Prosecutorial Misconduct: Typologies And Need For Policy Reform, Rylee Broyles, Tamara J. Lynn
Academic Leadership Journal in Student Research
A gross manifestation of injustice within the criminal justice system, warranting policy development to correct, is the issue of prosecutorial misconduct. There are numerous reasons why misconduct occurs and oftentimes overlooked within the courts. Action must be taken to both prevent and rectify such wrongdoings committed by those whom are presumed to be the most virtuous of our justice system. Future policy action is paramount to the constitutionality of criminal proceedings and the abatement of prosecutorial misconduct in every capacity. The implementation of austere policies would positively impact all criminal defendants whom cross the threshold of a courthouse.

El propósito de este artículo es analizar cómo los activistas del movimiento español de protesta 15M conceptualizan las prácticas organizativas en relación con los objetivos del movimiento. Ubicamos el concepto “organización parcial” en el contexto de la política de prefiguración. Empíricamente, el trabajo se basa en la investigación de campo realizada en España durante tres años (2014-2016), que incluyó 36 entrevistas cualitativas y observaciones participantes. This essay analyzes how political and ideological changes affect public bureaucracy and its relationship with civil society regarding different strategies of openness to participation. We suggest a theoretical-conceptual framework to discuss aspects of the political situation in Latin America. First, we discuss the changes that occurred over time, in the state-civil society relationship, which strengthen the latter and amplify a discourse for more participatory democracy. The purpose of this work is to design a wellness based prevention program that is tailored to fit the campus community within Clark University, Worcester, MA, called the Peer Athletes Advocating for Wellness (PAAW) initiative. This paper first presents the current research on wellness related issues within a college campus, specifically surrounding sexual violence. The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. Interest groups play a key role in the policy making process; interest groups inform and mobilize citizens, and then coordinate commenting on agency rule propositions. This can sometimes lead …

Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This article focuses on two key moments: 1) the United States’ reluctance to support the peacekeeping mission from before its mandate began and prior to the killing of U.S. troops in Somalia in autumn 1993; and the United States’ central role pushing the United Nations Security Council …

In this master’s project I explore ways to improve a budget process by integrating the principles and tools of creativity and Creative Problem Solving. I do this by prototyping, testing, and revising a creativity-budget model. The creativity-budget prototype model was based on my professional experience in federal budgeting and a literature review on topics including governance, the budget process, stakeholders, collaboration, the impact of the budget process on the creativity of an organization, and the principles of creativity and creative problem solving. Just over 20 years ago, states and civil society came together to put an end to the harm inflicted by antipersonnel mines. The result was the ground-breaking Anti-Personnel Mine Ban Convention in 1997. Better known as the Ottawa Treaty, it prohibited the use, stockpiling, production, and transfer of anti-personnel mines. It also created time-bound legal obligations requiring the destruction of all stockpiles, the clearance of all mined areas, and assistance for landmine victims.

The rapid and ongoing development of lightweight, powerful, and relatively cheap unmanned aircraft vehicles (UAV)—still commonly referred to as drones—has demonstrated their use in increasingly diverse and imaginative ways across a large number of industries and sectors. They have also captured the public imagination with the prospect of revolutionizing many aspects of how we live and work. Humanitarian mine action (HMA) has not been immune to this process, and a number of organizations have conducted research, trials, and field tests into how they can support and improve the landmine and explosive remnants of war (ERW) survey and clearance process.

The peaceful use of unmanned aerial systems (UAS) increases significantly when their cost and complexity are reduced. Fully autonomous, ultralight unmanned aerial vehicles (UAV) are now commercially available. The Sri Lankan Civil War (July 1983–May 2009), between the government and the Tamil Tigers, was a conflict marked by the extensive use of explosive weapons. Predominantly affecting the majority-Tamil areas in the north and east (Tamil Eelam), the violence left deep scars upon the communities in these areas. The land is still heavily marked by the legacy of landmines, air-dropped bombs, and other explosive remnants of war (ERW).

Following the recent political rapprochement between the governments of Uzbekistan and Tajikistan in March 2018, a joint commission was created to investigate the minefields along the Tajik-Uzbek border and schedule their clearance. The Uzbek government first expressed the intention to remove the landmines along its borders in 2004 and later reported the start of unilateral demining operations in 2005 by the Uzbek military. Less than three years later, Uzbek demining teams had reportedly cleared 95 percent of the minefields along the Tajik border. However, this has not been verified by independent organizations, and civilians still fall victim to landmines in …

Aerially-deployed plastic landmines in post-conflict nations present unique detection and disposal challenges. Their small size, randomized distribution during deployment, and low-metal content make these mines more difficult to identify using traditional methods of electromagnetic mine detection. Perhaps the most notorious of these mines is the Sovietera PFM-1 “butterfly mine,” widely used during the decade-long Soviet-Afghan conflict between 1979 and 1989. Predominantly used by the Soviet forces to block otherwise inaccessible mountain passages, many PFM-1 minefields remain in place due to the high associated costs of access and demining. In 1995, a journal article asked if 'commons' might be the name of 'thirdness'. In this revision of that article the question is renewed and reintroduced. The concept of the commons and common goods still offer satisfactory ways to label and characterize voluntary action outside markets, states and households. Theory is said to be a problem of language. Language creativity, including the coining of various new terms is a characteristic part of the commons theory of voluntary action. This article provides an overview of Virginia’s 1-3-6 Family Educator Project involving the induction and integration of parents of children who are deaf or hard of hearing as leaders in systems change, and the investment of Virginia’s Early Hearing Detection & Intervention program in the project. The article describes the role of the 1-3-6 Family Educators and their success in collaborating with audiologists and hospitals, helping parents get timelier rescreenings of infants who did not pass the newborn hearing screening, and providing peer-to-peer support to parents.
