The victim was told to get a marking stick by his supervisor. While he was doing so, he stood on the "booster" of a PMN-2 that had been "destroyed" on 20th December 1996. The "booster" had lain hidden in a clump of grass 2m (or 4m on an attached sketch-map) from where the mine was "destroyed". The "booster" left a crater of 10cm diameter x 5cm deep.

The demining team were clearing land so that an NGO could build a road. There was a deserted house at the site. The area was densely vegetated and strewn with a large number of fragments. Victim No.1 was a detector man. His partner cleared some vegetation and then returned to the rest area. Victim No.1 tested the detector a second time and went to sweep the area.

A director of the demining company was interviewed about this accident on 15th December 1998. From memory he reported that the victim had been clearing a mine-belt at a village. The victim was a deminer and had just investigated a detector reading and found a fragment when the accident occurred. Without rechecking the area with his detector, he advanced and stepped on a Gyata-64. His foot was blown off but he had no other significant injuries.

The investigators were unable to approach the accident site when they visited on 2nd December 1996. They returned on 5th December when the area had been re-cleared. Their report stated that the demining group were working on two sites, with 18 men at one site and seven men working at the other. The report gave a timetable of events which indicated that the team started work at 06:00 and the accident occurred at 07:05 when the victim "prodded onto" a PPM-2. By 07:09 the victim had been carried to a safe area by two colleagues and was receiving treatment from the medic. The deminer "took deep blast wound to the area between the thumb and forefinger" of his left hand. The medic did not administer painkillers but "packs wound on the hand".

Despite the predominance of homeownership, general equilibrium urban models assume that rents flow to absentee landlords or are redistributed to residents. This paper explores open urban models with more realistic forms of land ownership, namely ownership of shares in a land corporation and individual home ownership. These models, which produce capital gains and losses for residents, can yield different comparative static results than previous open models, with post-shock bid functions that are flatter at the periphery or steeper at the center. Relatively little research has been conducted that focuses on the housing situation of Asian and Pacific Islander Americans (hereafter generally referred to as Asian Americans), especially on the national level. From a review of about 30 articles and reports over the past decade that examine racial/ethnic housing situations nationally, only one specifically addressed housing problems of Asian Americans (Hansen, 1986) while two others included Asian Americans along with other populations of color. Of the remaining articles, most used the terms race, racial discrimination, or segregation in their titles, yet did not include Asian Americans in the studies. Of particular note, …

The problems of Connecticut, this author believes, parallel those of Nigeria, which are described by Chinua Achebe in The Trouble with Nigeria. Both places may be considered dirty, callous, ostentatious, and dishonest. The causes of these and other defects are also similar: unusually large disparities in living standards, high cost of living, localism, and lack of leadership. In Connecticut, gross inequities in taxation seem to intermingle with and reinforce all these roots of unpleasantness.

In the November 8, 1994, state election, Massachusetts voters approved a question placed on the ballot by initiative petition passing a law that effectively outlawed rent control throughout the commonwealth. This law had its most dramatic effect in Cambridge, where a stringent rent control system had been in effect since 1970. U.S. welfare reform initiatives are based on the assumption that the primary barriers to economic independence are individual deficits. However, the policy does not adequately account for situational and personal factors necessary for a successful transition from welfare to work. The 1980s have been characterized as a time when the “rich got richer and the poor got poorer.” Using a cross-over point methodology used in several recent studies, we show how sensitive the measurement of winners and losers can be to seemingly small differences in methodological practice. Specifically, we show sensitivity to the years compared, the income sharing unit chosen, and the inflation index used. Our results show that these and other studies of economic well-being exaggerate losses by mixing cyclical with cross-cycle effects

It looks at the situation which faces the Central Mine Action Office (CMAO) and the possibilities to improve the situation. The complicated relationship between CMAO and the National Institute for the Removal of Obstacles and Explosive Ordnance (INAROE) is of main concern. The aim was to draft an agreement between CMAO and INAROE and to assess the institutional structure in which CMAO was operating, to indentify problems, and to recommend an effective and sustainable alternative structure.

The American system of welfare for families with children is a partnership between the federal and state governments. Under this partnership, the federal government establishes the basic eligibility policies for the Aid to Families with Dependent Children (AFDC) program, the principal program providing cash assistance to poor families. States determine payment levels and administrative policies. Costs are shared through a formula reflecting each state’s ability to pay.

To encourage policy experimentation by the states, a section of the act creating the AFDC program allows the Secretary of the Department of Health and Human Services to waive some provisions. This became …
