The U.S. Census Bureau reports on business patterns by Milwaukee County zipcode areas. While 16 percent of the county's population resides in five central city zipcode areas (53204, 53205, 53206, 53212, and 53233), only 8 percent of food stores employing 100 or more workers in 1992 were located in these areas. At the same time that the five central city zipcode areas had over a third (34 percent) of the so-called "ma and pa" food stores, employing fewer than 5 workers, they had only 13 percent of the larger stores with $1 million or more annual sales in 1992. Many of Wisconsin’s current and proposed welfare policy changes impacting AFDC are based on a simple caseload reduction model which combined a very strict work requirement with AFDC benefit reductions with the goals of reducing AFDC costs, caseloads, and new applications for assistance and slowing in-migration to Wisconsin. This paper attempts to assess the impact of these policies on families in Milwaukee County who are currently receiving AFDC and to estimate the residual population who will likely be subject to the “W-2” Wisconsin welfare regulations. This report assesses the current use and availability of child care as well as estimating potential demand for child care under W-2. The analysis focuses on Milwaukee County and examines the challenges facing local agencies and community organizations as they seek to provide adequate child care for parents entering the labor force, expanding their work hours, or participating in mandatory community service activities.
