Background: There has been a continued presence of mental health issues among high-school aged youth. As a result, many have a diminished ability to be successful in school. It is a societal problem as discussed in the literature. Legislation within the last 23 years has created more access for students but there is still a gap in services. This gap is mostly seen by not having enough personnel to address the amount of students that need assistance. Since independence in 1960, Somalia has experienced sustained clan conflict, political challenges, prolonged civil war, and famine, severely hindering the development and maintenance of a stable federal government. Research on state-building in Somalia has focused on conflict resolution, civil war, piracy, and state failure. Further research is needed on building administrative capacity in Somalia to help develop well-functioning and stable government institutions. On July 29, 2005 Congress passed the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the federal government’s transportation bill, in part, designating $612 million over five years to go to a relatively new funding program: Safe Routes to School (SR2S). The legislation mandated that state departments of transportation (DOTs) receive annual funding in an amount proportional to the number of primary and middle school grade children enrolled in their states. State DOTs could then grant that money to state, local, and regional agencies, as well as non-profit organizations to fund SR2S programs.

Mobile technology is one of the fastest growing industries. In rural parts of the world, mobile phones are more accessible than sanitation facilities and electricity. Mobile phones can be used to transmit health information, promote health awareness, track the spread of diseases, and ultimately decrease the prevalence of diseases. Research on health disparities affecting people of color typically focuses on their health status, health treatment and health outcomes with a particular emphasis on the relatively high rates of morbidity and mortality from selected diseases for ethnic and racial minority groups. This fact sheet offers a different but related focus on gender and race/ethnicity in the health care workforce. Our rationale is that the Sullivan Commission on Diversity in the Healthcare Workforce concluded that the lack of minority doctors, nurses and dentists is a significant cause of racial/ethnic health disparities and that the ability to recruit, train and retain minority …
