The collapse of Lehman Brothers in September 2008 led many uninsured depositors to withdraw their funds from US banks that they perceived as troubled. To reassure depositors, the Federal Deposit Insurance Corporation (FDIC), on October 14, 2008, guaranteed certain debt and deposits through its Temporary Liquidity Guarantee Program (TLGP). The Temporary Account Guarantee Program (TAGP) was one component of the TLGP. Through the TAGP, the FDIC provided unlimited insurance to noninterest-bearing transaction accounts (NIBTAs) and other low-interest-bearing accounts. Detaining asylum seekers has become an established practice in many countries. There is a large body of research suggesting that immigration detention causes asylum seekers harm. However, the focus of these studies has been on diagnosable disorders and mental health, with no descriptive understanding of how detention and resettlement are experienced and conceptualized by asylum seekers. The purpose of this phenomenological study was to examine how formerly detained asylum seekers from sub-Saharan African countries perceive the impact of detention on their resettlement experience in the United States. The infrastructure deficit is among the most significant challenges facing the United States. The Trump and Biden administrations called for using public-private partnerships (PPPs) to rebuild the nation’s crumbling infrastructure. As distinct arrangements that are part of both the public and private sectors, PPPs pose critical questions to public policy and administration. They have also gained popularity as a result of the New Public Management and Collaborative Governance movements.

Abstract

Managers are challenged with the impact of problematic plants, including exotic, invasive, and pest plant species. Information on the abundance, distribution, and location of these plants is essential for developing risk-based approaches to managing these species. Based on surveys conducted in 2006, 2009, 2013, and 2017, Heartland Inventory and Monitoring Network staff and contractors identified a cumulative total of 20 potentially problematic plant species in Homestead National Monument of America (NMA). This report presents acoustical data gathered by Student Conservation Association interns and the Natural Resource Specialist at Homestead National Monument of America in 2017. Data were collected at one site to provide park managers with information about the acoustical environment, sources of noise, and the existing ambient sound levels within the monument. This deployment also captured acoustic conditions during the total solar eclipse on 8/21/2017. (Results of the eclipse monitoring effort are provided in Appendix B.)

In 2001, the Heartland I&M Network initiated breeding bird surveys on Tallgrass Prairie National Preserve, Kansas, to assess the ecological integrity of the preserve’s habitat. Birds are an important component of ecosystems and can serve as good indicators of habitat change in an ecosystem. In the 17 years of bird surveys at the preserve (2001 to 2018, excluding 2003), there were 2,089 plot visits and 119 different bird species recorded, 96 of which have the potential to breed within the preserve. The National Park Service (NPS) Natural Resource Condition Assessment (NRCA) Program administered by the NPS Water Resources Division evaluates current conditions for important natural resources and resource indicators using primarily existing information and data. NRCAs also report on trends in resource condition when possible, identify critical data gaps, and characterize a general level of confidence for study findings. The Heartland Inventory and Monitoring Network has sampled permanent monitoring sites in three vegetation community types (restored prairie, successional forest, and bur oak forest) at Homestead National Monument of America since 1998 (includes nine sample years). Network scientists record each species, aerial cover estimates of ground flora, diameter at breast height of midstory and overstory trees, and tree regeneration frequency (tree seedlings and saplings) within these permanent sites.

This report describes the results of a visitor study at Niobrara National Scenic River (NSR) conducted from July 15 through July 24, 2016. During the sampling period, 253 visitor groups were contacted to participate in the survey. Of those groups, 217 agreed to participate in the study by accepting a mail-back survey packet. Questionnaires were completed and returned by 110 visitor groups, resulting in a completion rate of 51% among those visitor groups that agreed to participate in the study and an overall response rate of 43% for the study.

Multilevel Governance: Framing The Integration Of Top-Down And Bottom-Up Policymaking, George C. Homsy, Zhilin Liu, Mildred E. Warner

Scholars embrace multilevel governance as an analytical framework for complex problems, such as climate change or water pollution. However, the elements needed to comprehensively operationalize multilevel governance remain undefined in the literature. This paper describes the five necessary ingredients to a multilevel framework: sanctioning and coordinating authority, provision of capacity, knowledge co-production, framing of co-benefits, and inclusion of civil society. The framework’s analytical utility is illustrated through two contrasting case examples – watershed management in the U.S. and air quality management in China. The framework balances local and central actors, which can promote a more effective governance regime.

Abstract

Prior to 2014, bat research at Devils Tower National Monument (DETO) focused on bats present during the summer months. Biologists at DETO assumed local bats were strictly summer residents due to the presumed lack of typical habitat features associated with bat hibernation, such as caves and mines. This lack of traditional hibernacula features at DETO discouraged staff and research cooperators from studying winter bat populations. Despite the earlier assumption that bats were unlikely to hibernate on the monument, DETO documented significant winter bat activity through passive winter acoustic monitoring. Executive Summary

From 2014-16, the Northern Great Plains Inventory & Monitoring Network (Network)—in collaboration with the Midwest Regional Biologist—used acoustic methods to monitor bat populations at 12 Network parks. Six parks were monitored using the nascent North American Bat Monitoring Program (NABat) framework. Six other parks did not meet a priori criteria for inclusion in NABat so they were monitored using similar methods, but a non-systematic sampling frame.

Fifty-five NABat stations were established along with 62 non-NABat stations. Stations were typically monitored for 4-7 nights each year using equipment that records the echolocation calls of bats. Fourteen mobile survey routes …

Inventory and Monitoring Networks of the National Park Service are charged with collecting and reporting data related to the status and trends of key natural resources. We have analyzed a suite of grazing data from 1995- 2016, fire history data from 1998-2015, and vegetation community data from 2002-2014 to better understand trends as they relate to management strategies at the preserve over time. We found that cattle stocking rates declined and fires became less frequent over the latter half of the record.
