 5 centimeter gap between the lower and upper drums. In cities across America, outdoor mural paintings have brought public art to the urban landscape. Paint and politics have been splashed upon city walls for decades, replacing bleak, often graffitied, exteriors with vibrant color. But this transformation runs deeper than the artistry of the murals; the real works of art are the changes these collaborative projects inspire within communities. Mural projects mobilize communities to articulate dreams, express frustrations, and most importantly, consider strategies for change. Thus, they are a worthy consideration for public policymakers. Prescription drug prices have climbed to unaffordable levels in recent years, creating a serious public policy problem for lawmakers at both the state and federal levels. The U.S. Medicare program only covers the costs of inpatient prescription drugs, and only seventy-five percent of beneficiaries are receiving coverage through some other means. But because of the tremendous power of the pharmaceutical industry on Capitol Hill, lawmakers in Washington have been unable to agree upon a workable solution. In 1993, Massachusetts Governor William Weld and Boston Mayor Thomas Menino approved the “Back to the Beaches” project, a seven-year, $30.5 million public project to restore nineteen Boston Harbor beaches. Today, these sites have new, cleaner sand, improved access, and new amenities and facilities now ready to offer additional opportunities for recreation. People are coming back to the Boston Harbor beaches in numbers significantly higher than a decade ago. Some details can be inferred from the information released. For example, the injury implies that the victim’s visor was not being worn in the correct manner, and the loss of one eye and severe injury to the other implies a severe facial injury.

This thesis details an analysis of metal detectors (low frequency electromagnetic induction devices) with emphasis on Frequency Domain (FD) systems and the operational conditions of interest to humanitarian demining.

After an initial look at humanitarian demining and a review of their basic principles we turn our attention to electromagnetic induction modelling and to analytical solutions to some basic FD direct (forward) problems. The second half of the thesis focuses then on the analysis of an extensive amount of experimental data.
