Population Health Research Brief Series

COVID-19 exacerbated existing problems with housing affordability in the United States, particularly for Black and Hispanic renters. To curb these financial hardships, Congress created the Emergency Rental Assistance (ERA) program, but ERA rollout has been slow and inconsistent. This brief describes geographic differences in ERA spending across the U.S. and encourages states and localities to adopt policies that increase program eligibility and streamline fund disbursement.

This study used statistical analysis of enrollment records for ESL programs at community colleges throughout California from 2015-2019 to determine whether adult immigrants’ participation in public ESL programs was reduced under President Donald Trump. Immigrant families’ lesser use of public education services and means-tested federal benefits has been widely documented in the wake of Trump’s expansion of the public charge rule, which counted immigrants’ use of a wider array of public benefits against their case for residency in the United States than had any previous iteration of the rule. Recent changes in VAWA allows tribes – for the first time – to prosecute non-Indians for intimate partner violence. In order to do so, however, tribes have to first meet specific federal mandates. Implementation of federal regulatory policy by American Indian tribes is a dynamic and complex process but there is a dearth of information on the challenges tribes face or on factors that would facilitate successful implementation at the tribal level. Public policy discussions can be viewed as empirical windows into broadly shared culturalvalues and emotions of the social contexts in which the policy discussions take place. This project is a narrative analysis of the public debate on physician-assisted death (PAD), drawing from three data sources: newspaper articles, the websites of social movement organizations, and testimonies from a state legislative hearing. This analysis explores ways in which social actors deploy personal stories that contribute to shape the policy-making process by appealing to cultural beliefs and broadly shared emotions. Older adult Medicare recipients face high out-of-pocket dental expenses due to a lack of appropriate dental care coverage. Older adults with lower socioeconomic status tend to have worse oral health, less dental insurance coverage, greater difficulties finding a dentist, and low-quality care. This brief details the experiences socioeconomically disadvantaged older adults face in obtaining appropriate and affordable dental care and calls on Congress to include preventative and restorative dental care as part of the federal funding agenda.

Upon arrival to a new country, many immigrants face job downgrading, a phenomenon describing workers being in jobs below the ones they have based on the skills they possess. Moreover, in the presence of downgrading immigrants receiving lower wage returns to the same skills compared to natives. The level of downgrading could depend on the immigrant type and numerous other factors. This study examines the determinants of skill downgrading among two types of immigrants – refugees and economic immigrants – in the German labor markets between 1984 and 2018. To provide the necessary context for the study, I conducted a literature review of poverty in Uganda, theory in sustainable and community development, the connection of CBOs to sustainable community development, challenges and strengths for CBOs, and the general context of the structure of and the regulations for a CBO in Uganda.

The unassailable continuity of female genital cutting (FGC) despite its criminalization and the salience wielded over the past few decades stokes thoughts about what is missing—signifying the need to examine present legal mechanisms pertinent to FGC critically. The current research fails to consider the full breadth of the entanglement of law and culture relating to FGC, which is important because where the change of behavior is the objective of the law, social and legal norms must interact. Canada is one of the few jurisdictions in the world where cannabis for personal and recreational purposes is legal. Prior to October 17th 2018, the possession of any quantity of cannabis was a criminal offence, making individuals vulnerable to onerous criminal sanctions. The legislative act that resulted in the decriminalization and regulation of cannabis was framed as a means of advancing public health goals and reducing inequalities. This fact sheet highlights how Nevada counties rank on the Social Vulnerability Index (SVI) as defined by the Center for Disease Control (CDC) and the Agency for Toxic Substances and Disease Registry (ASTDR). Socially vulnerable populations are often disproportionately harmed during public health emergencies such as natural disasters and infectious disease outbreaks. The Geospatial Research, Analysis, and Services Program (GRASP) created the CDC/ATSDR Social Vulnerability Index (CDC/ATSDR SCI) to help public health officials and emergency response planners meet community health needs during response and recovery efforts (ATSDR, 2020).

Amidst the already fraught politics of immigration, “sanctuary” policies, whereby state and local law enforcement agencies limit their cooperation with federal immigration enforcement authorities to varying degrees, have emerged as a particularly contentious issue. This paper sifts past the political vitriol surrounding the issue of “sanctuary” and uses original survey research in Philadelphia to answer a straightforward question: Are these policies working? That is, are the city of Philadelphia’s sanctuary policies actually building trust between its undocumented residents and local law enforcement, thereby laying the groundwork for higher rates of crime reporting and safer communities? Identifying the January 6 insurrection at the US Capitol as an inflection point, this article analyzes the historical relationship between White supremacy and the US military from Reconstruction after the Civil War to the present. The article posits causes for the disproportionate number of current and former members of the military associated with White power groups and proposes steps the Department of Defense can take to combat the problems posed by the association of the US military with these groups.

This report looks at quarter-specific comparisons of police reported shooting incidents across New York City. Shooting incidents increased between the first and second quarters of both 2020 and 2021. However, shooting incident increases slowed between quarters 1 (January-March) and 2 (April-June) in 2021, compared to the same quarters of 2020. Quarter-specific comparisons are one way to address seasonal fluctuations in gun violence.

This fact sheet highlights public K-12 teacher and student diversity in the Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah. We explore data from Michael Hansen and Diana Quintero’s “Mountain West states face growing teacher diversity gaps” a 2018 Brookings Institution report. Specifically, we explore the teacher and student population in Mountain West states by race, revealing a disproportionate gap between students of color and teachers of color.

Latino children are one of Massachusetts' fastest-growing segments of the population. However, evidence suggests that the social and economic context in which Latino children live does not adequately support their development and overall wellbeing. Nearly a third of Latino children in the United States live in very low-opportunity neighborhoods as defined by a scale of educational, health, environmental, and socioeconomic outcomes. Compared to non-Latino children, Latinos are more likely to grow up in households below the federal poverty threshold and less likely to have a mother with at least a Bachelor's degree. In this brief we examine work and work-based policies in Las Vegas, Nevada – a theme that emerged strongly from focus group data collected in the fall of 2019. The middle-class Americans we talked with were concerned about upward mobility, the changing landscape of work as a result of automation and skills training, scheduling uncertainty, and employee benefits like time off and paid leave. The COVID-19 pandemic highlighted and exacerbated these pre-existing issues for many workers. While an offender’s conduct before and during the crime is the traditional focus of criminal law and sentencing rules, an examination of post-offense conduct can also be important in promoting criminal justice goals. After the crime, different offenders make different choices and have different experiences, and those differences can suggest appropriately different treatment by judges, correctional officials, probation and parole supervisors, and other decision-makers in the criminal justice system.

Employing a qualitative case study approach, the current study aims to critically analyze the U.S.’s use of the Special Immigrant Visa program in Iraq and Afghanistan by examining the individuals it serves, the agencies through which services are rendered, and the state’s vested geopolitical interests in the program. Engaging in active participation, I observed and interacted with those who work within, assist, or utilize the services of Commonwealth Catholic Charities’ refugee resettlement program, including case workers, service providers, and resettlement clients themselves. This fact sheet focuses on the demographics of the child population (under 18 years old) in the five Mountain West states of Arizona, Colorado, Nevada, New Mexico, and Utah from 2010 to 2019. Most Mountain West states demonstrate a substantial decline in their child populations during this time period; causing considerable impacts on the future workforce. The child populations in these states are dominated by children of color, most of whom are living in high levels of poverty.

This fact sheet highlights K-12 school discipline disparities by race in the six largest school districts in the United States. The districts include New York City Public Schools, NY; Los Angeles Unified, CA; Chicago Public Schools, IL; (Miami) Dade County, FL; Clark County School District (CCSD), NV; and Broward County, FL. Data are compiled from the Civil Rights Data Collection for the 2015-2016 academic year. Specifically, we examine the data for the discipline strategies of in-school suspensions, out-of-school suspensions, and expulsions.

Late-Life Gender Disparities In Economic Security In The Context Of Geography, Race And Ethnicity, And Age: Evidence From The 2020 Elder Index, Jan Mutchler, Nidya Velasco Roldán, Yang Li

New estimates from the 2020 Elder Index illustrate the elevated risk of economic insecurity experienced by older women, especially those living alone. We compare annual household incomes to the Elder Index for adults aged 65 years or older living in one- and two-person households to calculate the percentage of older adults with annual incomes that do not support economic security. National averages suggest that 54% of older women living alone, along with 45% of older men living alone, have annual incomes below the Elder Index.
