In just four decades, the Wal-Mart Company has transformed the retail sector, infl uenced the way we shop and work and shaped the nation’s rural, suburban and urban communities. Now Wal-Mart Supercenters, vast stores that house full-scale grocery stores within their walls, are beginning to affect the food system. After summarizing Wal-Mart’s labor and land use impacts, this working paper addresses an issue that has received less attention: the implications of the Supercenter model of food retailing on food access. “I Read My Twitter The Next Morning And Was Astonished” A Conversational Perspective On Twitter Regrets, Manya Sleeper, Justin Cranshaw, Patrick Kelley, Blase Ur, Alessandro Acquisti, Lorrie Cranor, Norman Sadeh

We present the results of an online survey of 1,221 Twitter users, comparing messages individuals regretted either saying during in-person conversations or posting on Twitter. Participants generally reported similar types of regrets in person and on Twitter. In particular, they often regretted messages that were critical of others. However, regretted messages that were cathartic/expressive or revealed too much information were reported at a higher rate for Twitter. Regretted messages on Twitter also reached broader audiences. In addition, we found that participants who posted on Twitter became aware of, and tried to repair, regret more slowly than those reporting in-person regrets. …

Immigration regulation is defined here as any policy that has the objective of encouraging or discouraging immigration. There are two major categories of immigration regulation: those policies that directly affect the inflow of immigrants and those that influence the everyday lives of immigrants and processes related to the acquisition of legal permanent residency or citizenship. Immigration regulation is quite diverse across time and space; immigration policy is fluid and dynamic and is affected by socioeconomic, cultural, and political factors. A New Face Of Poverty? Economic Crises And Poverty Discourses, Helen Erler

This article explores how economic downturns shape poverty knowledge. Utilizing a content analysis of 689 articles from three major newspapers from 2006 to 2009, this article examines how the Great Recession has shaped discourses on the meaning and causes of poverty in the United States. I find that contemporary accounts of people in poverty employ a structural/contextual narrative more often than a psychological/moral narrative and focus more on the symbolic, rather than material, aspects of poverty. This study highlights how economic crises create a space for new poverty discourses to emerge that challenge the hegemonic narrative, which stigmatizes and Otherizes …

A new form of online citizen participation in government decisionmaking has arisen in the United States (U.S.) under the Obama Administration. “Civic Participation 2.0” attempts to use Web 2.0 information and communication technologies to enable wider civic participation in government policymaking, based on three pillars of open government: transparency, participation, and collaboration. Thus far, the Administration has modeled Civic Participation 2.0 almost exclusively on a universalist/populist Web 2.0 philosophy of participation. In this model, content is created by users, who are enabled to shape the discussion and assess the value of contributions with little information or guidance from government decisionmakers. …

Community development corporations (CDCs) play a central role in addressing the foreclosed housing crisis in America’s urban neighborhoods. The success of CDCs, however, is closely tied to market forces, neighborhood characteristics, and policies at multiple levels, as well as factors internal to CDCs. What factors support or impede the success of CDCs that operate in such complex environments? We examine the experiences of two CDCs serving two small, ethnically diverse cities in Massachusetts regarding resources, policy, practices and local markets related to neighborhood revitalization. A multi-site case study applies value-focused thinking methods in a community engaged research framework within three organizations. All three organizations are community development corporations (CDCs), a type of community based organization (CBO) who direct assets and efforts toward housing stock and neighborhood improvement. Objectives hierarchies were developed for the three sites. A set of common aspects of these structures suggest ways to operationalize the generic mission of CDCs. Other aspects which vary across sites can be related to specific characteristics of the organizations and the communities in which they operate. As Americans increasingly worry about their retirement prospects, states play an important and growing role in retirement security policy. States already manage long-term care programs for the elderly through Medicaid. Concerned about the impact of future elder poverty on state and local budgets and their local economies, a number of states are exploring the creation of low-cost and low-risk retirement savings plans for private sector workers who lack access to pensions or 401(k)s on the job. Some states have developed programs to help older workers find work.

Increased rates of mortgage foreclosures in the U.S. have had devastating social and economic impacts during and after the 2008 financial crisis. As part of the response to this problem, non-profit organizations such as community development corporations (CDCs) have been trying to mitigate the negative impacts of mortgage foreclosures by acquiring and redeveloping foreclosed properties. We consider the strategic resource allocation decisions for these organizations which involve budget allocations to different neighborhoods under cost and return uncertainty. Based on interactions with a CDC, we develop stochastic integer programming based frame- works for this decision problem, and assess the practical value …

Administrative structure can shape bureaucratic process, performance, and responsiveness and is a particularly important consideration when new bureaucratic functions and programs are being established. However, the factors that influence the assignment of these functions to specific government agencies or departments are understudied, particularly at the local level. The absence of empirical evidence regarding bureaucratic assignment in local government limits understanding of institutional design and the organizational choices available, particularly as they relate to specific policy areas. Community development corporations seek to stabilize neighborhoods affected by the recent foreclosure crisis through acquisition and redevelopment of distressed properties. One rationale for this work is the alleviation or avoidance of negative foreclosure impacts. We estimate the lost value to proximate properties associated with a single foreclosure through a Markov chain representing probabilistic transitions between foreclosure stages. We apply our model to a case study of foreclosure properties in Chelsea, MA. A rank ordering by estimated property value impacts indicates significant potential gains in social value as compared to current community development practice. We extend our basic model to address …
