As the population of the Las Vegas Metro continues to grow, new developments expand on the periphery. As Las Vegas continues to increase in size and develop further into wildlife habitat, not only are native animals and plants endangered, but residents are at risk of increasingly dangerous urban heat given the increase in impervious cover that makes Las Vegas the 2nd fastest warming metro in the U.S. This policy brief examines current policy and practice in place to highlight the need for positive human-wildlife interaction that will address the growing threat of biodiversity loss and heat vulnerability. A successful local government exemplifies inclusivity, innovation, and deliberate decision-making, all advancing responsible management of taxpayers' resources. In this qualitative investigation, a phenomenological approach is employed to delve into the lived experiences of local elected officials. The aim of this study was to gain insights into the capacity of these local elected officials for success in governance. Subsequently, the insights from these local elected officials' experiences are harnessed to evaluate their influence and impact on municipal performance.

Cities that grow naturally over time integrate spaces of gathering that allow for serendipitous happenstance. However, the cities we design today instruct and codify through intentional planning and design; they assign use, hardening specific function to place. Such strategies lead to spaces devoid of spirit, inculcating in city-dwellers to a sense of disconnect from the city.
In contrast to this, the places we make as children, express our intuitive, direct, and unselfconscious relationships with space and one other. These spaces embody softness through their malleability and adaptability, borrowing from the world around them and imbuing the ordinary with imagination. …

The consequences of climate change and urbanization have increased heat, air pollution, and flood risks in urban areas. Green spaces—parks, trees, trails, and gardens—are multifunctional solutions that help communities adapt to these various climate vulnerabilities, promoting urban resiliency through the socio-ecological service they provide. Yet, low-income communities and neighborhoods of color are often deprived of these services. As a result, this study utilizes a multi-criteria analysis to assess a variety of social, climate, and green space indicators in North and South Sacramento, two racially diverse and historically marginalized communities, to recommend more robust green space implementation strategies. Workforce development has been a keystone in the discussion of economic diversification of Las Vegas for decades. The leisure and hospitality industry is the lifeline for the Southern Nevada economy due to the reliance on tourism as the city’s main economic driver. The leisure and hospitality industry requires physical labor and more face-to-face customer interaction than other employment sectors. Thus, these jobs often do not require high educational attainment, but rather sharp soft skills like effective listening, nonverbal communication, and negotiation strategies. U.S. Policing As Racialized Violence And Control: A Qualitative Assessment Of Black Narratives From Ferguson, Missouri, Jason M. Williams

U.S. policing has long been captured within a master narrative of colorblind consensus; however, distinct lived experiences between community groups depict grave disparities in law enforcement experiences and perceptions. Orthodox conceptions of law enforcement ultimately silence marginalized voices disproportionately affected by negative contacts with law enforcement. Centering data in critical theory, this study will present thematic results from semi-interviews gathered in Ferguson, M.O., during a critical ethnographic research project. Themes reveal experiences and perceptions of racialized and violent policing, the unique position of Black officers, and regard for the impact police have on children. Public parks provide cities with environmental benefits, positive health effects, recreational opportunities, community building, educational spaces, and public amenities. However, certain populations have been systematically denied their fair share of these benefits because of unjust practices in the creation and maintenance of urban parks. With a lens of environmental justice, the goal of this research was to assess park quality and accessibility of two Connecticut cities, Hartford and New Haven, by gathering publicly available information as well as using GIS tools.

Between 2000 and 2005, I was in charge of every aspect of the New Orleans Saints’ non-football operations, from ticket sales to corporate sponsorships to lease negotiations for the Superdome. By spring 2007, though, by some combination of fate, determination, and maybe a little naiveté, I found myself in charge of legislatively repairing the City of New Orleans’ entire system of recreation. I quickly discovered that this was no small task.

The last national survey of adult literacy prior to Hurricane Katrina found 40 percent of New Orleans adults reading at or below the sixth-grade level and another 30 percent at or below the eighth-grade level. During the three years before the hurricane, New Orleanians watched as public meetings of its elected school board became models of incivility, where the politically connected struggled for control of contracts and patronage and self-appointed activists ridiculed school officials, board members, and fellow citizens who were attempting to raise the performance of the city’s public schools out of the ranks of the nation’s worst. For this report, the Northwest Economic Research Center (NERC) investigated six potential revenue generating measures, as requested by Portland Parks and Recreation (PP&R). This research includes an analysis of the revenue potential for each tax, the impacts of compression in property taxes, and an assessment of tax incidence.
Three of the funding options investigated are forms of property tax: a temporary local option tax, a permanent special district tax, and a general bond obligation. Using 2017 property tax data, NERC built a model that simulates these tax increases for each tax lot in Portland. The growth of Assessed Value (AV) …

From the early 1960s through the mid-1990s, crime in New York City ran rampant. With a gradually dwindling police during this time, a high unemployment rate, and an rapidly increasing metropolitan population, crime peaked in the early 1990s, with the murder rate hitting a record-high of 2,245 in 1990. When Mayor Rudy Giuliani took office in 1994 and appoint Bill Bratton as the NYPD police commissioner, these rates immediately plunged. Numerous factors may have contributed to this sudden decline in crime: the police force grew significantly through the 1990s, more criminals were placed and held in prison, and the economic …

Purpose: The purpose of this descriptive, qualitative study was to identify and describe the importance of the predictors of juvenile recidivism and the effectiveness of efforts to prevent/avoid juvenile recidivism as perceived by previously detained, arrested, convicted, and/or incarcerated adult students 18 years of age and older exiting from alternative education in Northern California. A second purpose was to explore the types of support provided by alternative schools and the perceived importance of the support to avoid recidivism according to adult students 18 years of age and older exiting from alternative education.

“There's all different forms of bullying,” says Steven Gray, a Lakota rancher and former law enforcement officer living in South Dakota. In this look into Gray’s life, we learn about two instances of bullying: the psychological and physical harassment that pushed his son, Tanner Thomas Gray, to commit suicide at age 12; And the controversial construction of an oil pipeline in an ancient tribal land that belongs to the Lakota people by rights of a treaty signed in 1851, which Gray sees as an institutional abuse infringing on the sovereignty of his people. Urban public-private collaborations promoting large-scale tourist events are increasingly common. The incentive to collaborate, for urban policy-makers, is the perception of the opportunity for economic development, and yet little is known about factors contributing to the sustainability of such urban cross-sector collaborations. The dissertation accomplishes three objectives. First, it combines resource dependence theory (RDT) and goal congruence theory (GCT) to extend our understanding of how collaborating organizations align their respective organizational goals and manage their interdependencies in complex, urban, inter-sectoral, environments. The global seafood industry currently lacks a standardized, widespread method to easily trace the chain of custody of products that they purchase. Sustainability practices produce programs and services that meet current needs while preserving the environment and natural resources for the future. City parks and recreation departments are facing budget shortfalls and increasing expectations from customers. Governments are now embracing sustainability practices to create financial savings while also fostering relations with customers.
