Shelter Poverty: Housing Affordability Among Asian Americans, Michael E. Stone

Relatively little research has been conducted that focuses on the housing situation of Asian and Pacific Islander Americans (hereafter generally referred to as Asian Americans), especially on the national level. From a review of about 30 articles and reports over the past decade that examine racial/ethnic housing situations nationally, only one specifically addressed housing problems of Asian Americans (Hansen, 1986) while two others included Asian Americans along with other populations of color. Of the remaining articles, most used the terms race, racial discrimination, or segregation in their titles, yet did not include Asian Americans in the studies. Of particular note, …

The Trouble With Connecticut, Kenneth J. Long

The problems of Connecticut, this author believes, parallel those of Nigeria, which are described by Chinua Achebe in The Trouble with Nigeria. Both places may be considered dirty, callous, ostentatious, and dishonest. The causes of these and other defects are also similar: unusually large disparities in living standards, high cost of living, localism, and lack of leadership. In Connecticut, gross inequities in taxation seem to intermingle with and reinforce all these roots of unpleasantness.

In the November 8, 1994, state election, Massachusetts voters approved a question placed on the ballot by initiative petition passing a law that effectively outlawed rent control throughout the commonwealth. This law had its most dramatic effect in Cambridge, where a stringent rent control system had been in effect since 1970. The success of the petition was realized primarily through the grassroots efforts of a coalition of small-property owners in Cambridge who felt aggrieved by the city's rent control system. Despite the projected growth in the number of older Americans who will use nursing home services as the baby boom generation ages, there is little information about the total amount of time we can expect people to reside in nursing homes. I estimate individuals’ lifetime use of nursing home services using data from the 1984-1990 Longitudinal Study of Aging and the 1982, 1984, and 1989 National Long-Term Care Survey. A Markov model of functional status was used to estimate monthly functional status transition probabilities. Discrete-time hazard models were estimated to determine characteristics that were associated with nursing home use. Microsimulation …

One of the most promising areas in cross-cultural psychology is the development of identity among various ethnic groups in the United States. This article has a twofold purpose. First, it offers the concept of ethnic identity as defined and studied within the social sciences — sociology, anthropology, and psychology — including a review of some of the recent work on ethnic identity development proposed by leading investigators in the field of psychology. The author discusses their generalizability across ethnic groups. Second, it presents a number of dimensions considered important in conceptualizing and studying Hispanic ethnic identity development. The U.S. Census Bureau reports on business patterns by Milwaukee County zipcode areas. While 16 percent of the county's population resides in five central city zipcode areas (53204, 53205, 53206, 53212, and 53233), only 8 percent of food stores employing 100 or more workers in 1992 were located in these areas. At the same time that the five central city zipcode areas had over a third (34 percent) of the so-called "ma and pa" food stores, employing fewer than 5 workers, they had only 13 percent of the larger stores with $1 million or more annual sales in 1992. In this essay, I argue that grassroots organizing appears as one of the most viable option worldwide until women are better protected through legislation and public policy. I also posit that it is important to learn from divergent leadership philosophies, from the different values, roles and styles that women adopt in various parts of the world in the course of their day-to-day activities and in their efforts to organize, to support current community programs, and to train future community leaders. Many of Wisconsin’s current and proposed welfare policy changes impacting AFDC are based on a simple caseload reduction model which combined a very strict work requirement with AFDC benefit reductions with the goals of reducing AFDC costs, caseloads, and new applications for assistance and slowing in-migration to Wisconsin. This paper attempts to assess the impact of these policies on families in Milwaukee County who are currently receiving AFDC and to estimate the residual population who will likely be subject to the “W-2” Wisconsin welfare regulations. This report assesses the current use and availability of child care as well as estimating potential demand for child care under W-2. The analysis focuses on Milwaukee County and examines the challenges facing local agencies and community organizations as they seek to provide adequate child care for parents entering the labor force, expanding their work hours, or participating in mandatory community service activities. Supporting The Employment Of Mothers: Policy Variation Across Fourteen Welfare States, Janet C. Gornick, Marcia K. Meyers, Katherin E. Ross

Despite their broadly similar political and economic systems, the rates and patterns of mothers' employment vary considerably across industrialized countries. This variation raises questions about the role played by government policies in enabling mothers to choose employment and, in turn, in shaping both gender equality and family economic well-being. This paper compares fourteen OECD countries, as of the middle-to-late 1980s, with respect to their provision of policies that support mothers' employment: parental leave, child care, and the scheduling of public education. Newly gathered data on eighteen policy indicators are presented; these indicators were chosen to capture support for maternal employment, …

Research on the patterns and behavioral consequences of kin networks among the older population is limited due to the shortcomings of most available survey data. Often, household surveys obtain little information on the number and characteristics of nonresident kin. Moreover, surveys are often confined to the noninstitutionalized population. One possible solution is to merge information from multiple sources, in order to achieve the requisite coverage of populations and data content.
