Population Health Research Brief Series

COVID-19 exacerbated existing problems with housing affordability in the United States, particularly for Black and Hispanic renters. To curb these financial hardships, Congress created the Emergency Rental Assistance (ERA) program, but ERA rollout has been slow and inconsistent. This brief describes geographic differences in ERA spending across the U.S. and encourages states and localities to adopt policies that increase program eligibility and streamline fund disbursement.

Older adult Medicare recipients face high out-of-pocket dental expenses due to a lack of appropriate dental care coverage. Older adults with lower socioeconomic status tend to have worse oral health, less dental insurance coverage, greater difficulties finding a dentist, and low-quality care. This brief details the experiences socioeconomically disadvantaged older adults face in obtaining appropriate and affordable dental care and calls on Congress to include preventative and restorative dental care as part of the federal funding agenda.

Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. The purpose of this research was to assess the ability of Community Based Organizations, or CBOs, in the Kapchorwa District of Uganda to create long-term and sustainable community development that meets the needs of their community. To provide the necessary context for the study, I conducted a literature review of poverty in Uganda, theory in sustainable and community development, the connection of CBOs to sustainable community development, challenges and strengths for CBOs, and the general context of the structure of and the regulations for a CBO in Uganda.

This fact sheet highlights how Nevada counties rank on the Social Vulnerability Index (SVI) as defined by the Center for Disease Control (CDC) and the Agency for Toxic Substances and Disease Registry (ASTDR). Socially vulnerable populations are often disproportionately harmed during public health emergencies such as natural disasters and infectious disease outbreaks. The Geospatial Research, Analysis, and Services Program (GRASP) created the CDC/ATSDR Social Vulnerability Index (CDC/ATSDR SCI) to help public health officials and emergency response planners meet community health needs during response and recovery efforts (ATSDR, 2020).

This report looks at quarter-specific comparisons of police reported shooting incidents across New York City. Shooting incidents increased between the first and second quarters of both 2020 and 2021. However, shooting incident increases slowed between quarters 1 (January-March) and 2 (April-June) in 2021, compared to the same quarters of 2020. Quarter-specific comparisons are one way to address seasonal fluctuations in gun violence.

We explore data from Michael Hansen and Diana Quintero’s “Mountain West states face growing teacher diversity gaps” a 2018 Brookings Institution report. Specifically, we explore the teacher and student population in Mountain West states by race, revealing a disproportionate gap between students of color and teachers of color.

Latino children are one of Massachusetts' fastest-growing segments of the population. However, evidence suggests that the social and economic context in which Latino children live does not adequately support their development and overall wellbeing. Nearly a third of Latino children in the United States live in very low-opportunity neighborhoods as defined by a scale of educational, health, environmental, and socioeconomic outcomes. Compared to non-Latino children, Latinos are more likely to grow up in households below the federal poverty threshold and less likely to have a mother with at least a Bachelor's degree. In this brief we examine work and work-based policies in Las Vegas, Nevada – a theme that emerged strongly from focus group data collected in the fall of 2019. The middle-class Americans we talked with were concerned about upward mobility, the changing landscape of work as a result of automation and skills training, scheduling uncertainty, and employee benefits like time off and paid leave. The COVID-19 pandemic highlighted and exacerbated these pre-existing issues for many workers. While an offender’s conduct before and during the crime is the traditional focus of criminal law and sentencing rules, an examination of post-offense conduct can also be important in promoting criminal justice goals. After the crime, different offenders make different choices and have different experiences, and those differences can suggest appropriately different treatment by judges, correctional officials, probation and parole supervisors, and other decision-makers in the criminal justice system.

This fact sheet focuses on the demographics of the child population (under 18 years old) in the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah from 2010 to 2019. Most Mountain West states demonstrate a substantial decline in their child populations during this time period; causing considerable impacts on the future workforce. The child populations in these states are dominated by children of color, most of whom are living in high levels of poverty.

This fact sheet highlights K-12 school discipline disparities by race in the six largest school districts in the United States. The districts include New York City Public Schools, NY; Los Angeles Unified, CA; Chicago Public Schools, IL; (Miami) Dade County, FL; Clark County School District (CCSD), NV; and Broward County, FL. Data are compiled from the Civil Rights Data Collection for the 2015-2016 academic year. Specifically, we examine the data for the discipline strategies of in-school suspensions, out-of-school suspensions, and expulsions.

New estimates from the 2020 Elder Index illustrate the elevated risk of economic insecurity experienced by older women, especially those living alone. We compare annual household incomes to the Elder Index for adults aged 65 years or older living in one- and two-person households to calculate the percentage of older adults with annual incomes that do not support economic security. National averages suggest that 54% of older women living alone, along with 45% of older men living alone, have annual incomes below the Elder Index. In 2018, the New School Working Group on Expanded Sanctuary collaboratively organized a series of workshops in New York to reflect on the question of sanctuary as a conceptual and practical starting point for cross-coalitional politics, including its tensions and risks. This short piece is an attempt to bring together the sentiments expressed in those workshops by activists, organizers, students and academics focusing on anti-racist, pro-migrant, and pro-Indigenous struggles, in a form that engages sanctuary as an ongoing question.

The Washington Post publishes and regularly updates a dataset regarding the use of deadly force by police since 2015. This fact sheet extracts data for each state in the Mountain West (Arizona, Colorado, Nevada, New Mexico, and Utah), and presents a regional perspective on the total number of individuals shot and killed by police, including demographic variables such as race, gender, and age. Two additional variables are included in this examination: the presence or absence of mental illness in the individual killed by police, and the presence or absence of a body-worn camera in incidents of deadly force by police.

The rate of unemployment for people with disabilities continues to rise greatly above that of people without disabilities. The issue seems to be exacerbated by employer biases and concerns which are not supported in the face of evidence. A lack of employer education on disability related subjects causes this misconception among both employers and the public as a whole. To resolve the underlying problem of miseducation, an increase in the self-identification of people with disabilities is necessary to provide researchers with data to assist in the formation of a revised curriculum.

Bystander intervention education programs have become increasingly popular as a tool for the primary prevention of sexual violence at institutions of higher education (IHEs). Emerging research surrounding bystander intervention on college campuses reveals promising results, yet there is limited extant research exploring how students perceive bystander intervention as a tool to protect themselves and their peers. Students over the age of 18 at a small, private, liberal arts IHE in the mid-Atlantic region of the United States with approximately 2,600 students were surveyed to assess knowledge, attitudes, and behaviors related to bystander intervention. Despite the rapid growth in both documented and undocumented Asian Americans, their attitudes toward immigration policy are not well understood. Drawing on data from the 2016 National Asian American Survey, this article examines both interracial and intra-Asian differences in views toward immigration. Relative to other racial groups, Asians are as likely to support legal migration, but less likely to support undocumented migration. We document significant diversity among Asians. As labor migrants, Filipinos support a congressional increase in annual work visas. As economic migrants, Chinese and Indians support an increase in annual family visas. As refugees, Vietnamese are least supportive of …

The economic well-being outcomes of youth who are removed from foster care status due to reaching the age of ineligibility (i.e., age out) is an important issue in public health and social work. This study investigated the interrelation between simultaneously embodying both a sex and race/ethnicity (i.e., intersectional identity), circumstances experienced through age 19 (i.e., foster care experiences), and economic well-being indicators at age 21, using secondary administrative data from a 4-year longitudinal study (N = 4657). The Human Rights Campaign (HRC) and Equality Federation Institute compiled a 2020 Municipal Equality Index (MEI) that creates a scorecard measuring inclusivity and livability for members of Lesbian Gay Bisexual Trans Queer Intersex and Asexual (LGBTQIA+) communities who live and work in major U.S. cities and municipalities. In Kenya, the record number of cases brought before courts prior to and following the 2017 elections is evidence of the continued growth and spread of the judicialization of politics, and more specifically elections; it is also the result of Kenya’s 2010 Constitution, which introduced a new form of governance, expanded the number of elective seats and mandated judicial and electoral reforms. As the United States prepares for a COVID-19 recovery, policymakers need to understand why some cities and communities were more vulnerable to the pandemic’s economic consequences than others. In this paper, we consider the association between a city’s core industry, its economic susceptibility to the pandemic, and the recession’s racially disparate impact across six select metropolitan areas. We find that areas with economies that rely on the movement of people—like Las Vegas with tourism—faced substantially higher unemployment at the end of 2020 than cities with core industries based on the movement of information. This report seeks to lift up the voices of Maine’s youth and place their lived experiences with homelessness, educational pushout, child-welfare and juvenile justice system involvement, and interactions with the healthcare system at the center of public discourse and decision making. This study collected life stories from 35 youth (age 14-24) using arts-based narrative inquiry methods to map their journeys from childhood to adulthood.
